El Segundo, Cal., August 15th, 1917.
Regular meeting of the Board of Trustees of the City of E1 Segundo
was called to order at 7 :30 o'clock P. M. on the above date, in the
City Hall, -with President Rueger in -the chair.
ROLL CALL.
Trustees present: Smiley, Ward and Rueger.
Trustees absent: Coward and Martin.
READING MINUTES PREVIOUS MEETING.
The minutes of the previous meeting were read; no errors or omiss-
ions being noted, it was moved by Trustee Ward, seconded by Trustee
Coward, that the same be adopted, and the motion carried.
Trustee Coward appeared at the meeting during the reading of the
minutes, at 7 :45 o'clock P. M. and Trustee Martin appeared at 7 :50
o'clock P. M.
WRITTEN COMMUNICATIONS.
From the County Auditor, setting forth the assessed valuations of
E1 Segundo's real and personal property.
From T. G. Ellis, and others, a petition praying the improvement of
Ballona Avenue, and suggesting that the funds for said purpose be
acquired through a bond election.
Moved by Trustee Smiley, seconded by Trustee Ward, that the commun-
ioations be filed. Carried.

ORAL COMMUNI CAT I US .
REPORTS OF STANDING COMMITTEES.
Trustee Smiley of the Public Works Committee reported that owing
to a break in the culvert at the corner of Ballona Avenue and Main
Street, a dangerous condition existed, and that he had ordered the
some repaired.
REPORTS OF SPECIAL COMMITTEES.
The City Attorney reported that he had taken the matter of bills
for street lights in E1 Segundo up with the Attorney for the Southern
California Edison Company and that gentleman had informed him that
the slid bills must have been forwarded from the branch office in error,
He told the City Attorney that he would see that no farther bills
would be sent to the Board and suggested that they be ignored, if render-
ed.
UNFINISHED BUSINESS.
The assess valuation of property in the City of E1 Segundo, as re-
ported by the City Auditor, being greatly in excess of previous valuat-
ions, it was moved by Trustee Smiley, seconded by Trustee Martin, that
the matter be referred to the City Attorney for investigation. Carried.
Following discussion of the petition to improve Ballona Avenue,
Trustee Coward suggested that the Board endeavor to obtain the plans
and specifications which had been adopted for this purpose by the Board
of Supervisors, when they contemplated the improvement of said avenue,
and by general consent, the City Attorney was instructed to endeavor to
acquire the plans.
NEW BUSINESS.
After estimating and discussing the tax levy for the coming year,
Trustee Martin introduced Ordinance No. 18, entitled:
AN ORDINANCE OF THE BOARD OF TRUSTEES OF THE CITY OF EL SEGUNDO,
FIXING THE AMOUNT OF MONEY NECESSARY TO BE RAISED BY TAXATION UPON THE
TA%ABLE PROPEM THEREIN CIS A REVENUE TO CARRY ON THE VARIOUS DEPART-
MENTS AND PAY TM BONDED INDEBTEMMS OF SAID CITY FOR THE
CURRENT YEAR 1817 -1918.
The chair referred back to Oral Communications in order to hear
from Mr. W. E. Tutt, representative of the State Compensation Insurance
Fund. He explained somewhat the workings of the Fund,-during which
explanation the responsibility of the Olty in case of injury to any of
its employees was shown. Following this, Trustee Coward introduced
the following resolution and moved its adoption:
RESOLVED that the Board of Trustees do hereby elect to avail them-
selves of the provisions of the State Compensation Insurance Fund, and
be it further
RESOLVED that the City Clerk be, and he is hereby authorized to
arrange with the representative of said State Compensation Insurance
Fund, for the issuance of a policy covering all employees of said City.
Trustee Smiley seconded the motion, and the resolution was adopt-
ed by the following Tote:
Ayes: Trustees Coward, Martin, Smiley Ward and Rueger.
Toes: None.
Absent: Trustees None.
