1921 JUN 15 CC MINEl Segand o, Cal. June 15, 1921. A regular meeting of the Board of Trustees of the City of E1 Segundo, California was called to order at 7 :30 o' cloak P. M. on the above date, in the douncil Chamber of the City Hall by Carl E. Rueger, President of the Board. ROLL CALL. Trustees Present: Bryson,*Davis and Rueger. Trustees Absent: Binder and Smiley. READING OF THE 1dINUTES OF 17REVIOUS LEETINGS. The minutes of the regular meeting held on the 8th day of June, 1921, were read without error or omission being noted. It was moved by Trustee Davis, seconded by 'Trustee Bryson, that the minutes be approved as read. Carried. Trustee Binder appeared during the reading of the minutes and took his seat, 4.1RITTELI COML-UNICATIJIIS. The following communications were read and disposed of as indicated :. F. k. PAL:.".. , a request for a permit to out the curb in front of his property at No. 4;�4 Virginia Street, for the purpose of con- structing a cement driveway/ Moved by Trustee Bryson, seconded by Trustee Davis, that this permission be granted, providing the work is constructed according to specifications to be furnished by the Street Superintendent and completed to the satisfaction of said official. Carried.. WOKU' S BEIcEFIT ASS JCIATION OF THE M&CCABE S, requesting use of the City Hall Auditorium on the afternoon of the third Tuesday of each month. Moved by Trustee Davis, seconded by Trustee Bryson, that this permission be granted. Carried. CLYDE WOODWORTH, City Attorney, advising payment of 420.00 by the Ward Transfer Company for damage done to sidewalk on the Southwest corner of Grand Avenue and Whiting Street, which matter had been referred to him for adjustment. Moved by Trustee Davis, seconded by Trustee Bryson, that the letter be filed and that' the matter of repairing the sidewalk be referred to the Street Superintendent of the City of El Segundo with instructions to have the work prosecuted at an early date at the least possible expense. Carried. E. C. PMSLLL, requesting permission to remove an acacia tree from the parking in front of his premises on the East side of Virginia Street between Holly and tine Avenues and to replace the same at some time subsequent to.the construction of garage runways with a tree known as a Cocos hermosa. Moved by Trustee Bryson, seconded by Trustee Binder, that this permission be granted. Carried. ,JALTEn K. MITCHELL, Ceftified Public Accountant, a proposal to audit the books and records of the City of E1 Segundo for the fiscal year ending June 30th, 1921 for the sum of 4100.00. - Ordered filed. LOOMIS, DO1,11 & CM1PA1iY, submitting a proposal to audit the books and records of the City of E1 Segundo for the year ending June 30, 1921 for the sum of 490.00. Loved by Trustee Bryson, seconded by trustee Davis, that.Loomis, Dow & Company be employed to audit the books and records of the City of El Segundo for the fiscal year ending June 30th, 1921, at a cost not to exceed 490.00, .according to the terms of their proposal filed with the Board of Trustees this date. Carried b.ythe zollowing vote: Ayes: Trustees Binder, Bryson, Davis and Rueger. Noes: None. Absent: Trustee Smiley. O= COLUMNICATIONS. City Recorder, H. J. Barber, advised the Board that he was desirous of.taking his vacation, beginning June•20th, 1921,'that he had arranged with a Justice of the Peace in Inglewood to handle his official duties during his absence. Moved by Trustee Bryson, seconded by Trustee Davis, that City Recorder H. J. Barber be and he is hereby granted two weeks vacation beginning June 20th, 1921. Carried. H. J. Barber requested permission to construct a cement sidewalk between the curb and the easterly edge of the existing sidewalk in front of his premises at 323 Concord Street. It was moved by Trustee Davis, seconded by Trustee Bryson that this permission be granted, providing the sidewalk so constructed is completed to the satisfaction of the Street Superintendent of the City of E1 Segundo, Carried. REPORTS OF STANDING CCUMITTEES. Trustee Binder of the Public Works Committee reported that canvas wind protector for the band 'stand had been ordered and should be installed before the next band concert. Trustee Binder of the Public Service Committee stated that the Committee was not in favor of collecting licenses from women who conduct laundries under circumstances similar to the case of Mrs. A. A. Harrison, but that the Committee had not definitely decided how the business license ordinance, namely Ordinance No. 12 should be changed. Moved by Trustee Bryson, seconded by Trustee Davis, that the matter of amendment to Ordinance No. 12 be laid over for one week. Carried. REPORT OF OFFICERS AND SPECIAL COMIdITTEES. The City Clerk reported that a tool kit to be used in connection with the Night watchman's bicycle would cost approximately $2.00. Moved by Trustee Davis, seconded by Trustee Binder, that the City Clerk be and he is hereby instructed to .)urchase tool kit and tools to be used on the Night Watchman's bicycle at a cost not to exceed $2.00. Carried by the following vote: ayes: Trustees Binder, Bryson, Davis, 2xdol= and Rueger. Noes: None. Absent: Trustee Smiley. The Clerk advised that the purchase and installation of a gas water heater would cost more than the amount heretofore provided for same by the Board of Trustees. It was moved by Trustee Davis, seconded by Trustee'Binder that the expenditure heretofore authorized for the installation and completion in proper working order of a No. 2* Ruud Water Heater be and the same is hereby increased from .$175.00 to $181.21. Carried by the following vote: Ayes: Trustees Binder, Bryson, Davis and Rueger. Noes: Z1one. Absent: Trustee Smiley. The City Engineer asked the Board if they desired to accept his plan for establishing the official grade on Eucalyptus Drive. During discussion of the subject it developed that all - members of the Board with the exception of Trustee Smiley had investigated the matter and appeared to be satisfied with the plan and by general consent the same was,approved. Trustee Bryson reported that the eight ton tandem roller recently purchased from the Buffalo- Springfield Roller Company had been examined and found satisfactory, following which'it was moved by Trustee Bryson, seconded by Trustee Binder, that the following resolution be adopted: 'Resolved, That the eight ton gasoline motor driven tandem road roller delivered to the City of E1 Segundo by the Buffalo- Springfield Roller Company be and the same is hereby acoepted on behalf of the City of El Segundo and that demand in payment of same be honored When presented in proper form and, Be it further resolved, that the City Clerk be and he is hereby instructed to return to the Buffalo- Springfield Roller Company their certified check drawn on the United States National Bank of Los Angeles, in the sum of $510.00 and, Be it further resolved that the President of the Board of Trustees execute on behalf of the City of El Segundo to the said Buffalo - Springfield Roller Company a good and sufficient bill of sale for the eight ton steam tandem roller now owned by the City of E1 Segundo, and that the City Clerk attest the same ". Carried by the following vote: Ayes: Trustees Binder, Bryson, Davis and Rueger. Noes: None. Absent: Trustee Smiley. PAYIR G BILLS. Carried by the following vote: Ayes: Trustees Binder, Noes: None, Absdnt: Trustee Smiley. Bryson, Davis and Rueger. NEW BUSINESS. Trustee Rueger requested that the Street Superintendent be instructed to remove the weeds on the south side of the ball park. By general consent the Street Superintendent was so instructed. Trustee Rueger advised having talked with Health Officer Young regarding the nuisance at the Wiseburn Warehouse and that the Health Officer had notified the Santa Fe Railroad to cover the mud hole existing sound the warehouse. Trustee Rueger advised having received the verbal application of Me Burke for appointment to the position of Relief Fire Engine Driver. Moved by Trustee Binder, seconded by Trustee Bryson, that Me Burke be and he is hereby appointed Relief Fire Engine Driver of the City of E1 Segundo, to assume the duties of his office on the 20th day of June, 1921; until the further order of this Board he shall receive as compensation in full for all services rendered the said City of El Segundo as such Relief Fire Engine Driver the sum of $10.00 per iponth, which shall be payable monthly as other city salaries are paid. Carried by the following vote: Ayes: Trustees Binder, Bryson, Davis and Rueger. Noes: None. Absent: Trustee aniley. Now Trustee Rueger drew attention to the unsightly condition of vacant property on the East side of Richmond Street between E1 Segundo and Franklin Avenue and thought inasmuch as the City was promoting clean - up week it might be well to have the condition mentioned attended to. Moved by Trustee Davis, seconded by Trustee Bryson, that the Street Superintendent be and he is hereby instructed to clean up the vacant lots on the east side of Richmond Street between E1 Segundo and Franklin Avenues and to remove therefrom the debris remaining as a result of a fire in the block. Carried by the following vote: Ayes: Trustees Binder, Bryson, Davis and Rueger. Noes: None. Absent: Trustee Smiley. The Chair announced that the advertising and the printing and posting of signs by the Health Officer relative to clean -up week and to keeping the City clean thereafter might exceed the sum heretofore appropriated by the Board for this purpose. It was decided by general consent that proper demands filed for any reasonable expenditure over the amount appropriated would be allowed. The City Clerk advised having received from Vaclav Kucera a deed to certain property dedicated to the City of E1 Segundo for public street purposes, said property to form a portion of the street now referred to as Oak Avenue. The City Attorney advised that the affidavit of the County Clerk of the County wherein resides the Notary Public whose seal is affixed to the document should be annexed to the deed before it is filed. It was moved by Trustee Davis, seconded by Trustee Binder that a deed to the Southerly twenty -five feet of the Westerly sixty and three one - hundredths feet of Lot 2 in Block 94 of E1 Segundo, Sheet No. 3, presented to,the City of E1 Segundo by Vaelav H, Kucera, laid parcel of-land to be used for public street purpose`s, be and the same is hereby accepted and the City Clerk instructed to have the same recorded after having affixed thereto the affidavit of the County Clerk of Cheyenne County, Nebraskat indicating that the Votary Public who acknowledged the instrument is-a duly commissioned Not ary Public. Carried. . The city Clerk announced that the Odd Fellows had requested permission to use the City Hall Auditorium on the evening of dune 30th, 1921. Moved by Trustee Binder, seconded by'Trustee Bryson, that the Odd Fellows be granted free use of the City Hall Auditorium on said date. Carried. No :&rther business appearing to be transacted at this meeting, it was moved by Trustee Bryson, seconded by Trustee Davis, that the meeting adjourn. Carried.
