1918 APR 03 CC MIN'1182 El Segundo, Cal., April 3rd, 1918. Regular meeting of the Board of Trustees of the City of E1 Se- gundo was called to order at 7:30 o'clock P. M. on the above date in the City Hall by Carl Ernest Rueger, President of the Board. ROLL CALL Trustees present: Coward, Martin, Smiley, Ward and Rueger. Trustees absent: None. READING MINUTES PREVIOUS MEETING. The minutes of the regular meeting held on the 27th day of March, 1918, were read. No errors or omissions being noted, it was moved by Trustee Ward and seconded by Trustee Coward that they be ap- proved, and the motion carried. The minutes of the adjourned regular meeting held on the 29th day of March, 1918, were then read, without error or omission being not- ed. It was moved by Trustee Ward, seconded by Trustee coward, that the same be approved, and the motion carried. j"RITTEN COL1MUNICAT IONS . A communication was received from Mr. W. E. Horton agreeing to construct a frame shed over the pump in the municipal corporation yard for the sum of $37.00. A communication was received from Mr. V. W. Robbins offering to construct the same shed for the sum of X34.00. communication was received from Mr. F. C. Callaway applying for the position of janitor at the new City Hall. These being all of the communications, it was moved by Trustee Coward, seconded by Trustee Ward, that the same be filed, and the motion carried. Done. None. ORAL COIu' IMICATIONS. REPORTS OF STANDING CO=TTEES. REPORTS OF SPECIAL C0121ITTEES. The Street Superintendent reported that rooters and scrapers for the road roller should be on hand, and requested that an order be placed for same. He reported also that he had repaired Maple Avenue by filling the holes in the street with sand, which he was unable to roll on account of the grade. The City Clerk reported that he was in need of demands and had received the following prices on two thousand: From Kingsley, Mason & Collins Co., - $17.00; From the Times Mirror Printing and Binding House - $15.00; From the Herald Publishing Co., - $14.75. UNFIV ISH&D BUSINESS. It was moved by Trustee Smiley, seconded by Trustee Ward, that the following resolution be adopted: "A REAS, the Board of Trustees of the City of El Segundo has heretofore advertised for bids for furnishing all the asphaltum neces- sary for the improvement of Ballona Avenue and Main Street within the City of E1 Segundo, as contemplated in the plans and specifications therefor on file in the office of the City Engineer of said City, and, "WHEREAS, bids were duly received therefor and publicly opened and declared on the 27th day of March, 1918, and, "WHEREAS, said Board took said bids under advisement until the ?UKEB 0 29th day of March, 1918, at which said time said Board, deeming it for the public interest and convenience of said city, rejected all of said bids and took the matter of the manner in which said as- phaltum should be purchased and acquired under advisement, and, "WHEREAS, this Board has duly deliberated upon said matter and has considered the same and has decided that the action hereinafter tak- en will best subserve the public interest and necessity of said City, "NOWT THEREFORE, BE IT RESOLVED: That in the opinion of this Board said asphaltum can be more economically purchased in the open market, "AND BE IT FURTHER RESOLVED: That said asphaltum be so purchased as the work progresses." The motion to adopt the said resolution was carried by the fol- lowing vote: Ayes: Trustees Coward, Martin, Smiley, Ward and Rueger. Noes: Trustees None. Absent:Trustees None. It was moved by Trustee Smiley, seconded by Trustee Ward, that a committee of two trustees be appointed to make arrangements for the pur- chasing of said asphaltum in the open market and that the said committee report back-to this Board for confirmation. The motion carried by the following vote: Ayes:- Trustees Coward, Martin, Smiley, Ward and Rueger. foes:- Trustees None. Absent:Trustees None. The Chair appointed Trustees Smiley and Coward as a committee. Moved by Trustee Coward, seconded by Trustee Ward, that Mr. V. W. Robbins be awarded the contract for the erection of a frame shed to be erected in the municipal corporation yard, for the sum of $34.00, as per his bid and plans submitted. The.motion carried by the following vote: 11-yes: Trustees Coward, Martin, Smiley, Ward and Rueger. Noes: Trustees None. Absent :Trustees None. Moved by Trustee Smiley, seconded by Trustee Martin, that the City Clerk be authorized to purchase the equipment requested by the Street Superintendent for a sum not to exceed $25.00. The motion carried by the following vote: Ayes: Trustees Coward, Martin, Smiley, Ward and Rueger. Noes: Trustees None. Absent: Trustees None. NEW BUSINESS. The Clerk announced that he had received a certificate from Mr. Homer W. Glidden, architect, showing that the municipal shed had been erected and completed as per contract with C. L. Edinger, and that the final payment of $152.50 was now due. Moved by Trustee Smiley, second- ed by Trustee Ward, that a warrant in the sum of $152.50 be drawn in payment of same and that the same be charged to the General Fund. The motion carried by the following vote: Ayes: Trustees Coward, Martin, Smiley, Ward and Rueger. Noes: Trustees None. .absent: Trustees None. The Clerk announced that he had received from Mr. Homer W. Glidden, architect, a certificate showing that $2,500.00 wgs now due Darrell Condley, the general contractor, for the erection and oomple- tion of the City Hall. It was moved by Trustee Coward, Seconded by Trustee Smiley, that a warrant be drawn upon the City Hall Bond Inter- est and Redemption Fund, 1918, in the sum of $2,500.00 in favor of Darrell Condley, as per the certificate filed with the City Clerk. The motion carried by the following vote: Ayes: Trustees Coward, Martin, Smiley, Ward and Rueger. Noes: Trustees None. Absent: Trustees None. The Clerk reported that he had received properly executed copy of the lease for the municipal coraoration yard from the Pacific Elec- tric Railway Company. He reported also that he had received a signed ?I)IiFB ism copy of agrae®en %• with the Southern California Edison Dompany for the furnishing of street lights'and that he had received from the State Railroad Commission decision No. 5237 in the Matter of the Application of Southern California Edison Company for a certificate of convenience and necessity, and that the three mentioned documents have been filed. Moved by Trustee Coward, seconded by Trustee Smiley, that the Street Superintendent be awarded a salary of $20.00 per month until the further order of this Board, said salary to commence on the first day of April, 1918, and to be payable monthly as all other city salaries are payable. Said motion was carried by the following vote: Ayes: Trustees Coward, Martin, Smiley, Ward and Rueger. Noes: Trustees None. Absent: Trustees None.
