E1 Segundo, Calif. August 17, 1921.
A regular meeting of the Board of Trustees of the City of
E1 Segundo, California, was called to order at 7 :30 o'clock P. u:. on
the above date in the Council Chamber of the City Hall by Carl E.
Rueger, President of the Hoard.
ROLL CALL.
Trustees Present: Binder, Davis, Smiley and Rueger.
Trustees Absent: Bryson.

The minutes of the regular meeting of August 10th, 1921 were
read. 110 errors or omissions being noted, it was moved by Trustee
Smiley, seconded by Trustee Binder, that the minutes be approved as read.
Carried.

The following communications were read and disposed of as
indicated:
CC.,Luid1'1'Y CCU CIL, extending to the Board of Trustees an
invitation to attend a mass meeting to be held in the City hall Auditorium
on the evening of August 29th, 1921, at which time a discussion of the
proposed municipal water works will be had. Loved by 'Trustee Binder,
seconded by 2rustee Davis,-that the invitation be accepted. Carried.
C0' '1TITY COUiCIL9 resolutions adopted by said body commending
the action of this Board off Trustees in securing report on the water
situation in the .;ity of z;l Segundo from an engineering firm and re-
commending that the question of municipal ownership as outlined in the
report be submitted to the voters o the City at the earliest possible
legal date. Ordered filed.

Chamber of Commerce by its special investigating committee, pointing out
the dangers in the proposed Constitutional Amendment proposed by the
League of California I; iunicipalities. Ordered filed.

Trustee Binder reported in connection with the matter of
renting the Firemen's Amusement Room to nelson Spargo, that in his
opinion the room is not adapted to the use to which the applicant
intends to put it and that while at the present time the Volunteer 2ire
Department and the American Legion are not making a very great use of
the Hall, yet with the winter months approaching, it may be used more
frequently and his committee recom:aended that the application of nelson
Spar-go be denied. . Upon motion of Trustee Smiley, seconded by Trustee
Davis, which carried, the application of 11elson Spargo to use the amuse -
ment room of the Volunteer 2ire i)eoartment was denied and the City Clerk
was instructed to recommend to the applicant that he could use the City
Hall Auditorium on Saturday afternoons if practicable for his purpose.
Trustee Rueger inquired whether or not the alleys on each
side of Richmond Street between Grand and E1 jegundo Avenues are to be
surfaced with the oil cake taken from Richmond Street while it is under
improvement. The Street Superintendent stated that he had received no
instructions to perform such work except in the alley east of itichmond
Street between Grand avenue and Franklin Avenue. It ap9earing that the
matter was discussed sometime ago and that the Board had an understanding
that this oil cake was to be placed in these alleys, by general consent
the Street Superintendent was instructed to )lace oil cake in the road-
way of the alley west of aichmond Street between xrand and 2ranklin
Avenues and inasmuch as grading will be necessary in the other alleys,
the oil cake is to be piled along the sides of said alleys for future
use.
Trustee Rueger asked when the flag in the Council Chamber was to
be rehung and it developed that there was some au_�stion as to th,D
proper method of han;ing the flag. the Clerk advised that he had
procured sometime ago from the War Department a pamphlet on flag
eti_uette and that he would look the matter up and have the flag hung
accordingly.

The Clerk advised receipt of the statement from the County Auditor
verifying the assessed valuation of the City of ,' Segundo as reported
to this Board by the City Attorney at the last regular meeting.
The Clerk advised the Board he had received copies of the Audit
of the Records of the City as rude by Loomis, Dow &; Company for the
fiscal year ending June 30th, 1921. By general consent he was
instructed to procure five extra copies of said report, one to be
delivered to each of the Trustees.
Moved by Trustee Binder, seconded by Trustee Davis, that the City
Clerk be and he is hereby instructed to have the Auditor's Report
of the records of the city for the year ending June 30th, 1921,
;jublished by one insertion in the yl Segundo Herald. Carried by the
following vote:
Ayes: Trustees Binder, Davis, Smiley and Rueger.
