Regular meeting of the Board of Trustees of the City, of L1 Segundo,
California,was-held on the above date in-the City Eall, President Rueger
calling the meeting to order at 7 :35 .:�.

Trustees Present: Coward, :.lartin, Smiley and Rueger.
Trustees Absent: hard.
Leading :._inutes Previous meeting.
;, .-inutes of the previous meeting were read. Eo errors or omissions
being noted, it was moved by Trustee Coward, seconded by Trustee LArtin,
that the same be approved. Carried, by the following vote:
Ayes: Trustees Coward, .:artin, Smiley and Rueger.
Toes: None.
Absent: Trustee ;lard.
I.:otior_ by Trustee I,1artin, seconded by Trustee Smiley, that tjte Board
hear from the Safe Cabinet men, before proceeding with the regular order
of business. Carried.
A representative from Yawman & Erbe was first heard and then one from
The Safe Cabinet Co. After some discussion, the Committee of Finance and
Revenue, by general consent of the Board, was granted another week's time
in which to investigate the merits of the different safes and to choose
one for the City.

From, Binstead, applying for Pool Room License.
From -L-r. r. D. Gardner, applying for appointment as Building Inspec-
tor. A petition from numerous residents and electors, petitioning the Board
to grant Billiard Room Licenses in this city.
It was moved by Trustee Smiley seconded by Trustee Lartin, that the i
communications, as regd, be placed on file. Carried.
REPORTS OF STANDING CO11,=TTEES .
The Public Works Committee, reported through chairman Liartin, that
they had inspected the premises of Lr. Hilbert and had given him permiss-
ion to proceed with his proposed improvements.
REPORTS OF SPECIAL COL:12TTEES .
Trustee Smiley, who had been delegated to purchase chairs for use in
the City Hall, reported that he had the chairs on hand. The same proved
satisfactory to the Board and it was moved by Trustee Martin, seconded by
Trustee Coward, that Lx. Smiley be discharged from the committee. Carried.
UNFINISHED BUSINESS.
Trustee Coward moved the adoption of Ordinance No. 8, entitled:

Trustee Smiley requested a second reading of the ordinance which was
had. Trustee Smiley then seconded the motion to adopt the same, which
carried by the following vote:
Ayes: Trustees Coward, L;artin, Smiley and Rueger.
Noes: None.
Absent: Trustee Gard.
Trustee Smiley moved the adoption of ordinance ITo. 9, entitled:

TMIU CIPALITY, which was introduced and read at a regular meeting of the
Board of Trustees held on the 21st day of February, 1917.
Trustee Iaartin seconded the motion and the ordinance was adopted by
the following vote:
Ayes: Trustees Coward, Partin, Smiley and Rueger.
Noes: None.
Absent: Trustees Ward.
Trustee Martin moved the adoption of Ordinance No. 10, entitled:
AN 01RDINAi10E OF THE CITY OF EL SEGUNDO REGULATING THE USE OF THE
PUBLIC STREETS AND PLACES WITHIN SAID CITY AND PROHIBITING INJURY THEREI
TO OR OBSTRUCTION THEREOF, which ordinance was introduced and read at a
regular meeting of The Board of Trustees held on the 21st day of February,
1917.
Trustee Coward seconded the motion and the ordinance was adopted
by the following vote:
Ayes: Trustees Coward, Martin, Smiley and Rueger.
Noes: None.
Absent: Trustee Ward.
Trustee Coward introduced Ordinance No. 11, entitled:
AN ORDINANCE OF THE CITY OF EL SEGUNDO BBTABLISHING RULES FOR THE
PASSAGE OZ ORDINANCES OF SAID CITY; FOR CONDUCTING THE PROCEEDINGS OF
THE BOARD OF TRUSTEES THEREOF; FOR COLTELLING THE ATTENDANCE OF ABSENT
P =.:BARS AND FOR TIM PUNISH=. NT OF ANY PERSON FOR DISORDERLY - BEHAVIOR AT
ANY MEETING, and the same was read for the first time.
Loved by Trustee Coward, seconded by Trustee Smiley, that the City
Attorney be granted another week in which to draft ordinance regulating
General Business. Carried.
Moved by Trustee Martin, that the following bills, as approved by
the Committee of Finance and Revenue, be paid and warrants drawn for same:

Trustee-Coward seconded the motion and the same carried by the
following vote:
Ayes: Trustees Coward, Martin, Smiley and Rueger.
Noes: None.
Absent: Ward.
By general consent, the Board referred back to Oral Communications
and President Rueger stated the pleasure of the Board to hear from any
one present who cared to address them.
W. W. Hemlin stated that he had canvassed the city relative to
securing the support of the people in his efforts to make it worth his
while to collect garbage. He reported having found the people willing
to pay for this service, but inasmuch as he had not filed his written
application with the Board, the President informed him that they could
take no action.
NEW BUSINESS.
Moved by Trustee Smiley, seconded by Trustee Ylartin, that the
appointment of four deputies by the City Marshal, viz., Hiss, Devine,
Phillips and Hancock, be approved by the Board. Oarried.
moved by Trustee Smiley seconded by Trustee Martin, that the City
Attorney draw an ordinance prohibiting the erection of Billboards in
the City, carried, by the following vote:
Ayes: Trustees Coward, martin, Smiley and Rueger.
Noes: None.
Absent: Trustee Ward.
Moved by Trustee Coward, seconded by Trustee Smiley, that the meet-
ing adjourn until Wednesday March 7th, 1917, at 7:30 o'clock P.M. at the
same place. carried.
