A regular meeting of the Board of Trustees of t..e City of E1 Segundo,
California, was called to order at 7:30 o'clock P. Z. on the.above date,
In the Council Chamber of the City Hall', by Carl E. Rueger, President
of the Board.

Trustees Present: Binder, Bryson, Davis, Smiley and Rueger.
Trustees Absent: None.
READING OF LiURTLES Or' PREVIOUS :BEET III GS .
The minutes of the regular meeting held on the 31st day of
August, 1921 were read. No errors or omissions appearing, it was
moved by Trustee Binder, seconded by Trustee Davis, that the minutes
be approved as read. Carried.
The minutes of the adjourned regular meeting held on September
2nd, 1921 were read without error or omission being noted, and it was
moved by Trustee Davis, seconded by.Trustee Smiley that they be approved
as read. Carried.
The minutes of the adjourned regular meeting held on the 6th day
of September, 1921, were read. No errors or omissions being noted,
the minutes were approved as read upon motion of Trustee Davis,. seconded
by Trustee Bryson, which carried.

to. the rabies situation in this vicinity, outlining preventive measures.

REPORTS OF STAIiDING L;Oi ::ITTEES.
Trustee Davis of the Public Safety Committee reported his inability
to find Relief sire Engine Drivers, who would move into the engine house
and stay there nightly, but that he could secure the services of ar.
V. Best for relief purposes on Sundays. It was moved by Trustee Davis,
seconded by Trustee Binder, that !.Lt. V. Best be appointed Relief Fire
Engine Driver of the City of E1 Segundo to serve ih such capacity each
week from 6 A. "-. Sunday until 6 A. i:. Uonday, beginning September'
11th, 1921 and until the further order of this Board. He shall receive
as.compensation in full for all services rendered as such Relief Fire
Engine Driver the sum of $8.00 for each 24 hours served as herein
required. Carried by the following vote:
Ayes: Trustees Binder, Bryson, Davis, Smiley and Rueger.
Hoes: None.
Absent: None.
The matter of arranging for an auxiliary bell to be attached to
the telephone line and erected on the outside of the building for the
purpose of warning the engine drivers of telephone calls in the event
they are outside the building was discussed and by general consent
referred to the Public Works Uommittee with full power to act.
REPORTS OF OFFICERS Ai:1 SPEUTAL VOzZITTEES.
The City Attorney delivered to the City Clerk a copy of the
Santa :.:onica Building Ordinance, which might be used by the gentlemen

who are going to revise the El Segundo Building Ordinance. -ie also .rte
delivered to the clerk two copies of electrical ordinances to be
used by the persons to be appointed by the'Board to.'draft an electrical
ordinance for the Uity of E;1 -Segundo.
The Uity Attorney stated that L:r. Ellis, attorney for Braun,
Bryant & Austin had called his attention to the fact that the Street
Superintendent had left on his vacation without signing the warrant
for said firm of contractors and that if the date of his return is not
within the time prescribed by law for the issuance of the warrant,
it may be necessary for the Board to take some action to accomplish
the purpose.
Loved by Trustee Smiley, seconded by Trustee Davis, that S. Dodd
and V. .%'. Robbins be and they are hereby employed to revise the
Building Ordinance of the Uity of El Segundo and that they be allowed
in full for such service the sum of $8.00 each. Carried by the
following vote:
Ayes: Trustees Binder, Bryson, Davis, Smiley and Hueger.
Noes: None.
Absent: none.
Trustee Davis stated his attention had been drawn to the necessity
of placing street intersection buttons at' Richmond Street and Grand
Avenue and Richmond Street and Yranklin Avenue and upon motion by
Trustee Smiley, seconded by Trustee 13ihder, which carried, the matter
was referred to the Public Works Uommittee with power to act.

L:r. Stone of the firm of Olmstead & Gillelen was present at the
meeting and answered various queries propounded by the Board with
reference to their survey and plan for the acquisition of a municipal
water works by the Uity of El Segundo. The matter was discussed at
great length and ter. Stone was requested to submit figures on the cost
of a plan revised to show 4" service lines in certain localities
.,iherey the number of residences on north and South Streets would
indicate that -4" lines were preferable to 2" lines.

It appearing that numerous complaints have been made on account
of the frequent blowing of the diaphone, by general consent the Ulerk
was instructed to have eliminated the blasts previously arranged for
at the hours of 12:00 o'clock Noon and 5:00 o'clock P. L:.
1doved by 'Trustee Smiley, seconded by Trustee Binder that the
City Engineer be instructed to look into the matter of a change in the
grade of Rosecrans Avenue as contemplated by the City of Manhattan
Beach and to report to the City Attorney if, in his opinion, any
legal action is necessary. Carried by the following vote:
Ayes: Trustees Binder, Bryson, Davis, Smiley and Rueger.
Noes: None.
Absent: None.
. The - Iiarshal announced the appointment of U. -..Barber as a
Deputy and requested the Board's approval of the same. i;oved by
Trustee-Smiley, seconded by Trustee Mavis, that the appointment be
approved. Carried.
;,roved by Trustee Smiley, seconded by Trustee Bryson, that the
City clerk be and he is hereby authorized and instructed to purchase
for the Street Superintendent an Assessment Book and such other
books and forms as may be necessary for the keeping of records of
improvements under the Vrooman Act and any Acts supplementary there-
to. Carried by the following vote:
Ayes: Trustees Binder, Bryson, Davis, Smiley and Rueger.
Noes: None.
Absent: None.
No further business appearing to be transacted at this meeting,
it was moved by 'Trustee Smiley seconded-by Trustee Davis, that the
meeting adjourn. Carried.
