MEETING MINUTES

A. CALL TO ORDER — The meeting of the Recreation and Parks Commission was called to order by
Chairperson Motta at 6:00 p.m. in the City Hall Council Chambers.

D. PRESENTATIONS/INTRODUCTIONS —
1 . In honor of Parks and Recreation month, Recreation Supervisors Ryan Delgado, Jeanette
Gant, Shawn Green, and Darren Uhl shared highlights from their respective sections.
E. PUBLIC COMMUNICATIONS —
1. Waylon Eidem spoke about his desire to help redesign and rebuild the Skate Park.
F. CONSENT CALENDAR —
1. APPROVAL OF THE MINUTES of the Recreation and Parks Commission Regular Meeting
of June 20, 2018. (Commission Action Required)
MOTIONED by Commissioner Lubs and SECONDED by Vice Chairperson Davis to approve the
minutes of the June 20, 2018 Regular Meeting. MOTION CARRIED 5-0.

H. NEW BUSINESS —
1. Consideration and possible action regarding the election of the Recreation and Parks
Commission Chairperson and Vice Chairperson for a term to expire in June 2019. (Fiscal
Impact: None)
Vice Chairperson Lee Davis made a motion to nominate Chairperson Bob Motta to act as the
Commission Chairperson for a term to expire in June 2019. MOTION CARRIED 5-0.
Chairperson Bob Motta made a motion to nominate Vice Chairperson Lee Davis to act as the
Commission Vice Chairperson for a term to expire in June 2019. MOTION CARRIED 5-0.
2. Discussion and possible action to assign or reconfirm Commissioners to various subcommittees,
including the Youth Sports Council, Aquatics Subcommittee and the Golf Course Subcommittee,
and further discuss creation of ad -hoc subcommittees for special purposes. (Fiscal Impact:
None)
The Commission made the following appointments:
1. Youth Sports Council: Dave Lubs
2. Golf Course Subcommittee: Alex Farfan, alternate Julie Stolnack
3. Aquatics Subcommittee: Lee Davis, Dave Lubs
4. Ad -hoc subcommittees: will appoint as necessary
3. Consideration and possible action related to reviewing options related to prospective pricing
policies for City aquatic facilities. (Fiscal Impact None)
Meredith Petit provided information about this agenda item, which is an update of
the last Aquatics Subcommittee meeting. Residents expressed concerns about some of the
aquatics fees City Council approved at their June 5 meeting. As a result of the discussion at
the Aquatics Subcommittee, staff would like feedback from the commission regarding a
financial assistance program across the board for all recreation programs, collecting payment
each time a pool is used, and not yet implementing drop -in fees at the Plunge.
The Commission discussed this item and provided feedback. Staff will provide information at
a future meeting on financial assistance programs.
4. Consideration and possible action related to modifying the hours at the El Segundo Teen
Center, posting new signage to reflect the new hours and implementing a new El Segundo
Teen Center logo.
Arecia Hester gave a presentation overviewing the proposed hours and logo for the Teen
Center.
MOTIONED by Chairperson Motta to approve the Teen Center logo. SECONDED by
Commissioner Farfan. MOTION CARRIED 5-0.
The Commission discussed the Teen Center hours. They would like the Teen Center hours to
be aligned with the Skate Park hours. The Commission concurred that the Teen Center
should close no later than 10:30pm on Friday and Saturday nights.
MOTIONED by Chairperson Motta to approve Teen Center hours and signage as amended.
SECONDED by Commissioner Lubs. MOTION CARRIED 5-0
I. REPORTS —

a. Aquatics — Vice Chair Lee Davis
Fill the Pool campaign, by South Bay Sports, Health & Recreation (SBSHR) is tomorrow
at 4:00. It will be the last chance to get a paver and be included on the donor wall
before the pool opens.
b. Golf Course Subcommittee and Lakes Task Force — Alex Farfan
Joint task force received RFP's from nine entities. The joint task force scored them and
the top five were invited to give presentations last Thursday and Friday. On July 25
members of the joint task force will meet and discuss the presentations.
Meredith Petit added all nine proposals will be considered by City Council, whether or
not they were invited to make a presentation.
c. Youth Sports Council — Chairperson Motta
They will meet again at the end August.

• The Woman's Club plaque was installed at the holiday tree in Library Park.
• Picnic tables and recycled containers were installed at the new picnic shelter.
• A RFP for landscape maintenance was published.

• Shared video of July 4th celebration.
• Written report submitted.
• City Council held a budget study session and will continue on August 13 at a special
meeting. Capital improvement projects will be discussed at that time.
• The Craft Beer and Music Festival is postponed until next spring.
J. COMMISSIONER'S COMMENTS —
Commissioner Stolnack: Commended Meredith Petit and Christopher Hentzen on having the
medians on Pacific Coast Highway between Imperial and Rosecrans weeded and improved.
Commissioner Lubs: None
Vice Chair Davis: Complimented Waylon and he would also like to see something done with
the skate park; he and his family had a nice time when they saw Barbara Morrison at
Concerts in the Park. She was great.
Chairperson Motta: Thanked staff for their hard work; would like the community get out to see
Mary Poppins.

The meeting was adjourned at 7:50 p.m. The next Regular Commission Meeting is scheduled
for Wednesday, August 15, 2018 at 6:00 p.m. in the City Hall Council Chambers, 350 Main
