1922 JAN 04 CC MINE1 Segundo, Cal. Jan, 4, 1922. A regular meeting of the Board of Trustees of the City of E1 Segundo, California, was called to order at 7 :30 o'clock P. M. on the above date in the Council Chamber of the City Hall by William C. Bryson, President of the Board. ROLL CALL. TRUSTEES PRESENT: Binder, Davis, Rueger "d Bryson. TRUSTEES ABSENT: Smiley. . READING OF MINUTES OF PREVIOUS MEETING. The minutes of the regular meeting held on the 28th day of December, 1921, were read without error or omission being noted, and it was moved by Trustee.Binder,.seconded by Trustee Davis, that the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications were read and disposed of as indicated: C. W. KOINER, City Manager of Pasadena, suggesting that the City of E1 Segundo send a representative to the hearing of the Consulting Board of the State Water Resource Investigation to be held at Pasadena, January 16th, 1922. Moved by Trustee Ruger, seconded by Trustee Davis, that the matter be laid over for one week for consideration. Carried. C. E. HOUSTON, District Manager of Southern California Edison Company referring to the installation of a street light at Eucalyptus Drive and Maple Avenue, and the installation of larger candle powered street lights at Grand Avenue and Concord Street, Richmond Street and Franklin Avenue, Main Street and E1 Segundo Avenue, all as previously ordered by the Board. Ordered filed. PACIFIC TELEPHONE & TELEGRAPH CO., requesting permission to remove one twenty foot pole and anchor now located at Arizona Drive and El Segundo Avenue and to erect in its stead one twenty -five foot pole and anchor. Moved by Trustee Rueger, seconded by Trustee Binder, that this permission be granted with the proviso that the work be performed to the satisfaction of the Street Superintendent of the City of E1 Segundo. Carried. EL SEGUNDO CHAMBER OF COMMERCE, requesting the Board's con- sideration of the question of establishing municipal camping grounds within the City of E1 Segundo, same to be equipped with sanitary con- veniences, facilities for cooking, etc. On motion by Trustee Davis, seconded by Trustee Rueger, which carried, this matter was referred to the Public Service Committee for investigation and report to the Board at its neat meeting. GAMEWELL FIRE ALARM TELEGRAPH CO., quoting a price of $3647.60 for the installation of seven fire alarm boxes in the outlying districts of the City. Moved by Trustee Rueger, seconded by Trustee Binder that this matter be referred to the Public Safety Committee for recommendation. Carried. A petition from property owners in the district east of Main Street between Pine Avenue and Palm Avenue, which district is sometimes referred to as El Segundo Heights, that the said District be removed from Fire District No. 3 and included in Fire District No. 2 for the purpose of obviating the possibility of the erection within this district of buildings less substantial than those existing there at the present time. Ordered filed. D 49 Trustee Rueger stated that he believed that both sides of Fain Street North of Palm Avenue and both sides of Virginia Street North of Palm Avenue should be included in Fire District No. 2 instead of in Fire District No. 3 as at present. The City Clerk suggested to the Board that in event persons residing upon Main Street or Virginia Street desired to be.included in Fire District No. 2 and to bring the matter officially to the attention of the Board of Trustees, he would be glad to have them register their names with him in his office. Moved by Trustee Binder, seconded by Trustee Davis, that the E1 Segundo Herald give due publicity to the proposed rearrangement of the Fire Districts and the suggestion to include Main Street and Virginia Street from Palm to Collingwood in Fire District No. 2, with the suggestion that property owners residing therein communicate to the City Clerk their desire to be included or not included in Fire District No. 2. Carried, None. ORAL COMMUNICATIONS. REPORTS OF STANDING COMKITTEES. Trustee Rueger reported that three street lamps of large candle power have been installed and are burning and that he would see the Edison Company concerning the wiring and connecting of the recently installed electric traffic direction signs. Trustee Davis advised the Board that Mr. Fred Daley is desirous of having additional work performed on the road leading into his premises. It appearing that satisfactory arrangements have not as yet been made for the transportation of oil from Lbs Angeles to E1 Segundo for oiling this road, the matter was dropped temporarily. Trustee Rueger suggested the desirability of oiling the floor in'the main hall of the City Hall. It was moved by Trustee Binder, seconded by Trustee Rueger that the janitor be instructed to oil the exposed flooring in the Main hall of the City Hall Building. Carried. REPORTS OF OFFICERS -AND SPECIAL COMMITTEES. The City Clerk filed with the Board his Quarterly Report for the second quarter ending Dedember 31st, 1921. Moved by Trustee Rueger, seconded by Trustee Davis, that the Quarterly Report of the City Clerk as filed with the Board this date be published by one insertion in the E1 Segundo Herald. Carried by the following vote: Ayes: Trustees Binder, Davis, Rueger and Bryson. Noes: None. Absent: Trustee Smiley. The City Clerk reported for the City Engineer that the latter official has not been able to consult with representatives of the Pacific Electric Railway Company respecting the improvement of Grand Avenue from Main Street to Eucalyptus Drive for the reason that recent storms have kept the Pacific Electric Railway Company's engineers busy, but that they expect to send an engineer to�El Segundo in the very near future. UNFINISHED BUSINESS. Moved by Trustee Binder, seconded by Trustee Davis, that Ordinance No. 83, entitled: "AID ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, REGULATING ELECTRICAL BUSINESS, THE INSTALLATION, ARRANGEMENTS, ALTERATION, REPAIR, USE, MAINTENANCE AND OPERATION OF 1 � ELECTRIC WIRING, ELECTRIC FIXTURES AND OTHER ELECTRIC APPLIANCES AND EQUIPMENT IN THE CITY OF EL SEGUNDO; PROVIDING FC ELECTRIC PERMITS AND INSPECTIONS AND FIXING THE FEES THEREFOR; AND PROVIDING PENALTIES FOR THE VIOLATIOl: OF THIS ORDINANCE ^, which was introduced and read at a regular meeting of the Board of Trustees held on the 14th day of December, 1921, be adopted. Moved by Trustee Davis, seconded by Trustee Rueger, that the E1 Segundo Herald furnish the City of El Segundo with two hundred fifty copies of Ordinance No. 83, said copies to be printed on news print paper. Carried by the following vote: Ayes: Trustees Binder, Davis, Rueger and Bryson. Noes: None. Absent: Trustee Smiley. Trustee Davis advised the Board that objections to the poet in the center of the intersection of Main Street and Grand Avenue have been registered with him. Trustee Rueger drew attention to the first meeting of the Regional Planning Conference to be held at Pasadena on January 11th, 19229 stating that in his opinion City Engineer Cory should attend this D 51 meeting as a representative of the City of El Segundo. Moved by Trustee Rueger, seconded by Trustee Davis, that the City Engineer be and he is hereby instructed to attend said meeting and to file with the Board his demand for his necessary expenses in connection there- with. Carried by the following vote: $Ye$: Trustees Binder, Davis, Rueger and Bryson. Noes: None. Absent: Trustee Smiley. Moved by Trustee Rueger, seconded by Trustee Binder, that the Street Superintendent be and he is hereby authorized and instructed to remove eucalyptus trees from the easterly twenty -five feet of the street commonly known as Oak Avenue and to build a roadway in the easterly portion of said street, so as to connect the same with Eucalyptus Drive. Carried by the following vote: Ayes: Trustees Binder, Davis, Rueger and Bryson. Noes: None. Absent: Trustee Smiley. No further business appearing to be transacted at this meeting, it was moved by Trustee Davis, seconded by Trustee Rueger that the meeting adjourn. Carried.
