2026-05-19 CC Agenda Packet - Public Communication related to Item B9 - Kiwanis waiverOutlook Upcoming Agenda item From Stolnack, Julie <jstolnack@elsegundoccb.org> Date Fri 5/15/2026 10:51 AM To *ALL CITY COUNCIL <al[council @elsegundo.org> Good morning, I was reading the upcoming Council agenda last night and saw the agenda item you will be discussing and voting on proposed by Kiwanis. Kiwanis has a new fundraiser and wants you to waive the Municipal Code to allow them to have a beer garden in Rec. Park for their new roller skating event. This is the first time I have heard about this and I feel that in the past this would have been an agenda item for RP&L Commission to review prior to Council vote. However, once again, we have not seen or heard a thing about this. I would just like to give my opinion on the matter. This is nothing to do with Kiwanis, but everything to do with just bringing more and more alcohol into our community events. I do not feel we should start opening up more and more of our city parks, facilities, etc. to alcohol consumption just to attract more people to the fundraiser. Roller skates and alcohol in my opinion may not mix well and possibly open the City to a possible lawsuit, if someone is injured. This is going to open the door for more and more events at Rec. Park with alcohol. Next thing we will be allowing Little League/Girls Softball/Babe Ruth to sell beer and wine at the snack bar or have a beer garden on Opening Day. When I was on the Little League Board we had issues with various parents enjoying cocktails in the bleachers or outfield. It seems to me the City Attorney keeps a close eye on anything that is happening on City property that this would be a red flag. Just having volunteers work in the Rose Garden was an issue in case the roses jumped out and grabbed us. So, I would think a person reliving their teen years on roller skates with a few beers in them would be a no brainer. I am all for the fundraiser on wheels, but not for adding the alcohol component. So as a RP&L Commissioner, if this were brought before us, I would be voting NO. From here on out I will be contacting you as a resident again and not a Commissioner as this is my last month serving the city I love. Kindly, Julie
