A regular meeting of the Board of Trustees of the City of B1
Segundo, California, was called to order at 7:30 O'clock 2. 1:. on the
above date in the Council Chamber of the City Hall by Carl E. Rueger,
President of the Board.
ROLL CALL.
Trustees Present: Binder, Davis, Smiley and Rueger.
Trustees Absent: Brys m.
READING OF THE MINUTES OF PREVIOUS 1&ETINGS.
• The minutes of the adjourned regular meeting of May 27th were
read. No errors or omissions being noted, it was moved by Trustee
Davis, seconded by Trustee Smiley, that the same be approved. Carried.
Trustee Bryson appeared at this time and took his seat, the hour
being 7 :37 o'clock P. M.
The minutes of the regular meeting held on the let day of June,
1921, were read without error or omission being noted and it was moved
by Trustee Binder, seconded by Trustee Bryson that the minutes be
approved as read. Carried.
The minutes of the adjourned regular meeting of June 3rd, 1921,
were read and no errors or omissions being noted, it was moved by
Trustee Bryson, seconded by Trustee Davis, that they be approved as
read. Carried.

REPORTS OF STANDING CCLUUT'TELS.
Trustee Bryson of the Public ITorks Committee reported that the
toilets in the City Hall are being renovated.
REPORTS OF OFFICERS AND SPEDIAL COIKITTEES.
The City Attorney advised having had a conferenoe with Health
Officer Young with reference to an ordinance requiring physicians to
placard houses in which there are quarantinable diseases; that the
Health Officer had submitted an ordinance •overing the matter, which
is satisfactory to him, but that the Health Officer requested
additional time in which to examine the existing city ordinances
concerning health matters with the view of condensing all of the
regulations into one ordinance, hence the matter will be held in
abeyance.
The City Clerk reported that the Llewellyn Iron Works had
sent a man to El Segundo to remove the head from the hot w #ter boiler
which was_ burnished as a part of the steam heating system in the
City Hall and which has been unsatisfactory since installation, that
the work was too difficult for one man and that he did not complete
his work, agreeing to send two men later to do the work, but that at
the present time the condition is exactly the same as it was at the
last meeting. The City Attorney agreed to again get in touch with
contractor F. C. Goodrich with respect to this matter.
The City Attorney filed with the City Clerk a notice advising
that the Railroad Commission has set July 27th, 1921 at the hour of
-10:00•o'clook as the date and time of hearing of the application
of the El Segundo Water Company for an increase in rates; said
hearing to be held in the Pacific Finance Building, Los Angeles,
T74e City Zgineer reported that he estimated the cost of
improving Pine Avenue between Virginia and Whiting Streets at
300.00 and the cost of improving Arena Street between Franklin and
rand Avenue at $600.00. Mdved by Trustee Smiley, seconded by
Trustee Bryson, that the .City Clerk be instructed to notify the
persons petitioning for the improvement of the streets embodied in
the report of the City S)igineer -the estimated cost of said
improvements and that before the work is ordered performed they
will.be required to pay to the City Clerk a sum equal to one -
third of the respective estimates. Carried.
' The City Engineer submitted a proposed plan of the grade of
Eucalyptus Drive, which he explained in detail and upon which action
was deferred.
The City Engineer reported with respect to the obstacles
encountered in attempting to fix the grade on Pine Avenue and
Sierra Street, which was heretofore requested by Mr. G. T. Hollings-
worth, following which it was moved by Trustee Smiley, seconded by
Trustee Davis that the City Clerk be instructed to inform Mr,.
Hollingsworth that the Board would not estab lishzk the official
grade on these streets at this time, but that if he desired to
construct sidewalks and curbs at his own peril they would instruct
the City Engineer to set stakes for the purpose. Carried by the
following vote: -

The City Attorney stated he had nothing farther to report at
this time with respect to damage done to sidewalk by the Ward
Transfer Company.
At 8 :35 o'clock P. M. the Chair declared a recess -of .three
minutes. At the hour of 8 :38 o'clock P. M. the meeting was called
to order by the Chair, all trustees being present.
UNFINISHED BUSINESS.
The question of the payment of a business license by Mrs. A. A.
Harrison, who it is alleged conducts a laundry within the City of
El Segundo, was again disoussed, .following which it was moved by
Trustee Smiley, seconded by Trustee Davis, that the matter be held
in abeyance one week and the Public Service Committee requested to
report with relation to the business license ordinance of the City
at the next meeting. Carried.

The following demands, having had the approval of the Committee
on Finance and Records, were read:

Moved by Trustee Binder, seconded by Trustee Bryson, that the
demands be allowed and warrants drawn on the General Fund for the s:imel

NEW BUSINESS.
Trustee Rueger announced that band concerts would start
commencing next Tuesday P. M. Moved by Trustee Smiley, seconded by
Trustee Bryson that the City Clerk be instructed to have an electric
meter set at the band stand and the Street Superintendent be
instructed to have placed near the stand a suitable number of park
benches. Carried.
It -was also suggested that a wind protector of some kind should
be erected on the west side of the band stand and it was thought
that a canvas screen would be the most suitable. It was moved by
Trustee Smiley, seconded by Trustee Davis, that the matter be referred
to the Public Works Committee with power to act. Carried by the
following vote:

Moved by Trustee Davis, seconded by 'Trustee Binder, that the
salary of traffic officer of the City of E1 Segundo be and the same
is hereby increased from $90.00 per month to $110.00 per month from
and after the first day of June and until the further order of this
Board. Said salary shall be paid monthly as other city salaries
are payable. Qarried by the following vote:
Ayes: Trustees Binder, Bryson, Davis, Smiley and Rueger.

Absent; None.
Moved by Trustee Smiley, seconded by Trustee Bryson, that G. B.
Gordon be and he is hereby granted permission to use the City Hall
Auditorium on the evening of June 25th, 1921, for the purpose of
conducting a dance, providing the customary rental fee of 47.50
is paid to the City Clerk. Carried.
Moved by Trustee Davis, seconded by Trustee Smiley, that the
City Clerk be and he is hereby instructed to procure prices on a
kit of `tools for the bicycle. Carried.
The marshal announced the appointment of E. 0. Davidson as
a deputy, requesting the Board's approval of the same. Moved by
Trustee Davis, seconded.by Trustee Binder, that the appointment of
E. 0. Davidson as a deputy marshal be and the same is hereby
approved. Carried.
On behalf of Redondo Beach Lodge No. 1378 B. P. 0. Elks, the
City Clerk thanked the Board of Trustees for the permission previously
granted the organization to use the City Hall on the 9th inst.,
advising that inasmuch as the child for whom the benefit had been
planned is ill, that it will be postponed.

it was moved by Trustee Smiley, seconded by Trastee Bryson, that
the meeting adjourn. Carried.
