CALL TO ORDER — The meeting of the Recreation and Parks Commission was called to order by Chairperson Motta at 6:00 p.m. in the City Hall Council Chambers. B. PLEDGE OF ALLEGIANCE — Led by Chairperson Motta C. ROLL CALL — Commissioner Julie Stolnack - Present Commissioner Alex Farfan - Absent Commissioner Dave Lubs - Present Vice Chair Lee Davis - Present Chairperson Bob Motta - Present ALSO PRESENT — Meredith Petit, Recreation & Parks Director Arecia Hester, Recreation Superintendent Christopher Hentzen, Park Maintenance Superintendent Dan O'Toole, TV Program Manager Ryan Delgado, Recreation Supervisor Darren Uhl, Recreation Supervisor Shaunna Hunter, Recreation Coordinator Jackie Day, Senior Administrative Specialist D. PRESENTATIONS/INTRODUCTIONS — 1 . Recreation Supervisor Darren Uhl recognized Sears Home Services Division for their sponsorship of Farmers Market Summer of Fun. 2. Recreation Supervisor Ryan Delgado recognized Bill Ruane for his sponsorship of the July 4'" Celebration, Elderfest, and the Family Campout. 3. Recreation Supervisor Ryan Delgado recognized Chevron for their sponsorship of the Summer Concerts in the Park. 4. Scott Morgan, General Manager at The Lakes, provided information about the financials, activities, and events at The Lakes. 1 . Victor Ayaay from Tree Musketeers: The Next Generation provided information about their Arbor Day event at Memory Row on May 28, 2018 at 10:00 am. 2. City Manager Greg Carpenter talked about the City's strategic planning and budget workshops. He explained and distributed a strategic planning survey for the Commissioners to complete and return. �4101zN4z1II&k\44z1D7_\;Z 1. APPROVAL OF THE MINUTES of the Recreation and Parks Commission Regular Meeting of April 18, 2018. (Commission Action Required) MOTIONED by Commissioner Lubs and SECONDED by Vice Chairperson Davis to approve the minutes, amended to reflect Commissioner Lubs attendance, of the regular meeting minutes of April 18, 2018. MOTION CARRIED 3-0-1 . (Commissioner Stolnack was not on the Commission for the April 18 meeting) G. UNFINISHED BUSINESS — 1 . Staff will provide an update on the City Council discussion related to the non -golf special event applications for The Lakes of El Segundo, previously discussed on April 18, 2018. Meredith Petit provided an update on the non -golf special events at The Lakes, specifically the upcoming concert and beer festival. She shared the progression of the event since the Commission last met on April 18. City Council wants the applicant to work directly with the police and fire departments in more detail to insure their requirements can be complied with. City Council also requested to know the applicants plan for event attendees parking. Event coordinators have secured parking at the Chevron lots along El Segundo BI. City Council dictated parking be raised from $10 to $20 with proceeds being distributed to local non- profits. Additionally, event coordinators will be working with Uber and Lyft. Risk assessment and insurance amounts were set. A fee of $1 2,500 was set for the rental of The Lakes. Commissioner Lubs requested to know the revenue the event coordinators make. Commissioner Stolnack asked if the $20 parking fee would apply to the cross country event. Meredith explained the team's coach is still exploring parking options. The Lakes rental fee for the cross country event is $1,750. H. NEW BUSINESS — 1 . Consideration and possible action regarding barrier netting options and estimates between Stevenson Field and the Softball Field at Recreation Park. (Fiscal Impact: TBD) Christopher Hentzen reported on the estimates received from three vendors. It turns out there is more involvement to this project that was previously discussed. The Commission discussed this item and agreed to put it on the prioritization list. =:l 4 Z91It &IM 1. REPORTS OF SUBCOMMITTEES a. Aquatics — Vice Chair Lee Davis They met this month and discussed implementation and startup of the aquatics center. There will possibly be a task force formed to interview clubs coming in. b. The Lakes Task Force — Meredith Petit Deadlines for bids was last Thursday. Of the 9 proposals received, 8 were golf related. The Task Force will review and discuss the proposals and come to a consensus on who to invite for in -person interviews and presentations. They will forward their findings to City Council c. Youth Sports Council — Chairperson Motta They will meet again in August. 2. DEPARTMENT STAFF REPORTS a. Arecia Hester, Recreation Superintendent • Written report submitted • Welcomed and thanked Commissioner Stolnack for her service • Reminded everybody to come to the July 4 festivities. b. Christopher Hentzen, Park Maintenance Superintendent • Written report submitted • The picnic structure at Rec Park is under construction. Completion is running behind schedule. • Recruitment for Park Maintenance positions is in the process. c. Dan O'Toole, TV Program Manager • Written report submitted • Shared video of Santos Haro and the tree crew in action. 3. DEPARTMENT DIRECTOR REPORT — Meredith Petit • Written report submitted. • City Council approved and adopted aquatics fees. They directed staff to readdress some of the fees, which will come back to the Commission in July. • City Council approved creating as ad hoc committee for aquatics. • Welcomed Julie. J. COMMISSIONER'S COMMENTS — Commissioner Stolnack: Looks forward to serving on the Commission for the next 4 years. Commissioner Lubs: Welcomed Julie; thanked Victor from Tree Musketeers; thanked Meredith for sharing information. Vice Chair Davis: Welcomed Julie thanked Bill Ruane and Chevron for their consistent support; complimented Victor from Tree Musketeers.
