Regular meeting of the Board of Trustees of the City of El Segundo
was called to order at 7 :30 P.i on the 2nd day of Kay, 1917, in the City
Hall, by Trustee Sydney R. ;Martin on account of the absence of the Pres-
ident. It.was moved by Trustee Smilpy, seconded by Trustee Coward, that
Trustee Sydney R. Martin act as President Pro Tem and the motion carried
by the following vote:
Ayes: Trustees Coward, Smiley, Ward.
Noes: None.
Absent: Trustee Rueger.
Not Voting: Trustee 1.1artin.
The City Clerk being absent, President ?ro Tem Kartin appointed
Trustee Coward as Clerk pro tem. Trustee Coward thereupon took up the
duties of Clerk

Ri.ADING MINUTES PREVIOUS 1METING .
The minutes of the previous meeting were read without error or
omission being noted, and upon motion of Trustee Smiley, seconded by
Trustee 4ard, they were approved as read.
This being the first meeting of the Board of Trustees held after the
Special T..iunicipal Election held in the City of E1 Segundo on the 30th
day of April, 1917, the City ClerkA rep rted at the hour of 7 :45 o'clock
P..:., that the returns of the Special Municipal Election held in the City
of E1 Segundo on said 30th day of April, 1917, were then and had been in
his possession in the envelopes containing them in the same condition as
when received from the offipeers at said election.
And the City ClerkMi presented said returns to the Board of
Trustees.
Loved by Trustee Smiley, seconded by Trustee Ward, that the Board
proceed to canvass the returns of the Special Municipal Election held in
the City of E1 Segundo on the 30th day of Apeil, 1917, submitting to the
electors of said city an ordinance prohibiting the keeping of Pool and
Billiard Tables for hire in said city; presented to the Board bythe City
Clerk pro tem.
Ayes: Trustees Coward,
Noes: Trustees None.
Absent: Trustee Rueger.
Smiley, Ward and Martin.
CARRIED.
Said motion having.carried, the Hoard of Trustees then proceeded
forthwith to publicly examine and canvass said returns, and upon the
completion of said canvass by the Board, Trustee Ward moved the adoption
of the following resolution, which motion was weeonded by Trustee Smiley:
WHEREAS, the Board of Trustees of the City of E1 Segundo in open
public session held on Wednesday, the second day of May, 1917, being the
first regular meeting of said Board after the Special Municipal Election
held in said city on the 30th day of April, 1917, proceeded to canvass the
returns of said election and canvassed the same in the manner provided by
law, now, therefore,
BE IT R=OEREH by the Board of Trustees of the City of E1 Segundo
#hat the returns of said election are in due form and show votes cast at
said election upon the proposition submitted to the electors of said city,
as follows:
The total number of valid ballots cast at said election in said city
of El Segundo upon said proposition was 303.
That the total number of votes cast for and against the proposition
submitted to the voters at said election, to -wit:
"Shall the Ordinance submitted to 1-he Board of Trustees of the City
of E1 Segr7ndo, California, by an initiative petition on the 28th day of
March, 1 §17, entitled: 'an Ordinance of the City of E1 Segundo prohibiting
the keeping of Pool and Billiard Tables for hire in said city', be adopted ?"
are as follows:
dumber of votes for said proposition "Yes" 108.
;umber of votes against said proposition "No" 195.
AND BE IT FURTHER R:SOLVEDthat the said proposition submitted to said
electors at said election not having received a majority of affirmative
votes, but having received a majority of negative votes as is hereby found
and determined, the said proposition is hereby declared rejected by the
qualified electors of said City of El Segundo, and the said ordinance sub_
mitted in said proposition is hereby declared rejected by said electors
and the same shall not become effective in said city.
IT IS SO ORDERED AND DETER1ZINED .
The motion to adopt the above resolution wgs carried by the follow-
ing vote:
Ayes: Trustees Coward, Smiley, and and Martin.

By general consent, application of the E1 Segundo Land and Improvement
Co. was referred to the City Attorney to report in one week.
Moved by Trustee Smiley, seconded by Trustee Ward, that the follow-
ing resolution be adopted:
WHEREAS Wm. %7oodard, by written application filed with the City Clerk
on the 2nd day of May, 1917, has requested that a permit be granted
him to conduct a Pool and Billiard Room inthe frame building situated on
the West side of Richmond St., (Lots 21 and 22, Block 12) between Frank-
lin and Ballona Ave., in the City of E1 Segundo,
N041 THEREFORE BE IT RESOLVED, that said applicant be, and he is hereby
granted permission to conduct a Pool and Billiard Room in said City, at
said location, to and including the 30th day of
June, 1917, subject tot~he right of the Board of Trustees to sooner revoke
the same, all as provided in ordinance No. 8 of said city, and,
BE IT FURTHER RESOLVED that the City Clerk shall immediately issue "
a written permit unto said applicant therefor. j
The said resolution was adopted by the following vote:
