1921 FEB 16 CC MINE1 Segundo, Ca 1. February 16, 1921. A regular meeting of the Board of Trustees of the City of El Segundo, California, was called to order at 7;30 o'clock P. K. on the above date, in the Council Chamber of the City Hall by Carl E. Rueger, President of the Board. ROLL CALL. Trustees Present: Binder, Bryson, Davis, Smiley and Rueger. Trustees Absent: -None. READING OF KINUTES OF PREVIOUS I,;TINGS. The minutes of the regular meeting held on the 9th day of February, 1921, were read without error or omission being noted. .:loved By Trustee Davis, seconded by Trustee Bryson, that the minutes be approved as read. Carried. VPRITT._.14 COiLUNICATIOIIS. The following communications were read and disposed of as indicated: C. E. KMINY and others, requesting the improvement of Penn Street between 11aple and Walnut Avenue$; also Walnut Avenue between "heldon and Penn Streets; these streets having been badly out up, owing to excess traffic directed over them on account of the improve- ment of iJiaple Avenue. Representatives of the Venice Hog Ranch presented a tentative contract, which they desired to enter into -ith the City of El Segundo for the purchase of garbage collected by the city. This matter was referred to the City Attorney with instructions to prepare a more s,)ecific contract to be presented by him to the Board for approval at its next regular meeting. R1011TS OF STANDING COMdITTEES. Trustee Davis of the i'ublic Saffety Committee, reported that he had had a further conference with the Night datchman on Thursday of the previous weer and that since that time he is performing his duties in a more satisfactory manner. Trustee Davis reported also receipt of a communication from the Gamewell Pire Alarm Telegraph Company, quoting rental price on one of their Diaphone Signals, together with appliances for making calls or sounding alarms. Following discussion, the City Attorney was instructed to prepare a notice calling for bids on a signalling device to meet the needs ol" the City. -REPORTS OF SPECIAL COM11ITTEES. The City Attorney reported that the Street Superintendent's notice required to be published in connection with the improvement of Richmond Street from El Segundo to Grand Avenue, had been prepared by him and referred to Mr. Ellis, attorney for the California Willite Road Construction Company, but that lair. Ellis' approval had not been received to date. However, the City Attorney was quite sure that the notice was in proper form and the same was handed to the City Clerk. Following the '8ug,gestion of City Engineer, Arthur W. Cory, who pointed out the necessity for the same, it was moved by Trustee Davis, seconded by Trustee Binder, that the City Clerk have printed 250 copies each of specifications Nos. 7 and 8 of the City of E1 Segundo, at a cost not to exceed $100.00. Carried by the following vote: Ayes: Trustees Binder, Bryson, Davis, Smiley.and Rueger. Noes None. Absent: None. UNFINISHED BUSINESS. The petition of Sam A. Jack and others, requesting an ex- tension of time beyond that designated by the Health Officer for the abatement of privies in the Hollingsworth Tract was, upon motion made by Trustee Smiley, seconded by Trustee Davis, and carried by the entire affirmative vote olo the Board present, the roll having been called, referred to the Health Officer with full power.to act. Diller 84.70 Total $1107.62 Loved by Trustee Bryson, seconded by Trustee Binder, that the demands be allowed and warrants drawn on the General Fund for the same. Carried by the following vote: Ayes: Trustees Binder, Bryson, Davis, Smiley and Rueger. Noes: None. Absent :None. NEW BUSINESS. Trustee Rueger suggested that the shoulders of El Segundo Avenue should be oiled in places where the storm waters are washing them away and endangering the base of the macadam roadway. Street Superintendent Gunn suggested that guard fences should be erected at intervals along these shoulders to prevent vehicles from getting off the highway and damaging the oiled shoulders. By general consent the matter was referred to the Public Works Committee with power to act. Trustee similar treatment to Last of Llain Street, ,Yorks Committee. Rueger also called the shoulders of which matter also attention to the roadway on was referred the need of a Walnut Avenue to the Public City Engineer Cory advised the Board that he had been requested to prepare a plat nor the z� subdividing of Lot 10 in Block 94 and asked if the Board would accept the same, providing the owner made no provision for a street on the Northerly end of his acre. Following considerable discussion, it was decided that if a twenty - five foot strip off the Northerly end of the acre is dedicated to the City of El Segundo for public street purposes, the plat would be approved, otherwise it would not. Moved by Trustee Binder, seconded by the Trustee Brysoh, that the following Resolution be adopted: "RESOLVED, that the' City Engineer be and he is hereby authorized and instructed to obtain all the data necessary for establishing the grade on Eucalyptus Drive from Mariposa Avenue to Collingwood Street and to furnish the same to the City Attorney, and, Be It Further Resolved that the City Attorney be and he is hereby instructed to prepare an ordinance establishing the official grade on said Eucalyptus Drive between said points ". Carried by the following vote: Ayes: Trustees Binder, Bryson, Davis, Smiley and Rueger. Noes: None. Absent: None. loved by Trustee Davis, seconded by Trustee Binder, that Howard Tracy be and he is hereby granted permission to use the City Hall Auditorium on the evening of February 26th for the purpose of holding a dance, upon payment to the City Clerk of the customary rental fee of ;7.50. Carried. The Clerk advised the Board that FJilliam Stewart had made application to rent the Auditorium for the purpose of holding a dance on the evening of i;la.rch 26th, 1921. It appearing; that the applicant is a minor, a permit was denied and the Clerk requested to advise him to make application through his parent.or guardian. No further business appearing to be transacted at this meeting, it was moved by Trustee Smiley, seconded by Trustee Davis, that the meeting adjourn. Carried.
