1922 MAR 16 CC MIN - 26El Segundo, Cal. March la, 1922. A regular meeting of the Board of Trustees of the City of E1 Segundo, California, was called to order at 7:30 o'clock P. M. on the above date, in the Council C hamber of the City Hall, by William C. Bryson, President of the Board. ROM, CALL . Trustees Present: Binder, Davis, Rueger, Smiley and Bryson. Trustees Absent: None. READING OF MINUTES OF PREVIOUS T=TING. The minutes of the regular meeting held on the 8th day of March, 1922 were read without error or omission being noted and it was moved by Trustee Davis, seconded by Trustee Binder and carried, that the minutes be approved as read. H. J. BARBER, resignation as Recorder of the City of E1 Segundo to become effective April lot, 1922. Moved by Trustee Smiley, seconded b,: Trustee Davis, that the resignation of City Recorder H. J. Barber be accepted as per his letter of resignation filed with the Board this date. Carried. PACIFIC TELEPHONE & TELEGRAPH CO., requesting permission to set three 35 ft. poles in the alley east of :Thiting Street between Franklin and E1 Segundo Avenues. Moved by Trustee Rueger, seconded by Trustee Davis, that this permission be granted, subject to the work being com- pleted to the satisfaction of the Street Superintendent of the City of El Segundo. Carried. A committee having charge of raising funds to be used in con- nection with the Boy Scout Movement. On motion of Trustee Rueger, seconded by Trustee Binder, which carried, the matter was laid over for one week. LECTP.ICAL PRODUCTS CORPORATION, quoting a price of $10.00 for certain grill work to be erected on the top of the post situated in the center of the intersection of Main Street and Grand Avenue. By general consent the matter was laid over for one week. ORAL CO =iI CATIOZTS . The City Clerk advised that Train & Williams, Architects, had made verbal application for consideration when the Board appoints an architect for the proposed addition to the City Hall. W. E. Morgan, seeking to renew insurance on the fire apparatus which expires on the 17th inst. Moved by Trustee Rueger, seconded by Trustee Davis, that 'd. BE. Morgan be awarded $2500.00 insurance on the City of E1 Segundo fire engine, same to run for one year from March 17th, 1922. Carried by the following vote: M] Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson. Noes: None. Absent: None. REPORTS OF STANDING COM ETTEES. In the matter of erecting a fence around the new can dump, Trustees Binder and Rueger having made a visual survey of the situation, found upon visiting the dump six or eight boys breaking bottles and otherwise creatiqg a nuisance. They suggested the erection of a wire fence, approximately six feet high and following discussion it was moved by Trustee Rueger, seconded by Trustee Davis, that the City Clerk be instructed to obtain prices on a wire fence. Carried. Trustee Davis reported that the air line into the fire engine room had been completely installed. Trustee Davis of the Public Safety Committee reported that after conferring with the Street Superintendent and others, it was believed the only placespractical to permit automobiles to park at an angle are an Main Street and on the right sides of streets having a down grade and that an experiment will be made by marking Richmond Street on the West side between Franklin and E1 Segundo Avenue and on'the East side between Franklin and Grand Avenue. It appearing that many automobiles drive across the sidewalk on El Segundo Avenue between Concord Street and the alley east thereof, the Marshal was instructed to put a stop to the practice. Trustee Binder suggested the erection of signs at said location, informing the public that it is unlawful to drive across sidewalks. Moved by Trustee Davis, seconded by Trustee Smiley, that the City Clerk be authorized to draw an order on the Standard Oil Company for a top for the drinking fountain in the City Hall at a cost not to exceed $2.00. Carried by the following vote: Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson. Noes: None. Absent: None. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The Clerk advised having received prices on ladders as follows: Acme Ladder Co. - All Spruce material steps used instead of rounds: 16 Ft. Long - $8.000 20 Ft. Long - 610.00, 24 Ft. Long - $12.00. Southern California Ladder Co. - Side rails of Oregon Pine or Spruce, rounds of Oak: 25je per foot. Los Angeles Ladder Company, a catalog showing numerous styles and prices. On motion of Trustee Smiley, seconded by Trustee Davis, which carried, the matter was referred to the Public Works Committee. None. No demands presented. UNFINISHED BUSINESS. PAYING BILLS. IM11 BUSINESS. Moved by Trustee Smiley, seconded by Trustee Rueger, that the Masonic Lodge be granted use of the City Hall Auditorium, March 30th, 1922, and that the customary rental charge of $3.75 be made therefor. Carried. Moved by Trustee Rueger, seconded by Trustee Smiley, that the purchase of three gasoline coupon books for use of the Street Department be authorized. Carried by the following vote: 1920. Ayes: Trustees Binder, Davis, Smiley, Rueger and Bryson. —� Noes: None. Absent: None. The Clerk informed the Board that when, pursuant to instructions contained in Resolution No. 41, he attempted to post a copy of said resolution and the Notice of Election on the bulletin board, which was purchased by the City and erected on the Standard Oil Company's fence near its main gate, he found that the bulletin board had been removed. The Board of Trustees was of the opinion that when certain changes in the construction of the fence were made, replacement of the sign was over- looked and the Trustees agreed to get in touch with Mr. Marvin Griffin, asking him to replace the Bulletin Board at his convenience. Moved by Trustee Rueger, seconded by Trustee Smiley, that the Street Superintendent be instructed to trim trees, removed dead trees and clean up rubbish from vacant lots throughout the city. Carried by the following vote: Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson. Noes: None. Absent: None. Trustee Bander suggested it would be a good idea for the City to plant trees where none are planted and to replace those that are removed, but no action was taken in the matter. The Marshal announced the appointment of M. C. S'mit h as a Deputy Marshal and it was moved by Trustee Smiley, seconded by Trustee Rueger, and carried, that this appointment be approved. No further business appearing to be transacted at this session, it was moved by Trustee Smiley, seconded by Trustee Davis, that the meeting adjourn until Thursday, the 16th day of March, 1922, at the hour of 7:30 o'clock P.
