1922 APR 17 CC MINE1 Segundo, Cal. April 17th, 1922, Lam' An adjourned regular meeting of the Board of Trustees of the City* of El Segundo, Californi-, was called to order at 7:30 o'clock P. Mr. on the above date in the Council Chamber of the City Hall by William C. Bryson, President of the Board. ROLL C: ,LL . Trustees Present: Binder, Davis, Rueger, Smiley and Bryson. Trustees Absent: None. READING OF TEENUTES OF -PREVIOUS 1:1TING . The minutes of the regular meeting held on April 12th, 1922 were read with no errors or omissions being noted and it wasmoved by Trustee Davis, seconded by Trustee Smiley, that the minutes be approvedas read. Carried. Moved by Trustee Rueger, seconded by Trustee Smiley that the regular order of business be dispensed with. Carried. The City Clerk reported that Election held on Monday, the 10th El Segundo, California, were then the envelopes containing there, in and the said Clerk presented said this meeting. the returns of the General Municipal day of April, 1922, in the City of and had been in his possession in the same condition as when received, returns to the Board of Trustees at It was thereupon moved by Trustee Smiley, seconded by Trustee Davis, that the Board of Trustees proceed forthwith to canvass said returns. The said motion was adopted by the following vote: Ayes: Trustees Binder, Davis, Rueber, Smiley and Bryson. Noss: None. Absent: None. Said motion being carried, the Board of Trustees then proceeded forthwith to publicly examine and canvass said returns, and upon the completion of said canvass by said Board, it wa.s moved by Trustee Davis, seconded by Trustee Binder, that the following resolution be adopted: "WHEREAS, a General Municipal Election was held and conducted in the City of E1 Segundo, County of Los Angeles, State of California, on Monday, the 10th day of April, 1922, as required by law; and WHEREAS, it appears that noticie of said election was duly and legally given, and that there were two voting precincts established for holding said election, consisting of a consolidation of the regular City Precincts for holding State and County Elections, as the same were established by the Board of Supervisors of Los Angeles County, California., on the 29th day of December, 1921, and now being of record in Book 78 -A of the Minutes of the said Board of Super- visors; that the election officers were appointed and election supplies furnished, and that in all respects said election was held and conducted and the votes cast thereat received and canvassed and the returns thereof made and declared, in time, form and manner as required by the General Laws of the State of California, gov- erning elections in cities of the fifth and sixth classes; and ,=- RIP;AS, The Board of Trustees of said City of El Segundo met at the Council Chamber of the said Board on 21onday, the 17th day of April, 1922, to canvass the returns of said election and install the newly elected ..112.4 officers, whereupon the said Board found that the number of votes cast, the names of the persons voted for, the proposition voted upon, the result of said election, and other matters required by law, to be as hereinafter stated- NOW, THEREFORE, IT IS HEREBY RESOLVED AIM DECLARED AS FOLLO; S : That said regular Municip -1 election was held and conducted in the City of .E1 Segundo, California, on Monday, the 10th day of April, 1922, in time, form and manner as required by law; That there were two voting precincts established for the purpose of holding said election, consisting of a consolidation of the regular election -precincts established for holding general State and County elections, as follows: Voting Precinct "A ", comprising State.and County -Precinct No. 1; and 'consolidated Voting Precinct "B ", comprising State and County Precincts Nos. 2 and 3. That the whole number of votes c^,st in said City of E1 Segundo at said election was 600 votes; That the names of the persons voted for, the offices for which they were voted, the number of votes given in each precinct to each of said persons, together with the whole number of votes which they received in the entire City of El Segundo, are as follows: TOTAL Iv.UIES OF PERSONS VOTED FOR OFFICE VOTED FOR PRECINCTS VOTES "An "B" lUilliam C. Tuck Lember of the Board of Trustees (Full Term) - - - 100 142 242 That at said election the following proposition was voted upon, and the number of votes given in said respective precincts and in the whole City of E1 Segundo, both for and against the same, are as follows: "Shall the City of El Segundo, California, incur a bonded in- debtedness of Twenty -five Thousand Dollars ($25,000.00) for the purpose of acquiring, constructing and completing a certain municipal improvement, namely: a public building, to- Yrit, a. public assembly hall ?" ) PRECINCTS "An ."Bn TOTAL VOTES YES 65 180 245 NO 107 214 321 That each vote indicated as voting "Yes" upon said proposition, shall be counted in favor of or for said proposition; and that each vote indicated as voting "No" upon said proposition, shall be con- sidered as a vote not in favor of, or against the said proposition. AND BE IT FURTHEIR THM-21 'ORE RESOLVED AND DETEPM111TED, that at said regular General Municipal election: William C. Bryson was elected to the office of Member of the Board of Trustees of the City of El Segundo, California, for the full term of four years; and ALSO, that Carl E. Rueger was elected to the office of Mel:lber of file Board of Trustees of the City of it Segundo, California, for the full term of f our years; and BE IT FURT= RESOLVED, that at the said election, and as a result thereof, the following proposition was rejected and that the same Was not carried or adopted, to -ait: "Shall the City of E1 Segundo, California, incur a bonded indebtedness of Twenty -five Thousand Dollars ( 25, 000.00 ) for the YES purpose of acquiring, constructing and completing a certain municipal improvement, namely: a public building, to -wit, a NO public assembly hall ? ", and that therefore no 'ponds shall be issued, or indebted - ness incurred for the purpose recited in said proposition, as a result of said election. AND BE IT F51TR ^'r 1. RySOLVED that the C i ty Clerk shall enter on the records of the Board of Trustees of said City, a statement of the result of the said election, showing: (1) The whole number of votes cast in said City of E1 Segundo; (2) The names of the persons voted for and the proposition voted upon; (3) The office to fill which each person was voted for; (4) The each of such proposition; (5) The each of such proposition number of votes persons and for and number of votes persons and for Toted upon. given for each Precint to and against the said given in said City to and against the said AND BE IT FURTHER l'SOL t , That the City Clerk shall immediately make and deliver to each of such persons so elected a Certificate of Election, signed by him and duly authenticated; that he shall also impose the constitutional oath of office upon the said persons so elected as Members of the Board of Trustees of said City and shall have them subscribe thereto and file the same in his office; whereupon, each and all of said persons so elected to said respective offices shall be inducted into said respective offices to which they have been elected." McCarthy, City Clerk of the City of El Segundo, California, do hereby certify that the foregoing resolution, was duly and legally introduced and adopted by the Board 1-1. = of Trustees of the City of El Segundo, California, at a regular meeting, of the said Board 'held on uionday, the 17th day of April, A. D. 1922, and that the same was adopted by the following vote, to -wit: Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson. Noes: None. Absent: None. City C r The City Clerr, then reported that he had caused the statement of the result of said election, showing all matters required by law to be shown therein, to be entered in the 11inute Book of the Board of Trustees and that he had done so by copying in the resolution last hereina.bove set forth in full. The City Cleru then read the minutes of this meeting up to this point, whereupon it was moved by Trustee Rueger, seconded by Trustee Smiley, that the said minutes up to this point stand approved as read. The said motion was carried by the following vote: Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson. Noes: None. Absent: None. The Trustees elect, lir. William C. Bryson and Mr. Carl E. Rueger, being, present at the meeting then assumed their new terms of of. -Lice by taring, subscribing to and filing the Constitutional oath of office, as required by law; they then tools their seats with Trustees Davis, Smiley and Binder, and the Board as thus constituted proceeded forthwith to organize by the election of a President thereof. Upon ballot duly had by said members of the Board of Trustees, Trustee William C. Bryson was unanimously chosen as President of the Board and he immediately assumed the duties of his office. The President then announced that the personnel of the various Committees of the Board of Trustees will remain the same as constituted prior to this date. loved by Trustee Smiley, seconded by Trustee Davis, that the regular order of business be resumed. Trustee Binder of the Public Works Committee reported that the Street Superintendent Ia.d informed him that the electroliers recently erected by said Street Superintendent are ready to be wired:. Moved by Trustee Smiley, seconded by Trustee Rueger that the Public Works Committee be and it is hereby instructed to have the recently in- stalled electroliers wired for electricity. Carried by the following vote: Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson. Noes: None. Absent:, None. Moved by Trustee Binder, seconded by Trustee Smiley, that use of the Council Chamber on the evening of April 24th, 1922, be granted the Nx Salvation Army without charge. Carried.
