1922 JAN 11 CC MIN)52 El Segundo, Cal, January 11, 1922. A regular meeting of the board of Trustees of the Uity of -:1 Segundo, California, was called to order at 7 :30 o'clock P. K. on the above date in the council Chamber of the city tall by William u. Bryson, resident of the board. ROLL CALL. Trustees Present: Hinder, Davis, Rueger, Smiley and Bryson. Trustees Absent: None. RLADlNG OF MINUTES OF PREVIOUS The minutes of the regular meeting held on the 4th day of January, 1922, were read. No errors or omissions being noted, it was moved by 'Trustee imeger, seconded by Trustee Davis, that they be approved as read. Carried. WRII.1Tz;li COiakUNICAT10N6. The following communications were read and disposed of as indicated: M. H. SNYDER and 4V -:SL &Y MAY, being their applications for appointment to the office of Karshal during the absence of that official from the City during January. Moved by Trustee eueger, seconded by Trustee Smiley, that action on this matter be deferred until 12 :00 o'clock Noon, Friday, January 13th, 1923, and that when this meeting adjourns it adjourn until said time and date. Carried. OI:AL (:UkkU111CAT 1UDIS. Trustee Bryson advised that George H. McAuley had given him a letter for presentation to the Board, which he had forgotten to bring with him_ to the meeting, but that the letter contained a request that curb and sidewalk stakes be set for the applicant in front of his premises on the West side of Bonita Vista JLvenue, between Palm and Maple Avenues. Trustee Bryson further stated that he believed the other owners in the same block would soon construct sidewalks and curbs and it was moved by Trustee Rueger, seconded by Trustee Smiley that the City Engineer be and he is hereby authorized and instructed to set sidewalk and curb stakes on the West Bide of Bonita Vista imenub, between Palm and Maple Avenues. Carried by the following vote: Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson. Noes: None. Absent: None. RECORDER H. J. BARBER requested two weeks vacation beginning January 16th, 1922, stating that he had arranged with 1 11. M. Browning, Justice of the Peace of Redondo Township to preside in the Recorder's Court in this city during his absence. Moved by Trustee.Davis, seconded by Trustee Rueger, that this vacation be granted. Carried. R. T. LINTICU"S asked the Hoard to take over a street thirty feet wide between Eucalyptus Drive and Sheldon Street, running from ;Ialnut Avenue to Collingwood Street, inasmuch as the same was needed. to provide an outlet for the occupants of houses built upon such proposed street, and that the owners were ready and willing to grant this property to the City if the City would accept the same. Following discussion it was moved by Trustee Smiley, seconded by. Trustee Davis that the matter be referred to the Public Works Committee for investigation and report to the Board. Carriedl J. A. GEROW advised the Board that running a street North and South through the block immediately South of the block in which D MAN the etreet'Mr. Linticum refers to is located would be unfair and that streets cannot be opened in the acreage North and South without doing great damage to someone. He stated that the only, satisfactory way to open streets in the acreage would be to run them East and West. REPORTS OF STANDING COMi- ITTEES. Trustee Davis for the Finance Committee rendered a brief report as to the financial condition of the City, stating that for the first six months of the fiscal year the expenditures had been a little less -- than those estimated by the Board in determining the amount of money necessary to be raised by taxation, but that such expenditures were running very close to estimates. Trustee Davis for the Public Safety Committee expressed a desire that immediate action be taken toward the installation of fire alarm boxes proposed for the outlying districts of this City. Moved by Trustee Smiley, seconded by Trustee Binder, that the City Clerk be and he is hereby authorized and instructed to communicate with the Pacific Telephone & Telegraph Company and the Southern California Edison Company with the view of obtaining permission from said companies to use their poles for the purpose of stringing fire alarm telegraph wires upon the same. Carried. Trustee Rueger for the Public Works Committee reported that all electric street signs ordered by the City of El Segundo from the Electrical Products Corporation have been erected and that they would be lighted as soon as the Edison Company connects meters and furnishes electrical energy. Trustee Rueger for the Public tiiorks Committee reported that he and Trustee Binder of the same Committee desired to investigate municipal camping grounds in other cities before mkking a report to this Board with reference to the municipal camping ground suggested for the City of -0�1 aegmndo. None. REPORTS OF OFFICERS AND SPECIAL COMTTEES. UNFINISHED BUSINESS. Moved by Trustee Rueger, seconded by Trustee Binder, that the President of the Board of Trustees and the City Clerk be and they are hereby authorized and instructed to enter into a contract with the Electric Shop of E1 Segundo for furnishing electric lamps to the City of E1 Segundo at the prices and according to the terms enumerated in the contract presented to this Board by said company. Carried by the following vote: Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson. Noes: None, Absent: None. PAYIND BILLS. Trustee Smiley introduced Ordinance No. 84, entitled: "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFOFNIA, AMENDING ORDINANCE NO. 31 OF SAID CITY ENTITLED: "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, REGULATING THE CONSTRUCTION, ALTERATION, RZ ?AIRING, DEMOLISHING AND MAINTAINING OF BUILDINGS AND OTHER STRUCTURES WITHIN SAID CITY, PROVIDING FOR THE CONDMNATIO14 OF BUILDINGS AND OTHER STRUCTURES DAIdGE'ROUS TO PROPERTY, LIFE OR LIMB, AND FLING AND DETERMINING THE FIRE LIMITS IN AND FOR SAID CITY ", PASSED AND ADOPTED ON THE 20TH DAY OF FEBRUARY, 19189 BY AMENDING SECTION I THEREOF AND REPEALING ALL ORDINANCES IN CONFLICT THEREWITH ", which was read. By general consent of the Board the City Engineer was instructed to furnish the City Attorney by the 17th inst. if possible, proper legal descriptions of the boundaries of ]fire Districts BOB. 19 2 and 39 as the same have been ordered changed by the Board of Trustees. Trustee Smiley drew the Board's attention to the deplorable condition of Virginia Street from Grand Avenue to Al Segundo Avenue. It appearing that the contributions necessary to defray the expense of improving this street in a manner similar to the improvements made in other streets within the city are not being paid as promptly as they should be, and it appearing that these two blocks of road are quite necessary for the use of the public, it was moved by Trustee Smiley, seconded by Trustee Davis, that the Street Superintendent be and he is hereby authorized and instructed to scarify, grade and roll Virginia Street from Grand Avenue to E1 Segundo Avenue. Carried by the following vote: Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson. Noes: None. Absent: None. Moved by Trustee Davis, seconded by Trustee Binder, that the sum of $3895.00 be transferred from the General Fund to the Bond Interest and Redemption Fund by the City Clerk and the City Treasurer and that the accruing interest and principal of the Improvement Bonds of the City of El Segundo be paid therefrom as the coupons and bonds representing the same are presented. Carried by the following vote: Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson. Noes: None. Absent: None. The Clerk advised the Board his need of payroll sheets. Moved by Trustee Smiley, seconded by Trustee Rueger that the City Clerk 'be instructed to obtain prices on same. Carried. Moved by Trustee Rueger, seconded by Trustee Smiley, that Lodge No. 435 I.O.O.F. be granted permission to use the City Hall Auditorium on the evening of January 21st, 1922 and that the customary charge of $3.75 be made therefor. Carried. Complaint was made that newspaper boys are permitting the wrappings from their packages of newspapers to be thrown around the MI streets in the vic ini.ty of. Grand Avenue and Main Street. The Marshal was instructed to warn them to discontinue the practice. Trustee Rueger drew attention to the need of protecting the edges of Grand Avenue at Loma Vista Street. Moved by Trustee Smiley, seconded by Trustee Davis, that this matter be referred to the Public Works Committee with power to act. Carried. The Clerk advised receipt of a quotation from the Am erican- LaFrance Fire Engine Company for equipping the fire engine with new brakes, the approximate total cost of which installed would be 0300.00. During discussion it developed that one of the machinists of said company had informed Trustee Davis and other city officials that the brakes with which the apparatus is not equipped are obsolete and cannot be made to work satisfactorily and it was suggested that the opinion of Mr. Thomas Baird, Manager of said company, should be obtained before action is taken ordering replacements of the brakes. No further business appearing to be transacted at this session, it was moved by Trustee Smiley, seconded by Trustee Davis, that the meeting adjourn until Friday, the 13th day of January, 1922, at the hour of 12 :00 o'clock Noon.
