1921 JAN 19 CC MINi >~ El See ,undo, Cal. January 190 1921. A regular meeting of the Board of Trustees of the City of El Segundo was called to order at 7 :30 o'clock P. K. on the above date in the Council Chamber of the City hall by Carl E. Rueger, President of the Board. ROLL CALL. Trustees Present: Binder, Davis, Smiley and Rueger. Trustees Absent: Bryson. READIIIG OF THE L- JNUTES OF 2R EVIOUS i TIIIGS. The minutes of the regular meeting held on the 12th day of January, 1921, were read. No errors or omissions appearing, it was moved by Trustee Smiley, seconded by Trustee Binder, that the minutes be approved as read. Carried. Trustee Bryson appeared during the reading of the minutes and took his seat, the hour being 7 :34 o'clock P. 2. WR , TTEIT COlaMICATIONS. The following communications were read and disposed of an indicated: W. E. MORGAII, requesting permission to move a traffic regulating .sign located in front of a new building being erected on the corner of Concord Street and Grand Avenue. Moved by 'Trustee Davis, seconded by Trustee Binder, that permission is hereby granted to move the traffic sign referred to in the application of W. E. Morgan to a new location to be designated by the Street Superintendent and that such removal be done under the supervision and to the satisfaction of said Street Superintendent. Carried. PACIFIC TELEPHONE & TELEGRAPH CO., requesting permission to move a 30 foot pole and one anchor now located on the South side of Nest Grand Avenue between Richmond and Concord Streets, to a new location on the same street. moved by Trustee Smiley, seconded by Trustee Binder, that the Pacific Telephone & Telegraph C �)mpany is hereby granted permission to move the pole and anchor referred to in their application therefor, such removal to be done under the supervision and to the satisfaction of the Street Superintendent of the City of E1 Segundo. Carried. RALPH ATKINSON, an application to operate a stage line through the City of El Segundo. It appearing that permission for the operation of such stage line had been granted August 11th, 1920, as recorded in the minutes of the Board of Trustees at Page B -172, this communication was ordered filed. The applicant, however, was re- quested to file with this Board at the earliest opportunity a copy of the Railroad Commission's permit, authorizing him to operate such stage line. ORAL COla UNICAT IONS. Idr. Frank Renfro, on behalf of the Jdd Fellows Encampment, extended an invitation to the city officials to attend a banquet to be given by them in the Council Chamber at 10:00 P. M. this date, which invitation was accepted with thanks by the President of the Board on behalf of said officials. REPORTS OF STANDING C01MITT. ES. Trustee Binder, of the Public Works Committee, reported the completion of the repairs to the large platform in the Auditorium. Trustee Davis of the Public Safety Committee, reported having had a conference with W. H. Gross, Fire Chief, who advised that upon his return from San Pedro, a meeting of the El Segundo Volunteer Fire Dept. will be held and the vacancies in the official personnel of the organization would be filled. Trustee Davis also reported that he had had a conference with the Night Watchman and found that only certain of the stations which he should visit nightly were actually being visited at this time, but that he had recommended a routine to the officer, which he thought would,be followed in future. UNP I1;1SEED BUSINESS. Moved by Trustee Smiley, seconded by Trustee Davis, that the application of P. A. Wommacx for a license to discharge fire arms in the City of El Segundo, which was presented to the Board of Trustees at its meeting of January 12th, be and the same is hereby denied. Carried. The City Attorney advised that the "Resolution of Intention" for the improvement o f. Ri chmond Street, between Grand Avenue and E1 Segundo Avenue, would be presented at the next meeting, as the.City Engineer had been unable to complete plans and assessment district data, which must be referred to in the Resolution of Intention. The City Attorney read a number of recommendations which were made by the Health Officer with respect to amendments and additions to the Plumbing Ordinances of the City of El Segundo, which were discussed. After considerable time had been taken up in this manner, it was decided to discuss a few of these recommendations each meeting night until all of them had had consideration. The City Attorney presented for the perusal of the Board or any person whom they might recommend, copies of two electric wiring ordinances. PAYING BILLS. Carried by the following vote: Ayes: Trustees Binder, Bryson, Davis, Smiley and Ru eger. Noes: None. Absent: None. NEW BUSINESS. The Chair advised that ter. T. C. Cromer desired permission to move two trees from in front of his property at Walnut Avenue and Virginia Street. Loved by Trustee Smiley, seconded by Trustee Bryson, that such permission be granted. Carried. The Chair advised receipt of a letter from xr. Harry H. Culver, ,,FF IMP �. . w 7 # of the Anti - Annexation League, advising their need of financial assistance. Moved by i'rustee Smiley, seconded by Trustee Bryson, that the demand of Delphin uI. Delmas, in the sum of :100.00 as proportionate retainer from the City of H1 Segundo in matters per- taining to Annexation proceedings affecting said city, be honored when presented, said amount being full and final payment for services previously rendered or to be rendered in said Annexation proceedings. Carried by the following vote: Ayes: Trustees Binder, Bryson, Davis,'Smiley and Rueger. Noes; None. Absent: Done. Roved by Trustee Bryson, seconded by Trustee Davis, that the members of St. Anthony's Catholic Church be granted free use of the City hall Auditorium on the evening of January 31st, 1921. Carried. The Clerk advised that kr. Howard Tracy had made application to rent the Auditorium every Saturday night. The Board, by general consent, decided that,they would not rent the Hall to any individual or organization on Saturday nights for a period lon -er than one week in advance, but that each week they would consider applications for its use on the following Saturday night. Moved by Trustee Smiley, seconded by Trustee Davis that viilliam Stewart be and he is hereby granted permission to use the City hall Auditorium for the purpose of a dance on the evening of January 29th, 191, upon the payment of the customary rental fee of 07.50. Carried. No further business appearing to be transacted at this meeting, it was moved by Trustee Smiley, seconded by &ustee Davis,. that the meeting adjourn.
