Regular meeting of the Board of Trustees of the City of El Segundo
was called to order at 7 :30 o'clock P. M. on the above date, in the Coun-
oil Chamber of the City Hall, by Sydney R. Martin, President of the Board.

READING MINUTES PREVIOUS MEETING.
The minutes of the regular meeting held on the 20th day of August,
1919, were read without error or omission being noted, and it was moved
by Trustee Ward, seconded by Trustee Bryson, that the same be approved
as read. Carried.
The minutes of the special meeting held on the 25th day of August,
19199 were read without error or omission being noted, and it was moved
by Trustee Bryson, seconded by Trustee Ward, that the same be approved
as read. Carried.
The minutes of the regular meeting held on the 27th day of August,
1919, were read without error or omission being noted, and it was moved
by Trastie Ward, seconded by Trustee Bryson, that the same be approved
as read. Carried.

From the State Compensation Insurance Fund, dated August 11th, 1919,
referring to renewal of compensation insurance policy which expires Sept.
11th, 1919.
From Southern California Edison Co., dated August 21st, 1919, ask-
ing for a written order for the installation of street lights at Maple
and Collingwood Ste. on Virginia St., which had been requested of said
company upon the execution of its current contract with the City of E1
Segundo.
From W. H. Kellogg, M. D., Secretary of the California State Board
of Health, requesting the Board of Trustees to provide expenses of the
Health Officer for his attendance at the eleventh annual conference of
State, County, and Municipal Health Officials to be held in Riverside,
California, October 20th to 24th, 1919.
From the Railroad Commission of the State of California, dated
August 28th, 1919, notice of hearing in the matter of the investigation
into all the rates, charges, rules and regulations of the Pacific Tel-
ephone & Telegraph Co., to be held in the Flood Bldg., San Francisco,

Moved by Trustee Ward, seconded by Trustee Bryson, that Health
Officer Dr. R. Belden Anthony be permitted to attend the Eleventh Annual
Conference of State, County, and Municipal Health Officers at Riverside,
California, October 20th to 24th, 1919, and to file his demand for his
expenses in connection therewith, not to exceed $10.00 per day. Carried
by the following vote: Ayes: Trustees Bryson, Smiley, Ward, & Martin.

Moved by Trustee Bryson, seconded _ by Trustee Ward, that the-City
Attorney be and he is hereby instructed to prepare, in conjunction with
the City Engineer, such proceedings as may be necessary to vacate Con-
cord Street from Mariposa to Palm Avenues, as requested by. the El Se-
gundo Grammar School Trustees. Carried by the following vote:
Ayes: Trustees Bryson, Smiley, Ward, and Martin.

SPECIAL ORDER OF BUSINESS.
Canvassing the returns of the Special Municipal Election held in
the City of E1 Segundo on the 2d day of September, 1919, having here-
tofore been made a special order of business for the hour of 8 :00 o'-
clock P. M. at this meeting, as provided in Ordinance No. 54 of said
City, the President announced that the hour of 8 :00 O'clock had arriv-
ed.
The City Clerk reported that the returns of the Special Municipal
Election held in the City of El Segundo, California, on the 2d day of
September, 1919, are now and have been in his possession in the en-
velopes containing them in the same condition as when received, with
seals intact, and the City Clerk presented said returns to the Board
of Trustees at this meeting.
Moved by Trustee Ward, seconded by Trustee Bryson, that the Board
proceed to canvas the returns of the Special Municipal Election held
in the City of El Segundo, Cal,, on the 2d, day-of September, 1919.
Carried.
Said motion having carried, the Board proceeded to forthwith pub -
liely examine and canvas said returns, and upon the completion of said
canvass by said Board, it was moved by Trustee Ward, seconded by Trus-
tee Bryson, that the following resolution, to be known as Resolution
No 22, be adopted:
"WHEREAS, the Board of Trustees of the City of El Segundo,
California did, by Ordinance No 54 of said City, call and or-
der to be held in said city, a special election on the second
day of September, 1919, for the purpose of submitting to the
qualified voters thereof, a certain proposition to incur a
bonded indebtedness by said city in the sum of Twenty thousand
dollars (20,000.00) for a municipal improvement, namely: a
public building, to -wit: a Public Assembly Hall, and
WHEREAS, s*id Board of Trustees did, by Ordinance No. 53
of said city, call and order to be held in said city on the
said second day of September, 1919, a special election for the
purpose of submitting to the qualified voters of said city, a
certain proposition for the annexation of that certain terri-
tory hereinafter described, to said City of E1 Segundo, and
WHEREAS, under the provisions of said Ordinance No. 54,
said special elections hereinabove referred to were duly and
regularly consolidated in the manner provided by law, and
VVH�MEAS said Ordinances, and each of them, calling and
ordering said special elections so consolidated as aforesaid,
were published in form, time and manner as required by law,
and posted as required in said Ordinances, as appears from
affidavits on file in the office of the City Clerk of said
city, and
WHEREAS, it appears that said special consolidated elect-
ion was duly held in accordance with law and said call, and
that the polls for said election were kept open during the
time required by law, to -wit: from six o'clock A. M. until
seven o'clock P. M. of said second day of September, 1919,
and that said special election was held and the votes there-
at received, canvassed, and the returns thereof, determined
and declared in time, form and manner as required by 3= the
laws of the State of California and the ordinances of said
City, and
WHEREAS, on Wednesday, the third day of September, 1919,
the Board of Trustees of said City of E1 Segundo, met at their
place of meeting, being the first regular meeting of said Board
and proceeded, to, and' did - adnV968 election as re-
quired by law, whereupon the results of said election having been
found to be as hereinafter stated, it is hereby,
RESOLVED, DETERMINED AND DECLARED as follows:
(1) That the propositions which were separately voted upon at
said special consolidated election were the propositions hereinafter
set forth: The first proposition was stated as follows:
"SHALL THE CITY OF EL SEGUNDO, CALIFORNIA INCUR A BONDED
INDEBTEDNESS OF TWENTY THOUSAND DOLLARS t$20,000.00) FOR
THE PURPOSE OF ACQUIRING, CONSTRUCTING AND COMPLETING A
CERTAIN MUNICIPAL IMPROVEIENT, NAMELY, A PUBLIC BUILDING,
TO -WIT: A PUBLIC ASSEMBLY HALL IN SAID CI'T'Y ?"
The second proposition was stated as follows:
"SHAD FIRST ANNEXATION TERRITORY, BEING THAT CERTAIN
TERRITORY SITUATED IN THE COUNTY OF LOS ANGELES, STATE
OF CALIFORNIA, DESCRIBED AS FOLLOWS, TO -WIT: ALL OF LOT
1 OF TRACT NO..3303, AS PER MAP RECORDED IN BOCK 36, PAGE
14 OF MAPS, RECORDS OF SAID LOS ANGELES COUNTY, CALIFORNIA,
ON FILE IN THE OFFICE OF THE COUNTY RECORDER OF SAID COUNTY,
BE ANNEXED TO AND INCORPORATED IN THE CITY OF EL SEGUNDO,
CALIFORNIA ?"
(2) That there was one election preoino t.within said City of El
Segundo, for the purpose of holding said special election, to -wit:
Special Municipal Election Preoinct No. 1, consisting of the entire
City of E1 Segundo lying within the corporate boundaries thereof, as
the same existed at the time of holding said election.
(3) That the total number of ballots cast sat said Special Consol-
idated Municipal Election on all propositions, was.Three Hundred Seven-
teen (317) ballots.
(4) That the total number of votes oast at said Special Consol-
idated Municipal Election on the first proposition hereinabove referred
to, to -wit: The proposition for incurring a bonded indebtedness by said
City, was Two Hundred ninety three (293) votes.
(51 That the total number of votes cast thereat in favor of said
proposition was One. Hundred Seventy Two (172) votes.. That the total num-
ber of votes cast thereat &,v- V,,;zt,,
(6) Itch the total number of votes oast at said Special Consol-
idated Municipal Election on the second proposition hereinabove referred
to, to -wit: the proposition for the annexation to said. Cit of the. l prop-
erty hereinabore described, was Two hundred eighty two (262T votes.
(7) That the total number of votes oast thereat in favor of said
proposition was two hundred fifty one (251) votes.
That the total number of votes cast thereat against said prop-
osition was Thirty one (31) votes.
The Ballots marked "For Annexation" being counted in favor of each
annexation, and the ballots marked "Against Annexation" being counted
against said annexation.
WHEREFORE, it is further resolved and declared, that two- thirds of
all the voters voting at said Special Consolidated Municipal Election in
said City on said first proposition hereinabove referred to, to -wit: The
proposition of inourring a bonded indebtedness by said City, having failed
to vote in favor of said proposition, the said proposition is hereby de-
ola.red to have been rejected by the said voters of said city, and no bonds
shall be issued under said proceedings.
And it is further resolved and declared that more than a majority of
the whole number of votes cast at said Special Consolidated Municipal Elect -
ion on said second proposition hereinabove re derred to, to -wit: the prop-
osition for the annexation of said territory hereinabove described, to
said City of E1 Segundo, were oast in favor of said annexation, and the
said proposition for the annexation of said territory-to said city is here-
by declared to have been carried.

And be it further resolved that the-City-Clerk small enter thie
Resolution containing the canvass, statement and report of said election
by this Board, in still in the Minutes of the meeting at ahioh the same is
passed and adopted, and shall make and certify, under the seal of said
city, a full, true and correct copy of this Resolution, statement and
report, canvassing said returns, so entered upon said Minutes, and forth-
with transmit the same to the Secretary of State of the State of Calif-
ornia, and a similar copy to the Board of Supervisors of the County of
Los Angeles, State of California, all in the manner provided by law.
And be it farther resolved that from and after the date of the fil-
ing of said certified copy of this Resolution, statement, canvass and
report of said election in the office of the said Secretary of State of
the State of California, the annexation of the said territory so proposed
to be annexed, shall be deemed and shall be complete, and that thence-
forth such annexed territory shall be a part of such municipal oorporat-
ion for all intents and purposes, except only that no part of such annet-
ed territory shall ever be taxed to pay any portion of any indebtedness
or liability of said City of E1 Segundo, contracted prioa to or exist-
ing at the time of such annexation.
Said property so annexed and hereinabove referred to, is situated
in the County of Los Angeles, State of California, is uninhabitated, is
adjacent to the said City of El Segundo, and is fully and completely
described as follows:
All of lot One (1) of Tract No. 3303 as per map recorded in Book 36,
page 14 of Maps, Records of Los Angeles County, California, on file in the
office of the County Recorder of said County, more particularly bounded
and described as follows:
Beginning at the Southeast (SE) corner of Lot 2, of Tract No. 1314
as per Map recorded in Book 20, page 161 of Maps, records of Los Angeles
County, California, on file in the office of the County Recorder of Said
County; thence westerly along the southerly line of said lot 2, the same
being a portion of the present southerly boundary of the City of El Se-
gundo, a distance of seventeen hundred seventy four and fifty six one-
hundredths )1774.56) feet to a point; thence south twenty two degrees (220)
eleven minutes (111) east a distance of three thousand, three hundred and
seventy three and thirty one one - hundredths (3373.31) feet to a point in
the northerly line of Roseorans Avenue as shown u on said map of Tract
No. 3303; thence north eighty - nine degrees (890T forty seven minutes
(471) east, along said northerly line of Roseorans. Avenue, a distance of
five hundred feet to the southwest corner of Lot 3 of said Tract Ito. 1314;
thence north no degrees (00) one minute (11) east along the westerly line
of said Lot 3, the same being a portion of the present westerly boundary
of the City of El Segundo, a distance of three thousand one hundred and
twenty -one and seventy three one - hundredths (3121.73) feet to the point
of beginning. "
The resolution having been read, was passed and adopted by the follow-
ing vote:

Moved by Trustee Bryson, seconded by Trustee Ward, that the Southern
California Edison Co. be authorized to add two street lights to thiir con-
tract with the City of E1 Segundo, one of said lights to be erected at the
corner of Virginia St. and Walnut Ave. and one at the corner of Virginia
St. and Collingwood St., payment for same to start when the lights are
installed and in use. Carried by the following vote:
Ayes: Trustees Bryson, Smiley, ilard, and Martin.

NEW BUSIN43S.
The City Clerk stated that the Standard Oil Ball Club of E1 Segundo
had made application for the use of the.auditorium in the City Hall for
the purpose of holding a dance on the evening of Saturday, Sept. 6, 1919.
Moved by Trustee. Ward, seconded by Trustee Bryson, that permission for
free use of the City Hall Auditorium on the night of September 6th,1919,
for the purpose of holding a dance, be granted. Carried.
The Clerk asked if it had been the Board's intention, When instruct-
ing the Street Superintendent, at a previous meeting, to make a collection
of cans, to make can collections one of the regular monthly functions of
the Street Department hereafter. After some discussion and explanation,
it was decided that such was the intent .
The City Clerk suggested the advis4bility of painting the exteriors
of the window frames in the City Hall. No action was taken to enable the
Trustees to look into the matter.
Trustee Bryson asked if the City would be required to remove dirt
from the front of a property owners premises in order to bring the same
down to grade for sidewalk purposes. The City Attorney advised that that
was optional with the Board of Trustees, but suggested that it be left to
the property owners, after the City had set the proper grade stakes.
It appearing that an owner of property on Main St. was desirous of placing
a sidewalkin front of his property, and that in order to determine the
correct position of same, the official grade should be established on
Main Street, the City Clerk was instructed to com=nioato with the City
Engineer and ascertain the approximate cost of such prooeedure.
No further business appearing, it was moved.by Trustee Smiley,
seconded by Trustee Ward, that the meeting adjourn. Carried.
