A regular meeting of the Board of Trustees of the City of El
Segundo, California, was called to order at 7 :30 o'clooK P. N. on the
above date in the Council Chamber of the City Hall by Carl E. Rueger,
President of the Board.
READING OF MINUTES OF PR EWIOUS ILMETINGS.
The minutes of the regular meeting held on the 13th day of
July, 1921, were read without error or omission being noted and it was
moved by Trustee Davis, seconded by Trustee Smiley, that the minutes be
approved as read. Carried.
The minutes of the adjourned regular meeting held on the 15th
day of July, 1921 were read. No errors or omissions being noted, they
were approved upon motion of Trustee Smiley, seconded by Trustee Bryson,
which carried.
ROLL CALL.
Trustees Present: Binder, Bryson, Davis, Smiley and Rueger.
Trustees Absent: None.
WRITTEN COUX11ICATIONS.
The following communications were read and disposed of as
indicated:
W. B. FALLIS and others, requesting the improvement of the alley
between Arena and Sheldon Streets, sunning from E1 SAgundo Avenue to
Franklin Avenue. The matter was referred to the City Engineer for an
estimate of the cost of the improvement.
B. F. RENTS©, requesting the improvement of the alley westerly
of and parallel with Concord Street, running from Grand Avenue to
Holly Avenue. - Referred to the City Engineer for an eatima.te of.the cost.
CALIFORNIA STATE BOARD OF HEALTH, urging the attendance of the
Health Officer at the meeting of the Health officers' Section of the
League of California municipalities to be held at Santa Monica in
September, this year. Ordered filed.
GRArIT M. LORRAINE, Secretary Southern Section of hydro- Electric
Committee, urging the attendance of two representatives from this city
at a meeting of the Committee to be held in the Braley Building, Pasadena,
at 2 :00 o'clock P. Tai. July 22nd, 1921. Ordered filed.
A petition of G. E. Young and others, praying the improvement
of Pine Avenue between Virginia and Whiting Streets. Moved by Trustee
Davis, seconded by Trustee Bryson, that the following resolution be adopted:
INIHER AS, it appears that certain resident and
property oviners of the City of El Segundo are willing to pay
certain moneys in the sum of 4100.00 into the Treasury of
the City of :1 Segundo, California, and into the General
Fund thereof, for the purpose of causing certain street
improvements within said city to be made, and,
tHEREAS said sum has been deposited with the City
Clerk of said 6ity with instructions to pay the same into
said General Fund upon the adoption of the following:
NOW THEREFORE, BE IT RESOLVED: That the Street
Superintendent be and he is hereby authorized and instructed
to cause the portion of that certain public street within
the City of Bl Segundo, known as Pine Avenue, lying and

being between itiiginis4ana Whiting Streets to
be improved by the construction therein of the
following improvement, alto -wit: A rock and oil
improvement similar in character to the improve-
ment placed on Concord Street from Grand to
Holly ^.

RALPH E. GEIM, application for the position of janitor and
fire engine driver. Ordered filed.
J. C. ABSHIER, an application for appointment to the position
of janitor and fire engine driver. Ordered filed.
DR. J. L. POM -MOY, County Health Officer, a letter of
appreciation of the Board's endorsement of the services rendered this
city by his representative, lir. H. A. Young. Ordered filed.
ORAL COILNNICATIONS.
J. V. Van Eaton acted as spokesman for a number of residents
who were present at the meeting, seeking information as to the report
of Olmstead & Gillelen with respect to a municipal water plant for the
City of E1 Segundo. It was moved by Trustee Smiley, seconded by
Trustee Davis, that the City Clerk request Olmstead & Gillelen to send
a representative to meet with the Board of Trustees for the purpose of
arranging for an early report concerning the proposed water project.
Carried.
City Attorney reported with respect to the raise in rates
recently made by the Sausal- Redondo Water Company to water users in the
Hollingsworth Tract, he had examined the papers supmitted to him but
before he can render a complete report, it will be necessary for him to
have a copy of the rules, Regulations and-By-Laws of the said company
referred to in the Contracts issued by the W. I. Hollingsworth Company.
to purchasers of property in their tract. He believed he could procure
these from the W. I. Hollingsworth Company and he.would be able to
render a complete report at the next regular meeting.
REPORTS OF STANDING CC1,111iIT`iEES.
The Chair drew the attention of the Public Works Committee
to the matter of erecting signs at the corner of I►iain Street and Grand
Avenue, directing vehicle traffic, which matter was referred to said
Committee at the meeting of the Board of Trustees held July 13th, 1921.
Trustee Bryson requested that the Clerk request the Automobile Club
of Southern California to erect a sign directing traffic at the corner
of Grand Avenue and Concord Street.
REPORTS OF OP_1ICMS AND SPECIAL CO111ITTEES.
The City Attorney reported having received from the Marshal
information concerning the damage to the motorcycle resulting from an
auotmobile running into it and that he would endeavor at an early date
to take the matter up with the persona responsible for the damage with
the view of having him pay for the same.
Trustee Davis stated that the motorcycle will not attain a
speed greater than sixty miles per hourz and that it is frequently
necessary to drive the machine faster in order to catch speeders. He
had been informed that a device could be purchased which would increase
the speed of the machine. He further stated that the machine should

be equipped with an ammeter, following which it was moved by Trustee >
Smiley, seconded by Trustee Binder that the City Clerk be and he is
hereby instructed to have the police motorcycle equipped with an Auxiliary
Air Device and an Ammeter, at a cost not to exceed 415.00. Carried by
the following vote:
Ayes: Trustees Bryson, Davis, Smiley and Rueger.
Noes: Trustee Binder.
Absent: None.
The City Attorney reported that pursuant to the Board's request _
that he endeavor to have gas supplied to the residence of F. 1j.
Palmer, 424'Virginia Street, that he had communicated with the Gas
Company and that they assured him that the gas would be turned into
the fixtures on Thursday, July 21st, 1921.

Trustee Smiley introduced Ordinance No. 81, entitled:

NEW BUSINESS.
the Ulerk advised the Board that the Pacific Tel. & Tel. Company
objected to the revocation clause in the permit granted them for the
erection of telephone poles and anchors in the alley west of Virginia
Street, which said permit is recorded in the Records of said board
of Trustees at ?ages C -158 and 159. Following discussion it was
moved by Trustee Hinder, seconded by Trustee :Davis that the revocation
clause incorporated in the permit for the erection of poles granted
to the Pacific Tel. & Tel. Company on June 29th, be and the same is
hereb;% eliminated from said permit. Carried by the following vote:
Ayes: Trustees Binder, Bryson, Davis, Smiley and Rueger.
Noes: None.

Trustee Bryson advised that the drainage -from the septic tank
was not sufficient to take care of the water passin- through the same
and that in his opinion it would be necessary to build a septic tank at
the terminal of the drain to take care of surplus sewage. iaoved by
Trustee Smiley, seconded by Trustee -Oavis, that the matter be referred
to the 2ublic .forks Committee with power to act. Carried by the following
vote:
Ayes: Trustees Binder, Bryson, Davis, Smiley and Rueger.
Noes: None.
Absent: None.
Moved by Trustee Smiley, seconded by Trustee Bryson that the I.iasohic
Lodge be granted use of the City Hall Auditorium on the evening of July
29th, 1921, for a rental fee of 43.75. Carried.
I:Ioved by Trustee Smiley, seconded by Trustee Bryson, that the City
Clerk be granted a vacation from August 1st to August 14th, inclusive.
Carried.
I,"oved by Trustee Davis, seconded by Trustee Smiley, that the off ice
of Janitor and Fire Engine Driver at present held by G.. T. I:iatting]y, be
and the same is declared vacant effective July 25th, 1921. Carried by the
following vote:
Ayes: Trustees Binder, Bryson, Davis, Smiley and IWeger.
Noes: idone.
Absent: iJone.
Lloved by Trustee Davis, seconded by Trustee Binder, that J. C. Abshier
be and he is hereby appointed to the office of Fire Engine Driver and
Janitor fff the City of El Segundo, to serve during the pleasure of the Board
of Trustees and to assume the duties of his office on the 25th day of
July, 1921. He shall receive as compensation in full for all services
rendered as regular Fire.Engine Driver until the further order of this
Board the sum of 4110.00 per month, and he shall receive as compensation
in full for all services rendered as Janitor until the further order of
this Board the sum of 415.00 per month. Said salaries shall be payable
monthly as other city salaries are paid. Carried by the following
vote:
Ayes: Trustees Binder, Bryson, Davis, Smiley and Rueger.
Noes: Done.
Absent: None,
no further business appearing to be transacted at this meeting, it
was moved by Trustee Smiley, seconded by Trustee Bryson, that the meeting
adjourn. Carried.
