The minutes of the regular meeting held on the 26th day of
January, 1921, were read without error or omission being noted.
It was moved by Trustee Binder, Seconded by Trustee Davis, that the
minutes be approved as read. Carried.
aITTER COladUNICATIONS.
The following communications were read and disposed of as
indicated:
W. S. DAR -''Y & COMPAITY, a letter dated January 28th, quoting
a price of $480.00 f.o.b. Rochester, N. Y. for one 220 volt, 60
cycle, single phase 3 H.P. motor. Ordered filed.
YODERId IRON WORKS, a letter dated January 28th, quoting a
price of $609.00 for two jail cells installed. Ordered filed.
M. MULIE RUEGi4M, Secretary of the Womens Auxiliary Amerigan
Legion, Pacific Post No. 38, making application for permission to
use the Council Chamber on the first and third Thursday evenings of
each month during the winter. Following discussion, such permission
was denied, for the reason that the Board did not care to specifically
resetVethe use of the Council Chamber to any single person or
organization on any given dates.
S. t. LADD, a letter complaining about objects harmful to
automobile tires being in the roadway of the alley between Virginia
and Whiting Streets from Holly to Pine Avenue. Following a statement
by the Clerk that the matter had been referred to and remedied by
the Street Superintendent, the letter was ordered filed.
:'VILLIAM J? rIES and others, a petition requesting the improve-
ment of Sheldon Street, from Maple Avenue to Collingwood Street.
Moved by Trustee Binder, seconded by Trustee Davis, that the following
Resolution be adopted:
1119HERLAS, it appears that certain residents
and property ovrners of the City of El Segundo, are
willing to pay certain moneys in the sum of 4341.40
into the Treasury of the City of E1 Segundo, Cal-
ifornia, and into the General Pund thereof, for the
purpose of causing certain street improvements within
said city to be made, and,
? H RSAS, said sum has been deposited with the
City Clerk of said City with instruction to pay the
same into said General fund upon the adoption of the
following;
NOVI THEREFORE, BE IT RESOLVED: That the Street
Superintendent be and he is hereby authorized and
instructed to cause the portion of that certain public
street within the City of E1 Segundo, known as
Sheldon Street, lying and being between Collingwood Street
and Maple Avenue, to be improved by the construction

therein of the following improvement,
to -wit: An improvement, following the
contour of the land, similar in character
to that constructed in Idariposa Avenue,
from Loma Vista to WhZing Streets."

City Recorder, H. J. Barber, expressed his need of a desk
for his use, and the City Clerk was instructed to procure quotations
on the furniture.
P. D. Gardner, requested permission to remove a tree from
the parking in front of his property at 314 East Maple Avenue on
account of the same being too close to the sidewalk he proposes to
have constructed. It was moved by Trustee Binder, seconded by
Trustee Davis, that the City Engineer be instructed to make a visual
survey of the conditions in East Maple Avenue in the vicinity of
the residence of P. D. Gardner and advise the Board whether or not
the existing locations of trees on said street will conflict with
the proper construction of sidewalks. Carried.
Health Officer, Harold A. Young, informed the Board that
a number of persons whom he has served notions upon to abate privies
and to construct in lieu thereof sanitary toilets, have objected on
the ground that they were not financially able to meet the expenditure
within the time prescribed in his notice, which is usually about
thirty days. He stated further that -he had in each case informed
the property owner that if an extension of" time beyond that which
he prescribed is desired, they whould take the matter up with the
Board of Trustees. The action of the Health Officer was approved
by the Board.

REPORTS OF SPECIAL COI- AMITTE S.
Building Inspector, P. D. Gardner, pursuant to instructions
of the Board given at their last regular meeting, reported that he
had made an examination of the buildings recently erected on the
South side of -Grand Avenue, between Richmond and Doncord Streets,
one of which is occupied as a garage and another as a fruit stand,
and that the buildings are constructed in accordance with the
provisions of the Building Ordinance, with the exception of plastering.
He further stated that the fruit stand was intended only as a temporary
building and would possibly be removed within one year. By general
consent the inspector was'instructed to notify the owners of said
buildings that they must be completed in every particular according
to the provisions of the Building Ordinance.
Trustee Davis reported that on this date a veterinarian
had examined the hogs belonging to D. C. Lewis and found that they
were afflicted with cholera.
Trustee Smiley requested a postponement of the passage
and adoption of Ordinance No. 75, which was introduced at the last
meeting and by general consent this was agreed to.
UNFINISHED BUSINESS.
The City Engineer then presented a plan and profile of
Richmond Street from E1 Segundo Avenue to Grand Avenue and also
cross sections of Richmond Street from El Segundo Avenue to Grand
Avenue. After examination of said plans, profiles and cross sections,
it was moved by Trustee Smiley, seconded by Trustee Davis, and
unanimously carried that the said plans and profiles be and are
hereby approved and adopted for the work or improvement of Richmond
Street, and that said City Engineer is directed to place them on
file in his office and designate them as plan and profile number
20; likewise -upon examination, it was moved by Trustee Binder,
seconded by Trustee Smiley, and was unanimously carried-that the
cross - sections be and are hereby approved and adopted for the work
or improvement of Richmond Street., and that said City Engineer is
directed to place them on file in his office and designate them as
cross - sections number 20.
The City Engineer then presented a certain map prepared by
him, designated: "Map of the district to be assessed for the
improvement of a portion of Richmond Street." The said map had
delineated upon it the boundary line of the said district. After
the said map was examined, it was moved by Trustee Smiley, seconded
by Trustee Davis, and unanimously carried that.the said map be and
is approved and adopted as the map of the assessment district for
the improvement of a portion of Richmond Street and that the
same be placed on file in the office of the City ragineer*""
It was moved by Trustee Smiley, seconded by Trustee Davis,
that Resolution No. 34, entitled:
"A RESOLUTION OF.:THE BOARD OF TRUSTEES OF
THE CITY OF EL SEGUNDO DECLARING ITS
INTENTION TO ORDER THE ILiPROVE12NT OF A
PORTION OF RICHUOND STREET IN SAID CITY,
DECLARING THE WORK OR IMPROVMMT TO BE
OF MORE THAN LOCAL OR OPDLIARY BENEFIT,
AND THAT THE COST OF SAID WORK OR IMPROVE -
MENT SHALL BE ASSESSED.UPON A DISTRICT
AND DETAINING THAT BONDS SHALL BE ISSUED
TO REPRESENT THE COST T74ER OF ".
which was -read, be adopted. Carried by the following vote:

Moved by Trustee Smiley, sec onded by Trustee Davis, that the
City Clerk be and he is hereby authorized to purchase all books and
supplies necessary for keeping the required records of work done
under the Vrooman Act. Carried by the following vote:

demands be allowed and warrants drawn on the General Fund for the
same. Carried by the following vote:

NEW BUSINESS.
Moved by Trustee Binder, seconded by Trustee Smiley, that
Howard Tracy be and he is hereby granted permission to use the City
Hall Auditorium on the evening of February 12th, 1921, for the
purpose of giving a dance, upon the prior payment to the City Clerk
of the customary rental fee of X7.50. Carried.
Trustee Davis requested permission to borrow twenty collapsible
chairs. Moved by Trustee Binder, seconded by Trustee Smiley, that
such permission be granted, providing it did not conflict with any
public use of said chairs. Carried.
Moved by Trustee Smiley, seconded by Trustee Binder, that
Ivar A. Wickman be granted permission to construct a cement side
walk and curb in front of his property on Arena Street, between
E1 Segundo and Franklin Avenues, according to grades to be furnished
by the City Engineer and providing the same is constructed to the
satisfaction of the Street Superintendent. Carried.
Street Superintendent A. R. Gunn reported that a sidewalk and
curb had been constructed in front of the premises at No. 725
Virginia Street without permission and that the same did not con-
form in all respects to the requirements. loved by Trustee
Smiley, seconded by Trustee Davis, that the owner of the property
at No. 725 Virginia Street be required to reconstruct the side-
walk and curb in front of his premises in accordance with the
szeci.-icati.ons of the City and to the satisfaction of the Street
Superintendent and that he also be required to obtain from the Board
of 'Trustees the proper permit therefor. Carried.
