1918 AUG 14 CC MINEl $�gando, Cal - August 14th, 1918: Regular meeting of the Board of Trustees of the City of E1 Segundo, California, *as held in the Council Chamber in the City Hall of said City on the above "date, being called to order at 7 :30 o'clock P.M. by Carl Ernest Ru.eger, President of the Board. ROLL CALL. Trustees present: Martin, Radney and Rueger. Trustees absent: Bryson and Ward. The City Clerk, Victor D. McCarthy, being absent, Trustee Radney was appointed Clerk pro tem by President Rueger. READING MIMES PREVIOUS MEETING. The minutes of the meeting held on the 7th day of August, 1918, were read without error or omission being noted, except that the words "the clerk" should be inserted after the word "instructed" in the fifth paragraph from the bottom on Page 52 of said minutes. 'Trustee Ward arrived just as the Clerk pro tem began to read the minutes. It was moved by Trustee Ward, seconded by Trustee Martin that the same be approved with the correction as above noted. Carried. WRITTEN CONMdUNICATIONS. A communication from the Southern California Edison Company re- lating to Rule Number 10 of the Fuel Administration was read. A letter from J. R. Henley of Santa Monica, California, relating to the operation of a jitney bus between Venice and E1 Segundo. A communication from the County Auditor of Los Angeles County, California, in words and figures as follows: "LOS ANGELES COUNTY State of California Los Angeles, Cal. Aug.10,1918. To the City Clem of the City of El Segundo, State of California. Dear Sir : - I beg to submit herewith a statement of the assessed valuation for your municipality as shown on the tax rolls for the fiscal year 1918 -19, in order that you may furnish to your Board of Trustees information that will enable them to pass an ordinance fixing your tax rate for the present fiscal year. I would ask that you give this matter your early at- tention and promptly advise us regarding your tax rate as soon as the same is established, in order that we may complete the tax rates for the fiscal year. This information must be in the hands of the Auditor before the first Tuesday after the first Monday in September, the date on which the Supervisors pass on all tax rates. This information will not be required if the County does not collect your taxes and, in that event, these figures submitted to you may be useful to you for comparison. Number of acres #1501. Value of Real Estate 1,087,860. Value of Improvements thereon 546,510. Moved by Ward, seconded by Martin, that the communications be filed. Carried. None., None . ORAL COMMUNICATIONS. REPORTS OF STANDING COMMITTEES. REPORTS OF SPECIAL COMMITTEES. President Rueger stated that the water valve was 0. K. The City Attorney reported that no reply had as yet been re- - aeived from the Pacific Electric Railway relative to the stopping of }{ cars of said Corporation at the intersection of their tracks with Ballona Avenue in E1 Segundo, the apparent reason being that Mr. Smith - of said Corporation was away on a vacation. UNFINISHED BUSINESS. Moved by Trustee Martin, seconded by Trustee Ward that Ordi- nance No. 42 entitled "An Ordinance of the City of E1 Segundo, Cali- fornia, Regulating the Collection and Disposal of Garbage and Rubbish and the Accumulation of Manure within said City, and Prescribing Penal- ties for Violation thereof ", which was introduced and read at a regu- lar meeting of the Board of Trustees'held on the 31st day of July, 1918, be adopted. Carried by the following vote: Ayes: Trustees, Martin, Ward, Radney and Rueger. Noes. None. Absent: Trustee Bryson. The Health Officer then sought information with reference to a Dumping Ground for City garbage and refuse. City Attorney advised the Health Officer that the Garbage Ordi- nance was not yet in effect, but that when it did go into effect, it would be necessary for the Garbage Collector and all other persons to get permits from the Board for dumping garbage as provided in said Ordinance. PAYING BILLS. The following demands on the general fund having had the ap- proval of the Committee on Finance and Records were read: R. F. Davis $5.00 D. C. Carried by the following vote: Ayes: Trustees, Martin, Ward, Radney and Rueger. Noes; None. Absent: Trustee Bryson. NEW BUSINESS. The communication of Mr. Henley hereinabove referred to, was considered by the Board, and the concensus of opinion was that the Board would not favor the maintenance of jitney or bus service between E1 Segundo and Venice, and would pass an Ordinance, if necessary, regulating the same. Considerable discussion was then had with reference to City tax matters and the amount of money necessary to be raised for City purposes during the year 1918 -1919, after which Trustee Martin intro - duced Ordinance No. 43 entitled, "An Ordinance of the Board of Trustees of the City. of E1 Segundo, Fixing the Amount of Money necessary to be raised by Taxation upon the Taxable Property therein as a Revenue to carry on the Various Departments and pay the Bonded Indebtedness of said City for the current year 1918 - 1919", which was read. The City Marshal announced that he had appointed Alfred McRae and C. L. Berry as Deputy City Marshals, and asked the approval of the Board thereof. Moved by Trustee Ward and seconded by Trustee Martin that the Marshal's appointment of Alfred McRae and C. L. Berry as Deputy Marshals be approved. Carried. No further business appearing, it was moved by Trustee Martin, seconded by Trustee Ward, that the meeting adjourn. Carried.
