A regular meeting of the Board of Trustees of the City of El
Segundo, California, was called to order at 7 :30 o'clock P. M. on
the above date in the Council Chamber of the City Hall by William
C. Bryson, President of the Board.
ROLL CALL.
Trustees Present: . Binder, Davis, Rueger, Smiley and Bryson.
Trustees Absent: None.

The minutes of the regular meeting held on the 7th day of
December, 19219 were read without error or omission being noted, and
it was moved by Trustee Smiley, seconded by Trustee Lavis, that the
minutes be approved as read. Carried.
WRITTEN C0MKUNiCATIUBS.
The following communications were read and disposed of as
indicated:
CITY CLsKK Ur` THE CITY OF EAST SAN DIEGO, asking the board of
Trustees to write the governor of the State of California, asking
him to include in his call for a special session of the State
Legislature a request for the repeal of section 35 of the Motor
Vehicle Act. Ordered filed.
MRS. I`. 1i. jEliSLiq & MRS. V. C. PET.&SU.I, requesting that the
Street ouperintendent be permitted to construct driveway into their
premises at 825 and 819 Main Street. Moved by Trustee Rueger,
seconded by Trustee amiley, that the Street ouperintendent be and
he is hereby authorized and instructed to estimate the cost of con-
structing a macadam driveway into the premises of Mrs. F. H. Jensen
and Mrs. V. C. Peterson.at Nos. 825 and 819 Main Street in the City
of E1 Segundo and to communicate the amount of his estimate to the
City Clerk, who will then collect said sum plus 10% from each
applicant. - Upon the payment of the amounts, the Street Superintendent
shall, when convenient, proceed with the construction of said drive-
ways. Carried.
PACIFIC ELECTRIC RAILWAY COMPANY, a reports on their inspection
of the wig -wag signal located at El Segundo Avenue and Arizona Drive.
Ordered filed.
ORAL COMMUNICATIONS.
Mr. Stone,of the firm of Olmstead & Gillelen, urged the Board
to take action in the matter of the acquisition of a municipal water
works for the City of El Segundo on a basis of the figures submitted
some months ago by the firm he represents. Following discussion on
the subject and it appearing to be the ooncensue of the Board of
Trustees, he was informed by the aiair and Trustee Rueger that owing
to local conditions the time is not opportune for calling an election
to vote bonds.
- REPORTS OF STANDING COMMITTEES.
Trustee Rueger of the Public Works Committee reported that he,
with Trustee Binder and Street Supt. Gunn, had investigated the
proposed improvement of Main Street from Grand Avenue to Pranklin
Avenue and that the Street Superintendent estimates that the cost of
an improvement sufficiently substantial to withstand the traffic the
sides of Main Street would be required to carry would be between
$750.00 and $1000.00. Such improvement will consist of about throe
inches of rock finished about 1 -1/211 below the lbvel of the marainthed
portion of Main Street, so that if,in future weaknesses app
improvement now proposed to be made, the same may then be surfaced ..�
with Willite or additional macadam. It was moved by Trustee Smiley,
seoonded by Trustee Rueger, that the Street Superintendent be and
he is hereby authorized and instructed to repair, under the direction
of the Public Works Committee, the sides of Main Street from Grand
Avenue to Franklin Avenue in accordance with his.suggestion previously
made to said Committee, at a cost not to exceed One Thousand Dollars,
($1000.00). Carried by the following vote:
Ayes: Trustees Binder, Davis, Rueger, Smiley and Bryson.
Noes: Bone.
Absent: None. --
Trustee Rueger suggested that the painting of the down - spouts
on the'City Hall be dAferred until spring. Suggestion concurred in
by the Board.
Trustee Rueger advised that while driving through Redondo
recently, he met Mr. Houston, Manager of the southern California
Edison Company and that that gentleman advised him he thought that
the equipment required for the operation of the street signs to be
erected within the City of E1 Segundo would be installed within two
weeks instead of one month, as at first promised; also that upon
investigation they found that the large candle power lights ordered
by the Board of Trustees to be installed on three prominent corners
within the City were not in stock in their warehouse and that he is
making an effort to-obtain the same at an early date. Mr. Houston
also advised that he proposed visiting the Board at their neat
regular meeting for the purpose of becoming acquainted with its
members.
Trustee Davis of the Public Safety Committee suggested holding
off on the matter of, additional fire alarm boxes until amended
quotations on the cost of a lesser number to be installed only in
the remote districts of the City can be procured.
REPORTS OF OFFICERS AND SPECIAL COMMITTEES.
The Clerk announced receipt of $53,000.00 tax money from
the County Auditor.
Trustee Smiley stated that the Pacific Electric Railway
Company had sent an engineer to E1 Segundo during the past week to
investigate the proposed improvement of Grand Avenue from Main

Trustee Bryson rendered a report as to the meeting of the
League of the Southwest at Riverside on December 8th, 9th and 10th,
1921, stating that a large delegation was present, representing vie
states other than California and Arizona, as well as Canada and
Mexico, and that it appeared that most of the benefit from the
consummation of the Colorado River project would accrue to the State
of California and Southern Mexico.
UNFINISHED BUSINESS.
Trustee Smiley introduced Ordinance No,-83, entitled:
,AN ORDINANCE OF THE CITY OF EL SEGUND09
CALIFORNIA, REGULATING ELECTRICAL BUSINESS,
THE INSTALLATION, ARRANGEMENTS, ALTERATION,
REPAIR, USE, MAINTENANCE AND OPERATION OF
ELECTRIC WIRING, ELECTRIC FIXTURES AND OTHER
EL,ECTRIC APPLIANCES AND EQUIPMENT IN THE CITY
OF EL SEGUNDO; PROVIDING FOR ELECTRIC PERMITS
AND INSPECTIONS AND FIXING THE FEES THEREFOR;
AND PROVIDING PENALTIES FOR THE VIOLATION OF
THIS ORDINANCE ",
which was read.
The -Clerk .announced that the Labor Department of the Standard Oil
Company would not use the City Hall Auditorium on the evening of
December 24th, 1921, which permission was previoudly granted them.
PAYING BIDS.
No demands were presented.
NEW BUSINESS.
Moved by Trustee Rueger, seconded by Trustee Smiley, that the El
Segundo Grammar School be permitted to use on December 16th, 1921,
at the Grammar School Auditorium, the surplus collapsible chairs
belonging to the City of E1 Segundo, providing that they arrange for
cartage from the City Hall to the School and return at their own
expense. Carried.
Trustee Smiley brought up the matter of improving alleys upon
the payment of 1/3 of the estimated cost by all of the property owners
benefited, believing that they should pay 2/3 and the matter of
consideration was postponed one week.
Trustee Rueger requested suggestions as to the best method of
distributing fire alarm cards recently printed for the City and
Street Superintendent Gunn advised that they could be distributed
through his Department when collecting garbage. The suggestion
was acceptable and the Street Superintendent was instructed to take
charge of the matter.
No further business appearing to be transacted at this session,
it was moved by Trustee Rueger, seconded by Trustee Davis, that the
meeting adjourn until Friday, December 16th, 1921, at 12 :00 o'clock
Noon. Carried.
