A regular meeting of the Board of Trustees of the City of El Segundo, California., was called to order at 7:30,o'clock P. it. on the above date in the Council Chamber of the City Hall, by William C. Bryson, President of the Board. ROLL CALL. Trustees Present: Binder, Davis, Rueger and Bryson. Trustees Absent: Smiley. READING OF MINUTES OF PREVIOUS bLEETING. d* urned The minutes of thregular meeting held on the 16th day of Larch, 1922 were read w thout error or omission being noted, and they were approved upon motion of Trustee Davis, seconded by Trustee Binder, which carried. VMITTEN COMMUNICATIONS. The following communications were read and disposed of as indicated: =i AYERS, application for appointment to the office of Citybarshal. Y. V. FEAT Y, application for appointment to the office of Building Inspector. ROBERT T. BOARD?rtAN, application for appointment to the office of Marshal or Engine Driver. TRAIN & WILLIAMS, making application to receive the commission as architects for the proposed addition to the municipal building. SOUTHERN SECTION, LEAGUE OF CALIrO -MIIA =NICIPALITIES, announcing a meeting of the Colorado River Commission to be presided over by Secretary Hoover to be held in Los Angeles, Monday, March 20th, 1922, at the Chamber of Commerce at 2:30 P. M. Program of the Regional Planning Conference of Los Angeles County covering events to be held at the Hotel Virginia at Long Beach, California, April 1st, 1922. The above communications were filed on motion of Trustee Davis, seconded by Trustee Rueger, which carried. Trustee Smiley appeared at the meeting at this time and took his seat, the hour being 7:40 o'clock P. M. ORAL COMMUNICATIONS. 1r. Marvin Griffin addressed the Board with reference to the Bulletin Board formerly affixed to the Standard Oil Company's fence adjacent to its main gate, advising that when the fence was remodeled about seventeen months ago he personally supervised its replacement and he has not seen said bulletin board since that time, that its removel was done or caused by some person other than himself and that he has no knowledge of its present whereabouts. After discussing the matter briefly, it was moved by Trustee Rueger and seconded by Trustee Davis, that Trustee Smiley be appointed a committee of one to obtain permission from the Standard Oil Company for the erection of another bulletin board at the same place. Carried. C AI City Marshal Kidwell advised the Board that he was in need of "Notices to appear before Magistrate ", and it was moved by Trustee Davis, seconded by Trustee Rueger, that the City Clerk be and he is hereby authorized to order twenty books of citations. Carried by the following vote: Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson. Noes: None. Absent: None. REPORTS OF STANDING CO2M TTEES. .Trustee Davis drevi the Board's attention to the fact that a demand filed by the Herald Publishing Company charged the city with 39 inches for the publication of Ordinance No. 84, while the City Clerk figured same as 40 -1/2 inches. Mr. Van Eaton of the Herald Publishing Company advised the Board that the difference was made in order to adjust for the use of incorrect size of type for the headings of the ordinance when published. Trustee Davis reported also that it appeared that Affidavits of Publication of Ordinances Nos. 80, 81, 82 and 84 had never been filed. Mr. Van Eaton stated that he believed the same had been filed and following brief discussion it was suggested that additional affidavits covering these ordinances be delivered to the City Clerk. Trustees Rueger, Binder and Bryson reported having made an inspection of Franklin Avenue east of Again Street and some of the North and South streets which intersect Franklin Avenue, finding the same practically impassable in places, and they recommended certain improvements. It was moved by Trustee Rueger and seconded by Trustee Smiley, that the Street Superintendent be and he is hereby instructed to temporarily repair Franklin Avenue from Main Street to Sierra Street and Penn Street from Franklin Avenue to E1 Segundo Avenue by scarifying, grading and rolling the-same and giving said streets a light dressing of oil and screenings. Carried by the following vote: Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson. Noes: None. Absent: None. Trustee Smiley drew attention to the fact that the gutter on the North side of Grand Avenue West from Richmond Street is in need of repair owing to a wash caused by the waters of recent storms and it was moved by Trustee Rueger, seconded by Trustee Davis, that the Street Superintendent be and he is hereby instructed to repair the gutter on the North side of Grand Avenue from Concord Street to Richmond Street. Carried by the following vote: Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson. Noes: None. Absent: None. RITORTS OF OFFICERS AND SPL'CIAL C0121ITTEES . City Engineer Cory read to the Board a communication he had received from the City Attorney requesting that he check the voting precincts of the City of E1 Segundo as the same were established by the Board of Supervisors of the County of Los Angeles. He requested permission to file with the Board this date his report showing that they had been checked on Wednesday, the 22nd day of bia.rch, 1922 and were found to be good, definite descriptions, which agree with the map. Following this report it was stated by members of the Board that there appears to be confusion among the voters as to where they will vote at the forthcoming election. Discussion ensued, following which it was moved by Trustee Rueger, seconded by Trustee Binder that an explanation of the voting precincts as recommended by the City �:�'''. 1 Clerk be prepared by the Herald and posted between by the following vote: City Clerk and published in the E1 Segundo this date and April 10th, 1922. Carried Ayes: Trustees Binder, Davis, Rueger, Smiley, and Bryson. Noes: Bone. Absent: None. The City Clerk advised the Board of having received quotations from various suppliers on wire fencing. It was moved by Trustee Smiley, seconded by Trustee Binder, that the prices and catalogs be referred to the Public Wprks Com#Li.ttee for examination and report. Carried. UNFINISHED BUSINESS. Moved by Trustee Smiley, seconded by Trustee Davis, that Ordinance No. 86 entitled: "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFOPJTIA, AMIIMING SECTION 1 OF ORDINANCE NU13BER 31 OF SAID CITY ENTITLED: "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, REGULATING THE CONSTRUCTION, ALTERATION, REPAIRING, DEMOLISHING, MAINTAINING AND OCCUPYING OF BUILDINGS -= OTHER. STRUCTURES WITHIN SAID CITY, PROVIDING FOR TH.E CONDEMNATION OF BUILDINGS AND OTHER, STRUCTURES DANGEROUS TO PROPERTY, LIFE OR LI ?JIB, AND FIXING AND DETER NING FIRE LIMITS IN AND FOR SAID CITY ", PASSED AND ADOPTED ON THE 20TH DAY OF FEBRUARY, 1918 ", which was introduced and read at an adjourned regular meeting of the Board of Trustees held on the 16th day of March, 1922, be and the same is hereby adopted. Carried by the following vote: Ayes: Trustees finder, Davis, Rueger, Smiley and Bryson. Noes: None. Absent: None. The matter of the request of the Boy Scout Committee for aid from the Citjr was brought up and Trustee Rueger reported having received information that approximately ;185.00 had been subscribed to the fund required, following which it was moved by Trustee Smiley, seconded by Trustee Binder, that the following resolution be adopted: "RESOLVED, That the demand of James E. Howell, Chairman Boy Scout Committee of the City of El Segundo, California, in the sum of $100.00 drawn upon the General Fund of the City of E1 Segundo, duly signed by said James E. Howell, be honored and paid upon presentation, the Board of Trustees hereby determining that the public interest of the City of El Segundo would be promoted by the expenditure of said sum in the Boy Scout cause ". Carried by the following vote: Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson. Noes: None. Absent: None. Trustee Rueger reported that he and Trustee Smiley had granted permission to the horseshoe committee to use a number of the municipal benches at a contest scheduled for this date. PAYING BILLS. Noes: -None. Absent: None. BUSINESS. Moved by Trustee Rueger, seconded by Trustee Smiley that A. H. Green be and he is hereby appointed City Recorder of the City of E1 Segundo, California, to assume the duties of his office on the first day of April, 1922, said appointment to be effective during the pleasure of the Board of Trustees. He shall receive as compen- sation in full for all services rendered as such City Recorder and until the further order of this Board the sum of $35.00 per month, said sum to be payable monthly as other city salaries are paid. Carried by the following vote: Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson. Noes: None. Absent: None. Moved by Trustee Smiley, seconded by Trustee Davis, that the Street Superintendent be and he is hereby authorized and instructed to clean weeds from the baseball grounds. Carried by the following vote: Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson. Noes: None. Absent: None. The City Clergy: advised that deeds dedicating certain property in Block. 103 of the City of El Segundo to the said city for street purposes had been left with him by R. T. Linticum and wife and W. T. McCoy and wife of the City of E1 Segundo. Discussion concerning the matter was had by the Board and it appearing to be the sense of the Board of Trustees that these deeds be not accepted as the Board felt that East and West streets should be provided through the blocks in the acreage instead of North and South streets, no further action was taken. No further business appearing to be transacted at this meeting, it was moved by Trustee Smiley, seconded by Trustee Davis, that the meeting adjourn. Carried. Respectfully submitted,
