Regular meeting of the Board of Trustees of the City of E1 Segundo, was held in the Council Chamber of the City Hall on the above date, being called to order at 7 :30 o'clock P. M. by Carl Ernest Rueger, President of the Board. ROLL CALL. Trustees present: Bryson, Martin, Radney and Rueger. Trustees absent: Ward. BEADING MINUTES PREVIOUS MEETING. The minutes of the regular meeting held on the 28th day of August, 1918, were read without error or omission being noted, and it was moved by Trustee Radney, seconded by Trustee martin, that the same be approved as read. Carried. The minutes of the adjourned regular meeting held on the 31st day of August, 1918, were read without error -or omission being noted, and it was moved by Trustee Bryson, seconded by Trustee Martin, that the same be approved qe read. Carried. WRITTEN CMMICATIONS. The following communications were read: State Board of Health concerning conference of state, county and manic - ipal health officials at Riverside O0tober'15 to 19, 1918. League of California Municipalities concerning Convention of League at Riverside, October 15 to 18, 1918. Henry G. Bodkin, attorney for Wm. D. Walsh, with reference to the latter's claim against the City of E1 Segundo. Moved by Trustee Martin, seconded by Trustee Radney, that the commun- ications be filed. Carried. ORAL COMMUNICATIONS. Mr. H. J. Barber, on behalf of a local Union, requested use of the Auditorium in the Oily Hall on the evening of Tuesday, September 10th, 1918. None, REPORTS OF STANDING COMMITTERS. REPORTS OF SPECIAL COMaTTERS. The City Attorney reported that he had received a communication from the Pacific Electric By, Co., in which they advised that his letter of August Sat, dative to stopping cars at El Segundo Avenue and Arizona Drive had been located, and that in replg thereto, they stated that while it would be possille to stop passenger care at this point, it would not be practicable to stop freight trains, and that if this policy were pursued, it would create a more dangerous condition than now exists. They stated that a wig -wag signal is located at the point and that it is a rule of the company that all trains proceed over the crossing at not more than four miles per hour, and that they considered this sufficient precaution. The City Engineer stated that the hazard to vehicles could be greatly reduced by cutting down the banks on the sides of the track. Moved by Trustee Radney, seconded by Trustee Bryson, that the labor organisation be granted the use of the Auditorium in the City Hall on Tuesday evening, September loth, 1918, at the rental price heretofore de- termined. Carried. The City Engineer discussed the individual items on the statement of alleged irregular charges against the Ballons Avenue and Mainet. Improve- ment, an filed by Wm. D. Walsh, and stated that he was unable to determine how Mr. Walsh could claim most of the items as extras, and that the cost of those, which by a stretch of the imagination might be claimed as extras, amounted to only Following discussion, it was moved by Trustee Bryson, seconded by Trustee Radney, that the matter of the claim of Wm. D. Walsh be and the same is hereby referred to the City Attorney, with 2211 power to tender to said olaimant the sum of 5% of the total cost of Ballona Ave. cad Main St., as per the contract referred to with said claimant, dated Maroh 18th, 1918. Carried by the following vote: Ayes: Trustees Bryson, Martin, Radney, and Rueger. Hoes: None. Absent: Trustee Ward, ENV BUSINESS. The report of the special auditor, Arthur M. Loomis, was read. The President announced that the Draft Board had requested use of the Council Chamber on Tharsdau, the 12th day of September, 1918, on which date all male persons over 18 years of age and not over 46 years of age, and not in the Military Service of the United States, mast register in accordance with the Selective Service Act, between the hours of 7:00 A.M. and 9 :00 P.M. Moved by Trustee Radney, seconded by Trustee Martin, that the Draft qp Board be tendered the use of the Council Chamber, gratis, on Thusrday, the 12th day of September, 1918. Carried. The matter of a map of the City was brought up end laid over for one week.
