1917 MAR 21 CC MIN22 El Segundo, Cal., March 21st, 1917. Regular meeting of the Board of Trustees of the City of El Segundo was held in the City Hall on the above date, being called to order by the Clerk at 7 :30 P. M.,owing to the absence of the President. It was moved by Trustee Coward, seconded by Trustee Ward, that Trustee Iuartin serve as President pro tem and the motion carried. ROIL CALL. Trustees Present: Coward, Martin, Smiley and ?Yard. Trustees Absent: Rueger. READING MINUTES PREVIOUS STING. The minutes of the previous meeting were read; no errors appearing, it was moved by Trustee Coward, seconded by Trustee Ward that the same be approved, which motion carried by the following vote: Ayes: Trustees Coward, Martin, Smiley and .Yard. Noes: None. Absent: Trustee Rueger. ORAL CO!vIL!UNI CATIONS. Wm. Wygal requested information as to the operation of the Business Ordinance as applying to the operatirs of vehicles and he was informed of the same by the City Attorney. REPORTS OF STANDING COMM1ITTEES. Trustee Coward, for the Public Safety Committee reported that they thought a wire fence about twenty -sue five feet square and six feet high with several individual kennels would serve as a dog pound, and that per- mission had been obtained to place the same on the property known as the City Park. It was moved by Trustee Smiley, seconded by Trustee Ward that the committee be authorized to proceed with the work as outlined, at a cost not to exceed $ 75.00 The motion carried by the following vote: Ayes: Trustees Coward, Smiley, Ward and Martin, Noes: None. Absent: Trustee Rueger; Trustee Smiley reported for the Committee of Finance and Records, that the safe had been purchased for $165.00 and was on the way. As to the repair ing the transom over City Hall door, that he had ordered the work done. None. REPORTS OF SPECIAL COL1MITTEES. Unfinished Business. Loved by Trustee Ward, seconded by Trustee Coward, that Ordinance No. 14, entitled: AN ORDINANCE OF THE CITY OF EL SEGUNDO PROVIDING FOR THE CALLING OF ELECTIONS IN SAID CITY, which was introduced at a regular meeting of the Board of Trustees held on the 14th day of March 1917, and had its second reading March 21st, 1917, be adopted. The same carried and the Ordinance adopted by the following vote: Ayes: Trustees, Coward, Smiley, ,'lard and Y Martin. Noes: None. Absent: Trustee Rueger. The City Attorney read to the Trustees extracts from a proposed law, regulating Sunday closing, action on which will soon be taken by the State Legislature, and it was aggreed to defer any action on a local ordinance of the same nature, pending the disposal of the above mentioned proposed law. NEW BUSINESS. Moved by Trustee Smiley second -ed by Trustee Coward, that-the action of the City Marshal in- purchasing four red lanterns instead of two, as desig- nated in the motion recorded in the minutes of the Board of Trustees held the 21st day of February, 1917, be, and the same is hereby ratified. Carried by the following vote: Ayes: Trustees Coward, Smiley, Ward and Martin. Paying of Bills. Moved by Trustee Coward, seconded by Trustee Ward, that the demand of R. W. Jackson, as approved by the - Committee of Finance and Records, in the amount of $12.95, be paid and a warrant drawn for the same. Carried by the following vote: Ayes: Trustees, Coward, Smiley, ;hard and Martin. Noes: None. Absent: Trustee '.R:ueger. NEW BUSINESS. Trustee Smiley stated that he desired an ordinance regulating the cleanliness of the city's streets and vacant property. After some dis- cussion, it was moved by Trustee Coward, seconded by Trustee Ward, that the At�orney be instructed to draft a Rubbish Ordinance.
