A regular meeting of the Board of Trustees of the City of El
Segundo,talifornia, was called to order at 7 :30 o'clock on the above
date in the Council Chamber of the City Hall by Carl E. Rueger, President
of the Board.
ROLL CALL.
Trustees Present: Binder, Davis, Smiley and Rueger.
Trustees Absent: Bryson.
FADING OF MU UTES OF PREVIOUS IJHETIRG.
The minutes of the regular meeting held on the 15th day of June,
1921, were read without error or omission being noted and upon motion
of Trustee Binder, seconded by Trustee Davis, which carried, they were
approved as read.
WRITTEN C01MUNICATIONS.
The following communications were read and disposed of as
indicated:
E. C. PE'RS3LL, requesting permission to cut the curb in front
of his premises at No. 416 Virginia Street, for the purpose of construct-
ing an approach to his garage. moved by Trustee Binder, seconded by
Trustee Smiley, that this permission be granted, subject to the work
being completed to the satisfaction of the Street Superintendent of the
City of E1 Segundo. Carried.
PACIFIC TL & H0NE & TE'LEGRAPH CJ12ANY, a request for permission
to set and remove poles as enumerated in their communication dated June
17th, 19219 filed with the Board this date. Moved by Trustee Davis,
seconded by Trustee Smiley, that this matter be referred to the Public
Service Committee for report to the Board. Carried,
Trustee Bryson appeared at this time and took his seat, the hour
being 7 :45 o'_clook P. 11.
STATE: LAW ELF ORC f L 1T LEAGUE, a letter referring to their
Prohibition Enforcement Ordinance. Ordered filed.
ORAL C0I5MNNICATIONS.
City Marshal, George A. Kidwell, informed the Board of the necessity
of having the police motorcycle equipped with a siren. Moved by Trustee
Davis; seconded by Trustee Bryson, that the City Clerk.be and he is hereby
authorized and instructed to have the police motorcycle equipped with
a siren at a cost not to exceed $35.00. Carried by the following vote:
Ayes: Trustees Binder, Bryson, Davis, Smiley and Rueger.
Noes: None.
Absent: None.
REPORTS OF STANDING C0MMIITTEES.
Trustee Binder of the Public Service Committee opend a discussion
with reference to the business license ordinance and by general consent
the matter was referred to the City Attorney for the preparation of an
ordinance which would meet the desires of the Board.

Trustee Davis of the Public Safety Committee reported having had
a talk with the Fire Engine Driver, which resulted in' the return of rugs
to the Relief Fire Engine Drivers' quarters. He also stated that he
desired to prepare definite regulations outlining the duties of the
regular and relief fire engine drivers and requested the opinions of the
members of the Board, Which were given, with respect to certain
provisions.
Trustee Davis also stated that it was disirable to have constructed
on the fire engine a rack to carry the electric lanterns. It was
moved by Trustee Davis, seconded by Trustee Smiley, that the City
Clerk obtain an estimate of the cost of making and affixing this
attachment. Carried by the following vote:
Ayes: Trustees Binder, Bryson, Davis, Smiley and Rueger.
Noes: None.

REPORTS OF OFFICERS AND SPECIAL COMKITTEES.
None.
UNFINISHED BUSINESS.
The City Attorney, pursuant to previous instructions of the Board
of Trustees, presented an ordinance establishing the grade on
Eucalyptus Drive from Palm Avenue to Collingwood Street. It was
moved by Trustee Bryson, seconded by Trustee Smiley that action in
the matter of the introduction of this ordinance be deferred pending
further consideration of the Board. Carried.

Moved by Trustee Binder, seconded by Trustee Bryson, that the
demands be allowed and warrants drawn on the General Fund for the
same. Carried by the following vote:

Moved by Trustee Smiley, seconded by Trustee Davis that the
demand of Minta Curtzwiler, City Treasurer, in the sum of $1395.00,
the same representing the amount of money necessary to retire interest
coupons of the municipal improvement bonds of the City of El'Segundo,
falling due July let, 1921, be and the same is hereby allowed, and
that a warrant in the sum.of X1395.00 be drawn upon the Bond Interest
and Redemption Fund of the City of E1 Segundo. Carried by the following
vote:

NEW BUSINESS.
City Recorder, H. J. Batber, through the City Clerk, announced
that W. K. Browning, Justice of the Peace of Redondo Beach, would
handle the official duties of the amity Recorder during his absence
from the City while on his vacation. Moved by Trustee Smiley,
seconded by Trustee Bryson, that the following resolution be
adopted:

"WHEREAS, This Board has been advised by
City Recorder, H. J. Barber., that he has called
upon W. M. Browning, Justice of the Pease of Redondo
Township to act in the capacity of City Recorder during
the absence of the said H. J. Barber on a vacation,
NOW THERE' RE, BE IT RESJZPED, That the action
of said Recorder, which is in accordance with the
provisions of Section 884 of Act 2348 of the Genbral
Laws of the State of California, be and the same is
hereby approved and confirmed".
Carried by the following vote:

G. Be Williams, having made application for permission to use
the City Hall Auditorium on Saturday afternoons for the purpose of
conducting a dancing class, it was moved by Trustee Smiley, seconded
by Trustee Bryson, that the applicant be granted permission to use
the Auditorium in the City Hall on such Saturday afternoons as such
use does not conflict with any other order or resolution of this
Board of Trustees and that the charge for same shall be $2.00 for
each such Saturday afternoon that the Hall is so used. Such rental
charge shall be changeable at the pleasure of the Board of Trustees
and this permit shall be revocable at any time. Carried by the
following vote:
Ayes: Trustees Binder, Bryson, Davis, Smiley and Rueger.

Moved by Trustee amiley, seconded by Trustee Davis, that the
2'ublio :forks Committee be and they are hereby empowered to have all
transoms and windows in the City Hall Building repaired, so that
they may be conveniently and safely raised or lowered; that they have
the entrance doors to the City Hall revarnished and the drinking
fountain in the main hall repaired; all at a cost not to exceed
$50.00. Carried by the following vote:
Ayes; Trustees Binder, Bryson, Davis, Smiley and Rueger.

Moved by Trustee Binder, seconded by Trustee Smiley, that the
Street Superintendent be and he is hereby permitted to construct for
Homer W. Emerton, an oil macadam driveway into the premises of said
person at 119 East Palm Avenue, and that the cost of same as estimated
by the Street Superintendent be paid in advance to the City Clerk.
Carried by the following vote:
Ayes: Trustees Binder, Bryson, Davis, Smiley and Rueger.

Absent: None.
The Clerk advised the desire of the manager of the Standard
Oil Company band of E1 Segundo to ascertain if the Board of Trustees
expected that the band would give a concert each week or every other
week. The consensus of the Board was that these concerts should be
given weekly.
Moved by Trustee Smiley, seconded by Trustee Davis, that the
Public Works Committee be and they are hereby empowered to have a
sign reading: "City of El Segundo" placed upon both sides of the new

Moved by Trustee Binder, seconded by Trustee Smiley, that the
Street Superintendent of.the City of E1 Segundo be empowered to hire
a sufficient number of men to burn brush and weeds off vacant lots
throughout the City of E1 Segundo, so as to eliminate the existing
fire hazard. Carried by the following vote:
Ayes: Trustees Binder, Bryson, Davis, Smiley and Rueger.

Absent: None.
Moved by Trustee Davis., seconded by Trustee $inde. =, that the
Street Superintendent be and he is hereby instructed to have con-
structed in front of Lots 12 and 13 in Block 12 a cement sidewalk
five feet wide by fifty feet long, said sidewalk to cover that
portion of the public street between the property line and the
westerly sidewalk line as indicated in the plan and profile for
the improvement of Richmond Street, said plan and profile being
numbered 20; the cost of said construction not to exceed 465.00.
