A regular meeting of the Board of Trustees of the City of E1
Segundo, California, was called to order at 7 :30 o'clock P. M. on the
above date in the Council Chamber-of the City Hall, by Carl B. Rueger,
President of the - Board.
ROLL CALL.
Trustees Present: Bryson, Davis, Smiley and Rueger.
Trustees Absent: Binder.
READING OF MINUTES OF PREVIOUS MEETING.
The minutes of the regular meeting held on the 23rd of
November, 1921. were read. No errors or omissions being noted, it
was moved by Trustee Bryson, seconded by Trustee Smiley that they
be approved as read. Carried.
WRITTEN COMMICATIONS.
The following communications were read and disposed of as
indicated:
GRANT M. L RRAINE, Secretary of the Southern Branch of the
League of California Municipalities, referring to the meeting of
representatives of the cities forming the•organiaation, which met at
Ontario on November 25th, 1921, and urging that this city take out
a membership in the League of the Southwest. Ordered filed.
Trustee Binder appeared during the reading of the communication
and took his seat at the hour of 9:42 o'clock P. M.
ORAL COMMUNICATIOE S.
Mr. J. V. Van Eaton submitted copy of the explanatory fire
alarm card that he and Trustee Bryson are preparing for distribution
throughout the city. The same received general approval with the
suggestion that the telephone numbers of the various city officials
be shown thereon, but that the special whistle calls of city officials
be omitted.
0. 0. Rosser complained to the Board that the Southern .
California Gas Company has failed to supply gas to himself and two
other property owners nearby, notwithstanding several requests made
during the past three months. A letter received by Mr. Rosser
from the Railroad Commission referring to the same matter was handed
to the City Attorney for recommendation and he read the same to the
Board. By general consent the City Attorney was instructed to
communicate with the Southern California Gas Company or the Railroad
Commission in an effort to hurry service connections for the persons
interested.
REPORTS OF STANDING COHNITTEES.
Trustee Binder of the Public Yorks Committee reported that
the trees in front of Lot 5, Block 104, of this city, which the owner,
R. Raber, requested permission to remove, are eucalyptus trees, which
Mr. Raber agrees to replace at a later date with others, and it was
moved by Trustee Binder, seconded by Trustee Smiley, that permission
to remove these eucalyptus trees be granted, with the proviso that
the same are replaced with black acacia trees. Carried.
Trustee Binder requested additional time in which to make
recommendations for the amendment of the Building Ordinance.
REPORTS OF OFFICERS AND SPECIAL C TTEES.
The City Attorney reported with reference to the proposed extension
.of Whiting Street through Block. 96, that, the Title Insurance & Trust
.Company will furnish a preliminary report, giving the names of persons
.from whom it will be necessary to procure deeds for the property to be
.used for street purposes and will later inspect the deeds and write
the certificate showing title vested in the City of 41 Segundo for the
.sum of $100.00. It was moved by Trustee Smiley, seconded by Trustee
Davis, tjna.t the City Clerk notify the persons desiring the Whiting
Street extension of the expense it will be necessary to incur to insure
title to the.land being vested in the City of El Segundo, urging early
payment of the same. Carried.
The City Clerk reported that the globe holders for the electroliers
to be erected at Grand Avenue and Loma Vista Street have been received;
also that Bar. Houston of the Southern Cal. Edison Company had informed
him that he is practically certain that the Edison Company's engineer
will not approve of connecting the electric signs to be erected within
the City of E1 Segundo to the street lighting system and that it will
be necessary to install separate meters for each sign.
-The City Clerk reported that Mr. Westcott of the American Cement
Products Company had offered to furnish the city gratis two sample
concrete posts, which might be uped for ornamental lighting at any
point within the City the Board might determine. It appearing that
there is no need for such posts at the present time, the Clerk was
instructed to acknowledge the offer,, thanking Mr. Westoott and advising
him that if future needs develop, the city may then be glad to accept.
UNFINISHED BUSINESS.
The City Clerk called the Board's attention to discrepancies in
deeds received from a number of persona to property to be used in
the street commonly referred to as Oak Avenue. Moved by Trustee
Davis, seconded by Trustee Smiley, that the documents be referred back
to the grantors so that they might deliver new deeds with Certificate
of Title, showing the Title of the property vested in the City of 91 Segandc
Carried.
Moved by Trustee Bryson, seconded by Trustee Binder, that the City
of El Segundo join the League of the Southwest and the City Clerk be
and he is hereby authorized and instructed to draw a warrant on the
General Fund in the sum of $25.00 in favor of the League and its payment
to said League as membership fee is hereby ordered. Carried by the
following vote:
Ayes: Trustees Binder, Bryson, Davis, Smiley and Raeger.
Noes: None.
Absent: None.
