A regular meeting of the 3oard of Trustees of the City of r1 Segund ,), California, was called to order at 7:30 O'clock P. 1. on the above date in the Council Chamber of the City Hall, by Carl E. Rueter, President of the Board. ROLL CALL. Trustees Present: Binder, Bryson, Davis, Smiley and Rueger. Trustees Absent: None. No errors or omissions being noted, it was moved by Trustee Smiley, seconded by Trustee Bryson, that they be approved as read. Carried. WRIT.:''' J CO1,1IUNICA'TIONS. The following communications were read and disposed of as indicated: G. R. HOLZIiJG37URTH, requesting the Board to furnish an estimate of the cost of improving Sierra Street from Franklin Avenue to Pine Avenue, andine Avenue from Sierra Street to Lomita Street. On motion by Trustee ,omiley, seconded by Trustee :3ryson, which carried, the City Engineer was instructed to prepare an estimate of the cost of this imor overnent. J. R. SLACK and others, requesting the improvement of maple Avenue between i=�a'in and Virginia Streets. It wa:. moved by Trustee Smiley, seconded by Trustee Davis that the matter be referred to the City Engineer for the preparation of an estimate of the cost.- Carried. -42. J. HOPE, requesting permission to cut down the curb in front of his premises at #510 I -Jest Grand Avenue. Moved by Trustee Davis, seconded b4 Trustee Smiley, that 2. J. Hope be granted permission to cut the curb in front of his ;premises at 510 West /Grand Avenue for the purpose of constructing an a; -)proach to his garage, providing the curbing so cut be given a smooth coat of finish cement and the corners of the curb rounded, the entire work to be done in accordance with the instructions of arid- to the satisfaction of the Street Superintendent of the amity of E1 Segundo. A. 3OR1)z:I1, requesting permission to break the sidevvralk and curb in front of his premises at the northwest corner of Concord Street and ?ranklin Avenue for the purpose of constructing an approach to his garage, iloved by Trustee Smiley, seconded by Trustee Davis that this permission be granted, the work to be prosecuted and completed as per the recommendations of the 21ablic ",forks Committee and under the super- vision and to the satisfaction of the Street Superintendent of the City of El Segundo. Trustee Davis of the eublic Safety Committee informed the board that the -ity i,iarshal had suggested to him that he could perform his duties in a more satisfactory manner if he were permitted to use his ovrn motorcycle, wr_ich ne would do providing the Board of Trustees would accept charges for necessary repairs and upkeep. Following brief discussion, the Chair suggested that further consideration be postponed one week and by general consent this was agreed to. REP 0 R T S J F S PLC IAL C 0111 T't: ,S. > The Uity Attorney presented a form of notice advertising for bids for a road roller, which was read by the clerk and approved by the Board, -following which it was moved by Trustee Smiley, seconded by trustee Hryson, that the �ity Zierk be and he is hereby authorized and instructed to have published in the .:l Segundo herald and in the .southwest Huilder Contractor notice to bidders on road rollers, said bids to be received by the 3oard of Trustees on April 27th, 1921, at the hour of 6 :00 o'clook P. Absent: None, The City Engineer asked the Hoard for a decision in the matter of the proposed grade of Bonita Vista Avenue, from Palm Avenue to Collingwood.Street. It was moved by Trustee Smiley, seconded by Trustee Bryson, that the City .ngineer and the City Attorney be and they are.hereby authorized and instructed to prepare an ordinance establishing the grade of Bonita Vista Avenue from Palm Avenue to Collingwood Street as delineated by the blae line on the profile of said street heretofore submitted to this Board by the City Engineer. The receiving of bids for furnishing the City of El Segundo with an automatic fire signalling device having heretofore been made a special order of business for the hour of 8 :00 P. 1k. at this meeting, pursuant to previous action of the Board of 'Trustees and notice to that effect duly published,_the President arose and announced the hour of 7:59.P. M. and stated that any person or persons desiring to file bids for the equipment hereinbefore mentioned should do so immediately. The hour of 8 :00 P. K. having arrived and all bids being in, the President declared that the bids for furnishing the City of E1 Segundo with an automatic.fire signalling device as advertised were closed. Moved by Trustee Binder, seconded by Trustee Smiley, that the regular order of business be temporarily dispensed with and that the. Board proceed to open and canvass bids filed for furnishing the City with automatic fire signalling device. Carried by the following vote: Ayes: Trustees Binder, Bryson, Davis, Smiley and Rueger. Noes: None. Absent: Bone. Bids received were found by said Board to be as follows:. Said bid was accompanied by a certified check No. 3509, dated ldarch 18th, 1921, and drawn upon the Atlantic National Bank of Dew York, in the sum of X250.00. It was moved by Trustee Smiley, seconded by Trustee Davis, that consideration of the bi.d received for furnishing the city of E1 Segundo with an, automatic fire signalling device be laid over one week. UNJF IIJISHED BUS IiJLSS. 1ViOVed by Trustee Smiley, seconded by Trustee Davis, that the offer of Alfred Carlson to deed to the City for public street purposes the Northerly tivent.- -five Feet of Lot 10, Block 94, providing the city would pay for the cost of surveying and platting his acre be not accepted and that permission to plat this =1cre, unless said strip of land is deeded to the City of D1 Segundo free-of all expense, be not granted. Carried. �,"lith further reference to the so- called Dula.# Road, the City .,attorney advised having received a communication from Hunn & Jones, Attorneys for XXK three heirs of the !;!ark Estate, stating that he had procured the signatures of two of his clients to the deed for the land which is to.be given the City for public street purposes and that the deed had been forwarded to the third heir for her signature, with in structions that she forward the deed to kr. Woodworth when signed. The Cit.- Attorney advised that at some time in the future it might be necessary to take legal steps to procure this piece of ground, but that he did not anticipate any difficulties in its use as a public street for the present. The City Attorney advised the Board that he was at this time presenting the City Clerk a check for X296.90, representing moneys refunded on account of motor vehicle act fines. The City Attorney advised that the Resolution ordering b§:da feEL the improvement of Richmond Street from Grand Avenue to E1 Segundo Avenue, would, in his opinion, be ready for introduction at the next regular meeting. l4oved by Trustee Smiley, seconded by Trustee Davis, that Ordinance No. 75, entitled: "A!v OBIDII?A:JCE J2 THE C 12 OF EL S: GU I'm 0, CALIF OHNJIA, Ala -IDDI iG S ; while operating the motorcycle in the Prosectuion of his duties, which will incapacitate him -for a period of two or three weeks, and that in the emergency, Trustee Davis, chairman of the i'ublic Safety Committee, had authorized the employment of F. K. Middleton. It was moved by Trustee Smiley, seconded by Trustee Davis, that the following Resolution be adopted: " &SOL E , that the appointment of F. K. Middleton as Night Watchman during the period of disability of the regular Vight 'Watchman, P. A. Culbertson, be and: the same is hereby approved, and BE IT 3VRTHER WSOLV:�D,- that the salary of the said F. K. Middleton as Relief Fire engine Driver during the period of his employment as Night ';fa.tchman be not allowed, but that during such employment he shall.receive compensation in fall for all services rendered the City of ;;1 Segundo at the rate of 4140.00 per month until the further order of this Board ". Carried by the following vote: Ayes: Trustees Binder, Bryson, Davis, Smiley and Rueger. Noes: done. Absent: None. The marshal announced the appointment of P. K. Middleton as a deputy and requested the Board's approval of said appointment. Moved by Trustee Smiley, seconded by Trustee Davis, that the appointment of F. K. 1diddleton as deputy marshal be and the same is hereby approved. Carried. The Clerk advised that a pane of glass in the window of the Council's private room was broken, following which it was moved by Trustee Smiley, seconded by Trustee Davis, that the matter be referred to the Public Works Committee with power to act. Carried by the following vote: Ayes: Trustees Binder, Bryson, Davis, Smiley and Rueger. Noes: None. Absent: None. The clerk announced that the Rebekahs had advised him that they expented to give up the auditorium one Friday night each month to the Idasonic bodge and desired to know -if they might use the Auditorium on the afternoon of that Friday. Loved by Trustee Smiley, seconded by Trustee Bryson that use of the City Hall Auditorium by the Rebekah lodge on any Friday afternoon instead of Friday night be granted. Carried. President Rueger stated that he had been approached by a member of the L.acaabees who requested on behalf of that organization permission to set up tables and serve a bwnquet in.the auditorium on their regular meeting night, April 5th, 1921. Lioved by Trustee Bryson, seconded by Trustee Smiley, that such permission be granted. Carried. President Rueger requested permission.to borrow fifteen chairs for his personal use on the evening of :..arch 31st at his residence. Moved by trustee Smiley, seconded by Trustee Bryson, that this request be granted, providing auch use does not conflict with any public use of said chairs.
