1921 JUN 29 CC MINEl Segundo, California. June 29, 1921. A regular meeting of the Board of Trustees of the City of E1 Segundo, California, was called to order at 7:30 o'clock P. M. on the above date in the. Council Chamber of the City Hall by Carl E. Rueger, President of the Board. ROLL CALL. Trustees Present: Binder, Bryson, Davis, Smiley and Rueger. Trustees Absent: None. READING 0? THE MI14UTES OF 2'REVIOU3 NEE2ING. The minutes of the regular meeting held on the 22nd day of June, 19231 were read without error or omission being noted. It was moved by Trustee Bryson, seconded by Trustee Smiley that the minutes be approved as read. Carried. WRITTEN COMMUNICATIONS. The following communications were read and disposed of as indicated: A petition of W. B. Vincent and others, requesting the improve- ment of Eucalypts Drive between Palm and Maple Avenues. Moved by Trustee Bryson, seconded by Trustee Smiley that the following resolution be adopted: "ViF�RLAS, it appears that certain residents and property owners of the City of El Se ndo are willing to pay certain moneys in the sum of 4180.43 into the Treasury of the City of El Segundo, California, and into the General Fund thereof, for the purpose of causing certain street improvements within' said city to be made, and, WHEREAS, said sum has been deposited. with the City Clerk o f said City with instructions . to pay the same into the said Gen_ eral Fund upon the adoption of the following: NOW THEREFORE, BE IT RESOLVED: That the Street Superintendent be and he is hereby authorized and instructed to cause the portion of that certain public street within the City of El Segundo, California, known as Eucalyptus Drive, lying and being between Palm Avenue and Maple Avenue, to be improved by the construction therein of the following improvement, to- wit :. An improvement similar in character to that constructed in Palm Avenue from Main Street to Hillcre�t Street." Carried by the following vote: Ayes: Trustees Binder, Bryson, Davis, Smiley and Rueger. STADDON and others, requesting that a street light be installed on Hillcreat Avenue, between Pine and Holly Avenues. gloved by 'Trustee Smiley, seconded by Trustee Binder, that the Southern California Edison Co *pany be -and they are hereby requested and authorized to install a street light on Hillcrest Avenue between Holly and Pine Avenue as an addition to their original contract for street lighting with the City of El Segundo. Carried by the following vote: MEN Dyes: Trustees Binder, Bryson, Davis, Smiley and Rueger. Noes: None. Absent: None. A"LIA J. DAVIS, notice advising that in event sidewalk is constructed in front of her building known as the E1 Segundo Hotel at the corner of Richmond Street and L1 Segundo Avenue, this city, according to plans previously approved by this Board of Trustees for said construction work, that she will take legal proceedings to recover any damages she might sustain thereby. Ordered filed. L. C. TH011A.3, a request for permission to remove four eucalyptus treats now growing in front of the premises occupied by him at No. 742 Eucalyptus Drive. Loved by Trustee minder, seconded by Trustee Smiley, that permission to remove these trees be granted. Carried. ORAL COLUUNICATIONS. Health Officer Young advised the Board that while the painting of the toilets in the City Hall had been completed, the dirty condition of the porcelain fixtures in the rooms detracted from their neat appearance and he urged that the janitor be requested to have the same cleaned. He suggested also that the typewritten notice now posted in the gent's toilet requesting its users to assist in maintaining its present appearance be printed and conspicuously hung in the toilet. By general consent the clerk was instructed to have this notice printed. J. V. Van Eaton announced that he had been advised by the owner of an apartment house in Standard Park that she desired to remove the same to Al Segundo if it were permissible to locate the same on ;gain Street between Holly and Pine Avenues. On account of the building being of frame construction and the proposed location within the limits of Fire District No. 19 he was advised that the building could not be so located at the present time. It also appearing from several years' experience that the Northerly boundary of Fire District No. 1 should be removed one block South, it was moved by Trustee Smiley, seconded by Trustee Davis, that the City Attorney be and he is hereby instructed to prepare an ordinance amending 3rdinances Nos. 31 and 65, by making the center line of Holly Avenue the Northerly boundary of Fire District No. 1 and that the City Engineer be and he is hereby instructed to furnish the City Attorney with the proper description, of the same. Carried. RMIORTS OF STANDING COUNTITTEES. Trustee Binder of the Public Works Committee reported that the sign previously authorized by the Board of Trustees to be lettered on the road roller had not been affixed thereto and he immediately notified the Street Superintendent to have the matter attended to. Trustee Binder of the Public Works Committee reported that the Committee had investigated the request of the Telephone Company for permission to install certain poles in the public streets and alleys of E1 Segundo and that the Committee recommended that the permission be granted for the erection of these poles in the alleys, but that permission to erect a pole in Whiting Street between Holly and Yine Avenues be denied. Moved by Trustee Smiley, seconded by Trustee Davis, that the following resolution be adopted: RASOLVED, that the Pacific Telephone & Telegraph Company'be and they are hereby granted permission to erect and remove poles referred to in their application .r dated June 17, 1921, with the exception of the pole proposed to be erected on Whiting Street between Holly and Pine Avenues and that the request be referred back to said telephone company for amendment as to that particular pole, and, BE IT FURTHER RESOLVED, That this permission be granted with the provision that the pules shall be erected to the satisfaction of the Street Superintendent, and that the Board of Trustees reserves the right to revoke the permit at any time and that the permit is granted subject to the further provision that said poles and their necessary anchors be so erected in said alleys as not to interfere with the driveways into private property". Carried by the following vote: Ayes: Trustees Binder, Bryson, Davis, Smiley and Rueger. Noes: None. Absent: None. REPORTS OF OFFICERS AND SPECIAL COMMITTEES. The City Clerk reported that it would cost between four and five dollars to have the rack to hold the electric lanterns installed on the fire engine. Moved by Trustee Smiley, seconded by Trustee Davis, that the City Clerk be instructed to have this work done at a cost not to exceed 45.00. Carried by the following voter Ayes: Trustees Binder, Bryson, Davis, Smiley and Rueger. Noes: None. Absent: None. The City Attorney advised that the City Clerk had referred to him the question of the payment by the City of a Federal War Tax. He stated that where the tax is paid by the manufacturer, the same should be included in the price paid on commodities, quotations on which are sought by the city, and that no mention should be made of the war tag in the bidder's price. UNFINISHED BUSINESS. Moved by Trustee Smiley, seconded by Trustee Bryson, that Ordinance Igo. 78, entitled: "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, REGULATI14G THE CONSTRUCTION AND IN STALLATI iN OF PLUIBIilG ALM HOUSE DRAINAGE AND THE INSTALLATION OF GAS PIPING AND FITTING WITHIN SAID CITY, 2ROVIDING FOR THE ISSUING OF PERMITS THEREFOR, AND REPEALING ORDINALME NUMBER 26 OF SAID CITY AND ALL ORDINANCES ALM14DI1JG SAID OP.DI NAN CE NUMBER2 6 , " which was introduced and read at a regular meeting of the Board of Trustees held on the first day of June, 1921, be and the same is hereby adopted. Carried by the following vote: Ayes: Trustees Binder, Bryson, Davis, Smiley and Rueger. Noes: None. Absent: None. Trustee Smiley introduced Ordinance No. 80, entitled: which was read. "AN ORDINANCE OF THE CITY OF EL SEGUNDO, CALIFORNIA, AY.ZNDIN"G ORDINANCE NUMBER 12 OF SAID CITY, PASSED AND ADOPTED ON THE 14th DAY Or MARCH, 1917, BY ADDING A NEW SECTION THERETO TO BE gWOWN AS SECTION 37-x, " PAYING BILLS. No demands presented. NEW BUSINESS. The marshal announced the appointment of Byron H. Moon as a deputy marshal, requesting the Board's approval of said appointment. Moved by'Trustee Smiley, seconded by'Trustee Davis, that the appoint- ment of Byron H. Moon as a deputy marshal be and the same is hereby approved. Carried. The Chair announced that at the last band concert the janitor had failed to have the band stand equipped with electric lights and necessary chairs and that the marshal had agreed to look after that matter in the future with the assistance of the street superintendent. No further business appearing to be transacted at this session, it was moved by Trustee Smiley, seconded by Trustee Bryson, that the meeting adjourn until Friday, the first day of Ju]y,,1921, at the hour of 12:00 o'clock Noon.
