A regular meeting of the Board of Trustees of the City of El Segundo,
California, was called to order at 7:30 o'clock P. Y. on the move
date in the Council Chamber of the City Hall by Villiam C. Bryson,
President of the Board.
ROLL, CALL.
Trustees ?resent: Davis, Rueger, Smiley and - '.ryson.
Trustees Absent: Binder.
REA -DING OF MINUTES OF PREVIOUS I:-JEMM .
The minutes of the regular meeting held on the 12th day of July,
1922, were read without error or omission being noted and it was moved
by Trustee Smiley, seconded by Trustee Davis, that they be approved
as read. Carried.

Trustee Binder appeared during the reading of the minutes and took
his seat, the hour being, 7:35 o'clock P. M.

A letter from G. I+. Hyatt, City Lianager of the City of Coronado,
California, urging the cooperation of the officers of this municipality
in bringing the 1923 Convention of the League of California
L"unicipalities to Coronado City was read and ordered filed.

REPORT S OF S T AIDING COI.2- I `1'TI.M.S .
Trustee Rueger of the Public '%'%orks Committee reported that his'
attention had been drayin to the fact that the City's supply of copies
of the wilding Ordinance is exhausted. Discussion ensued relal.ive
to having copies printed or the passage of a new or amendatory
ordinance, but no definite action was taken.
Trustee Davis of the Public Safety Committee reported that the
building used to house the auxiliary fire hose cart is deteriorating
and should be repaired and painted. He stated that the Street
Superintendent suggested the use of a brick foundation and floor in
lieu of wood for this purpose and that the suggested construction
together with painting the building would cost 117.00. It was then
moved by Trustee Davis, seconded by Trustee Rueger, that the Street
Superintendent be and he is hereby authorized and instructed to repair
the auxiliary fire hose cart house at a cost not to exceed y17.00.
Carried by the following vote:
Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson.

Absent: None.
Trustee Davis of the Public Safety Committee reported that the air
control valve, which regulates the action of the air compressor in
storing air for the operation of the diaphone appears to be out of
order inasmuch as it permits a variation of approximately 30 lbs.

that the City Clerk communicate with the Gamewell Fire Alarm Telegraph
Company, asking the%to send a man to L1 Segundo as soon as con-
venient to look oirer,air compressor. Carried.
REPOI;T S OF OFFICERS AIM SPECIAL COMMITTEES.
City Clerk McCarthy reported to the Board that he had received from
the E1 Segundo State Bank a Grant Deed, conveying the easterly 70 feet

of Lots Seven and Eight of Block Twenty -One, El Segundo, to said city,
together with the Gu-rantee of Title issued by the Los Angeles Title
Insurance Compan-%T, showing said Ls.sterly 70 feet of said lots to be
free and clea,• of encumbrance except taxes for the fiscal year
192 < -23 and conditions and restrictions of record affecting said
lots as of the 6th day of July, 1922, at the hour of 8:30 o'clock
A. K. , title thereto being vested in A. `,7. Gleason and Elizabeth C.
Gleason at said time and date. It was moved by Trustee Smiley,
seconded by T-,ustee lLueger and c- :cried, that these documents be
referred to the City Attorney for opinion.
The City Attorney examined the same, reporting to the Board
that the Resolution authorizing the purchase of this property re-
quested that Certificate of Title be issued showing title vested
in the ;City of E1 Segundo. Following the Attorney's report, it was
moved by Trustee Rueger, seconded by Trustee Smiley, that the
Certificate of ` -L'itle be referred back to the El Segundo State Bank
vrith the request that they have the same brought down to date as
per escrow instructions previously given them. Carried.

The City Clerk drew the Board's attention to the fact that the
request of Cecil II. Iloore and others that they be furnished with an
estimate of the cost of improving the alley running through Block 20
had not been granted to date and that the Street Superintendent had
advised him that the cost of improving said alley in the customary
m,nne_- would be ;.�230.00. It was moved by Trustee i:ueger, seconded
by Trustee Davis, that the City Clerk be and he is hereby instructed
to pre�)are a petition for the improvement of the alley running
thhrough Block. 20 of the ".ity of -1 Segundo on a basis of the property
owners contributin� one -third of the cost of such improvement.

Of El Segundo the cost of furnishing the City of E1 Segundo with all
of the equipment except posts necessary to permit of the illumination
Of �:i _:hmond Street for the purpose of holding street dances, such
estimate beinG X64.00. It was moved by Trustee 1Rueger, seconded by
^rustee Davis, that the Electric Shop be awarded the work of installing
electric vririnS and a:pliances on :Richmond Street necessary for the
holding of street dances at a cost not to exceed $65.00. Carried by
the follovring vote:

By general consent the City Clerk was instructed to procure
prices on redwood hosts necessary for the erection of wires for
holding street dances on:ichmond Street.

City Clerk be and he is lereby authorized and instructed to purchase
three gasoline coupon books for use of the Street Department at a
cost not to exceed ;60.00. Carried by the follovrinP vote:

Trustee Binder on behalf of the Odd Fellows Lodge requested that
this fraternal order be permitted to equip their paraphernalia room
with a private lock. ISoved by Trustee Rueger, seconded by Trustee
Smiley, that the Odd Fellows Lodge be and they are hereby granted
permission to install a private loch on their paraphernalia room
provided such worh is done in a neat and yorl- manlike manner. Carried.
Trustee Davis announced his desire to go on record as favoring
some method of advising the voters of the City of it Segundo t,iat
this Board of Trustees contemplates el: pending not more than 430,000.00
X, the purchase of existing water works within the City of E1 Segundo
in went the voters authorize the issuance of bonds at the special
municipal election to be held August 21st, 1922. Considerable dis-
cussion over the matter ensued and various methods of accomplishingr
Trustee D -vis' desire were discussed, during which discussion Trustee
Binder likewise expressed a desire to go on record as indicating in
some manner the probable course the Board of Trustees mould follow
in acquiring either or both of the existing water works in event
the is. nuance of bonds is authorized by the people of El Segundo.
It w.!s moved by Trustee Davis, seconded by Trustee Dinder, that
the lo11017ing resolution be adopted:

"RESOLVED, That it is the sense of this Board
of Trustees that in event the voters of the City of
E1 Se -undo, California, authorize the issuance of bonds
in the sum of :,200,000.00 by said City for the ac-
quis. -Ition and construction of a municipal crater viorr:s
at the special municipal election to be held for the
purpose in the said City of E1 Segundo on the 21st day
of August, 1922, this Board of Trustees as at present
constituted shall not expend any portion of said
8200,000.00 for the acquisition of any public utility
or utilities at present existing within the City of El
Segundo without first submitting the purchase ,price
thereof to the voters of said city at -a subsequent
s- pecial election for the purpose to be held before the
sale of any of such bonds, and Navin- such price so submitted
at such subsequent special municipal election approved by
a majority of the voters votinc- at said subsequent special
election, provided however, that nothinZ herein contained
shall be construed as prohibiting this Board of Trustees
from expending all or any portion of said ,200,000.00 for
new construction ".

No further business appearing to be transacted at this meeting,
it arias moved by Trustee Smiley, seconded by Trustee Davis, that
the meetings adjourn. Carried.
