Regular meeting of the Board of Trustees of the City of El Segundo
was called to order at 7:30 o'clock P. M. in the City Hall by Carl
Ernest Rueger, President of the Board.
ROLL, CALL.
Trustees present: Coward, Martin, Smiley and Rueger.
Trustees absent: Ward.
READING MINUTES PREVIOUS MEETING.
. The minutes of the previous meeting were read without error or
omission being noted, and upon motion by Trustee Coward, seconded by
Trustee Smiley, they were approved as read.
WRIT'iEI1 COM6MICATIONS.
The following communications were read:
From the Women's Benefit Association of the Maccabees, request-
ing the use of the auditorium in the new city hall on Wednesday night
of each week.
From William D. Walsh requesting permission to submit for con-
sideration a proposal to supervise the work of constructing macadam
pavement on Ballona Avenue and Main Street.
From Rodgers Bros. Co. submitting an offer to perform the work
necessary on Ballona Avenue and Main Street.
From Louis V. Green tendering his resignation as City Marshal
and Street Superintendent, to become effective March 15th.
It was moved by Trustee Smiley and seconded by Trustee Martin
that the communications be filed, and the motion carried.
ORAL COMMUNICATIONS.
Health Officer Davis requested permission to expend not exceed-
ing $4.00 for a letter file and it was generally understood by the
Board that when the Health Officer presented his demand for the ex-
penditure the same would be approved.
The Health Officer also expressed his need for an official map
of the City of E1 Segundo and the Board decided to take the matter
up at a later date.
The Health Officer also stated that the compensation paid the
garbage collector to gather cans is inadequate and requested inform-
ation as to.what staps might be taken to insure a more satisfactory
collection. He was advised to get in touch with a Mr. Brewster who
had suggested collecting the cans free for the privilege of collect-
ing the garbage.
The Health Officer requested permission to have dodgers print-
ed and circulated advising the general public of the necessity of
reporting certain communicable diseases to the Health Officer and
it was moved by Trustee Coward and seconded by Trustee Smiley that
permission be granted the Health Officer to have this work done at
a cost not to exceed X6.00. The motion carried by the following
vote:
Ayes: Trustees Coward, Martin, Smiley and Rueger.
Noes: Trustees None.
Absent:Trustee Ward.

REPORTS OF STANDING COMMITTEES.
REPORTS OF SPECIAL COMMITTEES.
The City Attorney reported that he had requested the Pacific
Telephone and Telegraph Company to submit reasons why they should
not be required to take out a telephone franchise in the City of E1
Segundo and that in reply thereto he had just received points and
authorities submitted by the attorneys for the Telephone Company.

City Clerk and in conformity with the following notice which the City
Clerk is hereby directed to publish for at least two weeks before said
date of receiving bids, in the E1 Segundo Herald, to -wit:
"NOTICE TO BIDDERS.
Pursuant to resolution of the Board of Trustees of the
City of E1 Segundo, California, directing the same, public
notice is hereby given that the said Board of Trustees invites
and the undersigned will receive at his office in the City Hall
of the City of E1 Segundo, California, up to ei;ht o'clock P. M.
on Wednesday, the 27th day of March, 1918, sealed bids or pro-
posals for furnishing unto the said City all crushed rock or
broken stone necessary for the improvement of Ballona Avenue
and Main Street within said City as contemplated in the plans
therefor on file in the office of the City Engineer and Spec-
ifications No. 2 of said City on file in the office of the City
Clerk.
Each bidder in bidding shall state the price per ton at
which said rock or broken stone will be furnished f. o. b. cars
at the crushing plant of said bidder and all bids shall be seal-
ed and marked "Bid on Crushed Rock" and shall be submitted upon
forms therefor to be obtained from the City Clerk of said City
upon application.
The Board of Trustees of the City of E1 Segundo reserves
the right to consider the relative merits of the crushed rock
or broken stone to be delivered and the bidder's ability to fur-
nish the said rock or stone required as determining factors in
the awarding of the contract. Said Trustees reserve the right
to be the sole judges of the relative merits of the said rock
or stone and the bidder's ability to perform and the bidder in
bidding accepts this condition.
Each bidder in bidding shall at the time of filing his
bid with the said City Clerk, deliver to the said City Clerk
not less than fifty pounds of each class or grade of rook or
broken stone proposed to be furnished by said bidder and con-
templated in his-said bid, plainly marking and identifying
the same with the number of the rock as a specimen submitted
by said bidder, and said specimens so submitted shall, upon
the acceptance of said bidder's bid, become the property of
the City of E1 Segundo.
The Board of Trustees reserves the right to reject any
and all bids and will require the successful bidder to fur-
nish said rock in such amounts as said Board may require as
the said work of improvement progresses, not exceeding four
car loads per day, and to insure the prompt and proper deliv-
ery of the same as required by said Board, the successful
bidder will be required to execute a bond in a sum not less
than Five Thousand Dollars ($5,000.00) oohditioned upon the
prompt delivery of said rock at the times and in the quan-
tities as required by said Board. It is estimated that the
said work of improvement will require a period of ninety
days within which to complete the same after the commencement
thereof. Each bid shall be accompanied by a certified check
in an amount not less than Five Hundred Dollars ($500.00) to
be forfeited to the City of E1 Segundo, California, in the
event that the successful bidder shall fail, for a period of
five days after the awarding of the contract for furnishing the
said rock, to enter into a contract for so furnishing the same
as hereinabove and in said specifications required.
The Board of Trustees reserves the right to increase or
decrease at its discretion in reasonable amount, the number of
tons of said rock to be furnished for said work, and in such
event the same price per ton shall prevail as set forth in the
bid of said bidder, and the bidder in bidding accepts this con-
dition.

Trustee Smiley moved the adoption of the following resolu-
tion:
"RESOLVED: That sealed bids or proposals be received up to
the hour of eight o'clock P. M. on Wednesday, the 27th day of March,
1918, for the furnishing to the City of El Segundo, California, of
all asphaltum necessary for the macadamizing of Ballona Avenue and
Main Street within said City as required and contemplated in the
plans therefor on file in the office of the City Engineer and
Specifications No. 3 on file in the office of the City Clerk and in
conformity with the following notice which the City Clerk is here-
by directed to publish f:or at least two• weeks before said date of
receiving bids, in the El Segundo Herald, to -wit:
"NOTICE TO BIDDERS.

Each bidder in bidding shall state the price per barrel
of forty -two gallons at which said asphaltum will be furnish-
ed f. o. b. the work, El Segundo, California, said.asphaltum
to be so delivered at a temperature of not less than 3500 nor
more than 450° Fahr., and all bids shall be sealed and marked
"Bid on Asphaltum" and shall be submitted upon forms therefor
to be obtained from the City Clerk of said City upon applica-
tion.
The Board of Trustees of the City of E1 Segundo reserves
the right to consider the relative merits of the asphaltum to
be delivered and the bidder's ability to furnish the said as-
phaltum required as determining judges of the relative merits
of the said asphaltum and the bidder's ability to perform and
the bidder in bidding accepts this condition.
Each bidder in bidding shall at the time of filing his
bid with the said City Clerk, deliver to the said City Clerk
not less than one gallon of the asphaltum proposed to be fur-
nished by said bidder and contemplated in his said bid, plain-
ly marking and identifying the same as a specimen submitted by
said bidder, and said specimen so submitted shall, upon the
acceptance.of said bidder's bid, become the property of the
City of E1 Segundo.
The Board of 'Trustees reserves the right to reject any
and all bids and will require the successful bidder to fur-
nish said asphaltum in such amounts as said Board may require
as the said work of improvement progresses, and to insure the
prompt and proper delivery of the same, as required by said
Board, the successful bidder will be required to execute a
bond in a sum not less than One Thousand ($1,000.00) Dollars,
conditioned upon the prompt delivery of said asphaltum at
the times and in the quantities as required by said Board.
It is estimated that the said work of improvement will require
a period of ninety days within which to complete the same after
the commencement thereof. Each bid shall be accompanied by a
certified check in an amount not less than Two Hundred Fifty

Dollars ($250.00), to be forfeited to the City of E1 Segundo,
California, in the event that the successful bidder shall
fail, for a period of five days after the awarding of the
contract for furnishing the said asphaltum, to enter into a
contract for so furnishing the same as hereinabove and in said
specifications required.
The Board of Trustees reserves the right to increase or
decrease at its discretion, in reasonable amount, the number
of barrels of forty -two gallons of said asphaltum to be fur-
nished for said work, and in such event the same price per
barrel of forty -two gallons shall prevail as set forth in the
bid of said bidder, and the bidder in bidding accepts this
condition.

Trustee Co;:,ard seconded the motion and the resolution was passed
by the following vote:
Ayes: Tnistees Coward, Martin, Smiley and Rueger.
Eloes: Trustees None.
Absent: Trustee Ward.
It was moved by Trustee Martin, seconded by Trustee Smiley, that
consideration of the methods of improving Ballona Avenue and Main Street
be taken under further advisement for the period of one week and the
motion carried.
Trustee Coward moved the adoption of Ordinance No. 33 entitled:
"An,Ordinance of the City of E1 Segundo, California, amend-
ing Ordinance No. 5 of said City, passed on the 14th day of
February, 1917, entitled 'An Ordinance of the City of El Se-
gundo fixing the salary of the Clerk, Treasurer, Marshal and
Recorder of said City ",
which ordinance was introduced and read at a regular meeting of the
Board of Trustees held on the 27th day of February, 1918.
Trustee Martin seconded the motion to adopt the foregoing or-
dinance and the same was passed by the following vote:

Absent: Trustee Ward.
Trustee Smiley moved the adoption of Ordinance No. 34 entitled:
"An Ordinance of the City of it Segundo, California, amend-
ing Ordinance No. 14 of said City entitled 'An Ordinance of the
City of E1 Segundo providing for the calling of elections in
said City "',
which ordinance was introduced and read at a regular meeting of the
: 3oard of Trustees held on the 27th day of February, 1918.
Trustee Martin seconded the motion to adopt the foregoing or-
dinance and the same was passed by the following vote:
Ayes: Trustees Coward, Martin, Smiley and Rueger.
Toes: Trustees None.
Absent: Trustee Ward.
Moved by Trustee Smiley, seconded by Trustee Coward, that the
resignation of Louis V. Green as City Marshal and Street Superintend-
ent be accepted, to take effect March 15th, 1918, the compensation of
said officer to cease on said date. The motion carried.
By general consent the Board referred back to the head of
Paying Bills.

the demands be allowed and warrants drawn for the same. The motion
carried by the following vote:

No further business appearing, it was moved by Trustee Cow-
