The regular meeting of the Board of Trustees of the city of E1
Segundo was called to order at 7:30 o'clock P. Ind. on the above date in
the Council Chamber of the city hall by Sydney R. Martin, President of
the Board.
ROLL CALL.
Trustees present: Bryson, Smiley, Vandervort and Martin.
Trustees absent: Ward.
The minutes of the regular meeting held on the 14th day of
January, 1920, were read without error or nmitsion._ appearing and it was
moved by Trustee Smiley, seconded by Trustee Bryson that the same be
approved as read. Carried.
Trustee Ward appeared during the reading of the above minutes and
took his seat, the hour being 8:52 o'clock P. -
IThe minutes of the adjourned meeting held on the 16th day of
January, 1920, were read. No errors or omissions appearing, it was moved
by Trustee Smiley, seconded by Trustee Vandervort, that the same be
approved as read. Carried.
. The minutes of the special meeting held on the 22nd day of January,
1920, were read. No errors or omissions being noted, it was moved by
Trustee Smiley, seconded by Trustee Ward, that the same be approved as
read. Carried.
WRITTEN CONIMICATIONS.
The following communications were read and disposed of as
indicated:
0. $. CAR$, requesting grade stakes for permanent side walk grade in
front of Lot 12, Block 21. By general consent the city
engineer was instructed to set stakes when the applicant
is ready for same.

and otherp, a petition requesting the improvement of 'Whiting Street,
from the Southerly line of Grand Avenue to a point 85*feet
South of the .South line of Franklin Avenue. Moved by
Trustee.Smiley, seoonded by Trustee Vandervort, that the
following resolution be adopted:
WHEREAS, it appears that certain residents and
property owners of the City of E1 Segundo are
willing to pay certain moneys in the sum of $120.00
into the Treasury of the City of El Segundo,
California, and into the General Fend thereof, for
the purpose of causing certain street improvements
within said city to be made, and,
WHEREAS, said sum has been deposited with the City
Clerk of said City with instruction to pay the same
into said General Fund upon the adoption of the
following:
NOW THEREFORE, BE IT RESOLVED: That the Street
Superintendent be and he is hereby instructed to
cause the portion of that certain public street
within the City of El Segundo, California, known
as Whiting Street, and lying between Grand Avenue
and a point 85 feet South of the Southerly line of
Franklin Avenue, to be improved by the construction
therein of the following improvement to -with:
To be graded and covered with rock and oil, same
as improvement on Whiting Sizeet South of Grand
Avenue.

THOS. A. BERKEBILE,
city attorney of Monterey Park, requesting the
Board to interest itself in opposition to a
petition of the Technical Societies of Los
Angeles, to be heard before the Board of
Supervisors of Los Angeles County at 10 'o' clock
A. M. on Tuesday, the 24th day of February,
1920, asking that body to create the office
of and appoint a Sanitary Engineer, said
engineer to take over as many of the sanitary
and health functions of the cities throughout
the County as said cities will delegate to
said engineer.
ORAL C01.UUNICATIONS.
Mr, D. C. Lewis requested the Board to increase his salary as
garbage collector. Moved by Trustee Smiley, seconded by Trustee
Vandervort, that the following resolution be adopted: RESOLVED,
That, from and after February 1, 1920, and until the further order
of this Board, the salary of D. Co Lewis as garbage collector of the
City of E1 Segundo be, and the same is hereby increased from Thirty
Dollars ($30.00) to Fifty Dollars ($50.00) per month, said sum to be
paid monthly as other city salaries are paid. Carried by the
following vote:
Ayes: Trustees Bryson, Smiley, Vandervort, Ward and Martin.
Noes: None.
Absent: None.
City Recorder, H. J. Barber, drew attention to the frequent,
flagrant violations of the Motor Vehicle Act within the city and
suggested that the Board consider equipping the City Marshal with a
motor cycle that offenders might be intercepted.
REPORTS OF STANDING COMMITTEES.
Trustee Bryson of the Public Works Committee, reported that he
had been unable to get the conduit with which to connect the eleotroliers
at Main Street, on account of the electricians in the Standard Oil
Company's plant being very-busy, but he hoped that by next week the
work would be completed.
REPORTS OF SPECIAL COIaaTTEES.
Street Superintendent A. R. Gunn, reported that he had seen
,Mr. Liddington, the contractor constructing that portion of the Coast
Boulevard adjoining the Westerly city limits and that he seemed satisfied
,with the arrangements this city had made with the County in connection
.with E1 Segundo's portion of said boulevard and that he had advised Cdr.
.Liddington to meet the Board of Trustees.
The City Attorney reported that following the last regular
.meeting he had interviewed supervisor McClelland relative to obtaining
aid from the County in connection with the above mentioned road and
that Mr. McClelland had agreed to send an Engineer to E1 Segundo to
report on the matter.
The City Clerk reported that' following the visit of the
engineer sent by the Board of Supervisors to report on the completion of
El Segundo's portion of the Coast Boulevard, that he had visited
Supervisor McClelland and he had promised that the County would furnish
material to an amount not exceeding TREE HUNDRED DOLLARS, ($300.00)
to help in the completion of said work.
The City Clerk reported that he'had obttihed prices on second
hand ihrni tare for the Club Rooms of the Fire Department, and-it-was
suggested that B. F. Chubb of this city be given an opportunity to sub-
mit prices.

the Pacific Telephone and Telegraph Compare►, oonoerning the installation
of telephones throughout the city for fire alarm purposes. Mr. Wheeler
requested a map on which the locations of said telephones are to be
6 loes4". following receipt of which a survey will be made and report as
to the possibility of obtaining such telephones made to the Board.
The City Attorney reported in connection with the matter of
cooperation of the Board of Trustees of this City with nearby beach towns
in their efforts to abate the Hyperion nuisance, which matter had been
referred to him following the last special meeting of the Board of
Trustees, that in as much as he had not been present while any of the
conferences on the matter were being held, that he was not in a position
to render an intelligent report.
The City Clerk was instructed to write Mr. Perry of Redondo Beach,
asking him to inform the City Attorney under what conditions E1 Segundo's
cooperation was asked.
UNFINISHED BUSINESS.
Moved by Trustee Bryson, seconded by Trustee Smiley, that Ordinance
No. 60, entitled, "AN ORDINANCE OF THE CITY OF EL SEGUNDO, ESTABLISHING
THE GRADE OF A PORTION OF MAIN STREET WITHIN SAID CITY AND FIXING AND
ESTABLISHING THE CURB LINES THEREON", which was introduced and read at a
regular meeting of the Board of Trustees held on the 14th day of January,
be adopted. Carried by the following vote:
Ayes: Trustees Bryson, Smiley, Vandervort, Ward and Martin.
Noes: None.
Absent: None.
Trustee Smiley introduced Ordinance No. 61, entitled, "AN
O.RDINALICE OF THE CITY OF EL SEGUNDO, CALIFORNIA, GRANTING PERMISSION TO
THE BOARD OF SUPERVISORS OF LOS ANGELES COUNTY, CALIFORNIA; TO ENTER
UPON A CERTAIN PORTION OF GRAND AVENUE WITHIN THE SAID CITY AND CONSTRUCT
AND MAINTAIN IMPROVEMENTS THEREON AS A PORTIO4 OF THE LOS ANGELES COUNTY
HIGHWAY SYSTEM ", which was read.
Moved by Trustee Vandervort, seconded by Trustee Bryson, that
the resignation of Sydney R. Martin, as a member of the Board of Trustees
of this city, heretofore filed with this Board, be and the same is hereby
accepted, effective January 31st, 1920, at 12 o'clock P. M. Carried.

Miss Constance Bell be granted permission to use the City Hall
Auditorium on the evenin of January 31st, 1920, upon payment of the
customary rental fee of J7.50. Carried.
Moved by Trustee Smiley, seconded by Trustee Ward, that Miss
Mary Manson be granted permission to use the City Hall Auditorium on the
evening of February 7th, 1920, upon payment of the customary rental fee
of $7.50. Carried.

Moved by Trustee Smiley, seconded by Trustee Bryson, that the
City Clerk be instructed to communicate with the various suppliers and
obtain prices on new or second hand motor cycle for the police department.
Carried.
The City Clerk was also instructed to obtain prices on street
buttons.
The City Clerk was instructed to communicate with the Chamber
of Commerce, requesting them to designate some person to extinguish
lights in the council chamber after their meetings.
Moved by Trustee Smiley, seconded by Trustee Vandervort, that
the rental price for use of the city steam roller to outsiders be, and
the same is hereby fixed at TWENTY FIVE DOLLARS, ($25.001 per day of
eight hours; said rental price to include engineer and fuel. Carried.
Moved by Trustee Smiley, seconded by Trustee Vandervort that
the meeting adjourn. Carried.
