1922 FEB 01 CC MIND64 E1 Segundo, Cal. February 1st, 1922. A regular meeting of the Board of 'Trustees of the City of E1 Segundo, California, was called to order at 7 :30 o'clock P. N. on the above date in the Council Chamber of the City Hall by William C. Bryson, President of the Board. ROLL CALL. Trustees Present; Binder, Davis, Rueger, Smiley and Bryson. Trustees Absent: None. R ADIi1G 03 YIEUTES OF PREVIOUS i.iEETING. The minutes of the regular meeting held on the 25th day of January, 1922, were read. No errors or omissions being noted, it was moved by Trustee Binder, seconded by 'Trustee Rueger, that they be approved as read. -11RIT`TEN COM;7 UNICATIONS. The following communications were read and disposed of as indicated: L SEGU11DO WATER CO..iPANY, a letter dated Januaryl7th, 1922, pursuant to the request of the board of Trustees for their lowest price on their water works and distributing system, stating that a decision of the Railroad Commission of the State of California, dated July 22nd, 1921, based on Application Vo. 6840, should be the basis for any final discussion of sale, and indicating that so far as the E1 Segundo grater Company is concerned, the solution of the municipal water problem will be reached in a fair, friendly and cooperative spirit. Ordered filed. M. L. McCRAY, a letter dated January 17th, 1922, in reply to a query of the Board of Trustees as to the lowest price the E1 Segundo grater Company would accept for its water works and equipment, stating that he is unable to quote a price until the Board of Directors of said company has met, which he anticipated would be within the next ten days, following such meeting he will submit additional information. Ordered filed. STAidDARD OIL COMPANY BALD OF EL SEGUNDO, advising that R. W. Yeager has been elected band master and W. G. Williams, manager, these gentlemen filling the offices formerly held by H. E. Nagle and Harry &i. Hodge. Ordered filed. TUFTS -LYON AR1JS C-3., B. H. DYAS CORP. , HARPER & REYNOLDS, CLIIJE -CLINE COMPANY and TY1. H. HOEGEE COuH'ANY, each quoting prices on fire arms and other police equipment. Moved by Trustee Rueger, seconded by Trustee Smiley, that the City Clerk be and he is hereby authorized and instructed to purchase three hairs- of.hand -cuffs and three clubs from the lowest bidder thereon at a cost not to exceed :28.00 and that the matter of the purchase of firearms be postponed pending the receipt of a quotation from the New York Hardware Co. Carried by the following vote: AYES; Trustees Binder, Davis, Rueger, Smiley and Bryson. NOES: None. ABSENT: None. THE PACIFIC TELEPHO.�.�­A & TE ^GRA-2H COv1PANY, acknowledging the Clerk's letter of the 12th inst. and advising that the matter of the use of their poles to string wires for fire alarm telegraph boxes is being looked into. Ordered filed. SOUTFE,RN CALIFDF.NIA EDISON COMPANY, stating that an answer to the Board's request for permission to use certain of their poles for the purpose of stringing wires for a fire alarm telegraph system would be forthcoming following the receipt of a map showing the route )66 7 such system will travel and the number of poles to be used. Ordered _..� filed. ORAL COLa-UNICATIONS.- - None. REPORTS 04' STANDING C012:ITTEES. For the Public Works Committee and with reference to signs to be erected on the Coast Boulevard cautioning motorists and pedestrians to be careful, Trustee Rueger stated that the Committee is going to request the Automobile Club of Southern California to furnish these signs and that their representative is expected in El Segundo some day soon. - For the 2ublie �lorks Committee and with reference to the installation of time clocks for the operation of the recently in- stalled electric signs, Trustee Rueger stated that he was informed by kr. Houston of the Edison Company that the clocks were expected :7ithin a few days and would be installed as soon as received.. For the Public Works Committee and with reference to the improvement of Virginia Street south of Grand Avenue, Trustee Rueger reported that the completion of the work has been delayed on account of inability to get rock. For the Public Works Committee Trustee Rueger requested information as to the point the Hoard wish to erect the concrete electroliers recently presented to the City by the American Cement Products Company. Following discussion it was moved by Trustee Smiley, seconded by Trustee Davis, that the matter be referred to the Public ;forks Committee with power to act and that it be the sense of the Board of Trustees that electroliers constructed by and according to the plans of the City of E1 Segundo all be erected within the limits of the city proper. Carried by the following vote: Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson. Noes: None. Absent: None. None. REPORTS OF SPECIAL C% iiITT E S AND OFFICERS. UNFINISHED BUSINESS. Trustee Davis inquired of the Health Officer the status of the drainage system for the restaurant located on the east side of Richmond Street near E1 Segundo Avenue. The Health Officer reported that the owner of the building is now constructing a new drain and that the work should be completed promptly. The City Lngineer reported that to improve "Laple Avenue from Kain Street to Jirginia Street with an improvement of the same character as has been used on various streets throughout the city would cost X1850.00. idoved by 'Trustee Smiley, seconded by Trustee Davis, that the City clerk be and he is hereby instructed to advise the petitioners who requested the improvement of idaple Avenue from Lain Street to Virginia Street that the same would cost X1850.00 and that upon the payment of a sum equal to one -third of this amount they will order the street improved. The 'City Clerk advised the Board of his need of time cards and letterheads. it was moved by 'Trustee Smiley, seconded by 'Trustee Davis that the Clerk be instructed to obtain competitive prices on 1000 time cards and 250 letterheads. Carried. Moved by Trustee Rueger, seconded by 'Trustee Smiley, that the City Clerk be instructed to purchase three gasoline coupon books for the use of the Street Department, one for the gasoline roller and one each for trucks Nos. 1 and 2, at a cost not to exceed $20.00, each. Carried by the following vote: A,es: Trustees Binder, Davis, Rueger, Smiley and 3ryson. Noes: None. Absent: None. The Clerk drew the Board's attention to an alleged case of indigency existing within the city and it was moved by Trustee Binder, seconded by Trustee Smiley that the Public Service Committee be instructed to investigate the same and if found worthy, that they be empowered to expend not more than X25.00 to relieve immediate needs and that the matter then be referred to the Department of Charities of Los Angeles County. Carried by the followin vote: Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson. Noes: None. Absent: None. The Clerk advised the Board that they had never prescribed any definite rule for the lighting and extinuishing of the recently erected electric signs. After considering the matter, it was decided by general consent that all of the signs should be extinguished at 1 :00 O'clock A. K. with the exception of the sign at the inter- section of Grand Avenue and Main Street, which should be permitted to )68 burn all night and that the Southern California' .6dison Company should --, be requested to install an additional time clock to control the "R1 Segundo" sign recently erected at the zxxxxx intersection of E1 Segundo Avenue and the Inglewood- Redondo Boulevard, which is now connected with the time clock controlling the electroliers at that location. The Clerk suggested that four red lanterns should be left at -the City Hall, so that the might '�+atchman might place the same around the post situated in the center-of the intersection of Grand Avenue and Main Street in event of the interruption of the furnishing -of electricity during the night, which would cause the red lights in the pedestal to go out. By general consent it was decided that this arrangement should be made, - Yrs. F. J. Hope, together with lira. R. J. Dohle, requested the Board to provide additional dishes and table ware to serve at least one hundred persons, and-it was moved by Trustee Smiley, seconded by Trustee Davis that the City Clerk be instructed to procure prices on plates, mugs, knives, forks and spoons in quantities sufficient to satisfy-the needs. Carried. ;Moved by Trustee Rueger, seconded by Trustee Smiley, that the City Clerk be instructed to notify the respective lodges using the table equipment of the City Hall that in future they will be re- quired to obtain the same from the janitor, who will keep a record of the number ta',en and the number returned, and that the lodges responsible for broken or missing articles will be charged with the same. Carried. By general consent the Clerk was instructed to notify the janitor to keep the kitchen equipment of the City hall under lock and key and to check the same out and in to the various lodges requesting their use, reporting discrepancies to the Board. No further business appearing to be transacted at this meeting, it was moved by Trustee Smiley, seconded by Trustee Davis, that the meeting adjourn. Carried.
