MEETING MINUTES

A. CALL TO ORDER — The meeting of the Recreation and Parks Commission was called to order by
Chairperson Motta at 6:00 p.m. in the City Hall Council Chambers.

D. PRESENTATIONS/INTRODUCTIONS —
Scott Morgan gave an update on The Lakes financials, activities and events.
Commissioner Stolnack asked why they would fumigate for termites when they are going to
tear the building down. Scott explained they are still deciding the best course of action.
E. PUBLIC COMMUNICATIONS —
Patrick Stanford from AYSO Region 92 gave an update on teams in league play and all-
stars that are moving on. Field allocations have become critical. They are four hours short of field
space for the U1 2 group and are trying to find space. Other youth groups are not willing to
share space as they have in previous years.
F. CONSENT CALENDAR —
1. APPROVAL OF THE MINUTES of the Recreation and Parks Commission Regular Meeting
of January 16, 2019. (Commission Action Required)
MOTIONED by Vice Chairperson Davis and SECONDED by Commissioner Farfan to approve
the minutes of the January 16, 2019 regular Meeting. MOTION CARRIED 4-0.

H. NEW BUSINESS —
1 . Consideration and possible action regarding the request for placement of a donated
tree with memorial plaque at Memory Row honoring Ester Troxel. Donation by Judy
Koffroth. (Fiscal Impact: Staff time to be absorbed into operational budget)
MOTIONED by Vice Chairperson Davis and SECONDED by Commissioner Farfan to
accept the donated tree and memorial plaque and approve the placement at Memory Row.
MOTION CARRIED 4-0.
2. Consideration and possible action to adopt a formal policy related to scheduled athletic
field rest and renovation to ensure the preservation and safety of the most heavily used
turf areas. (Fiscal Impact: $15,000 annually)
Christopher Hentzen and Shawn Green presented information about the proposed field
rest and renovation schedule and of the proposed changes to the Summer Adult Co -Ed
Softball League.
MOTIONED by Chairperson Motta and SECONDED by Vice Chairperson Davis to
approve the proposed schedule for Recovery Renovation to be implemented at Brett Field
during July -August in odd years and at Richmond Field mid -June through mid -August in
even years. MOTION CARRIED 4-0.
MOTIONED by Chairperson Motta and SECONDED by Commissioner Farfan to approve
the modifications of rules for the Summer Adult Co -Ed Softball League to include divisions
and a home run rule appropriate for shorter fields, and to provide the Commission
feedback from the Adult Co -Ed Softball League participants about the changes. MOTION
CARRIED 4-0.
3. Discussion and possible action to select a date to hold a Special Meeting regarding
Acacia and Washington Park designs. (Fiscal Impact: None)
MOTIONED by Chairperson Motta and SECONDED by Vice Chairperson Davis to schedule
a Special Meeting on March 13, 2019 at 6:00pm regarding Acacia and Washington Park
designs, and to cancel the Regular Meeting of March 20. 2019. MOTION CARRIED 4-0.
I. REPORTS —
1. REPORTS OF SUBCOMMITTEES
a. Aquatics — Vice Chairperson Lee Davis
Meeting was cancelled
b. Golf Course Subcommittee — Christopher Hentzen
Discussion centered on the timeline of the changes at The Lakes.
Meredith explained the next steps are the land use and lease agreements. The
earliest they are expected to be approved is March 19.
c. Youth Sports Council
Did not meet
d. Gateway Committee — Julie Stolnack
The committee is making headway on concepts for the project; they had a site visit.
2. DEPARTMENT STAFF REPORTS
a. Arecia Hester, Recreation Superintendent
• Written report submitted
• Meredith Petit reported Spring break camp registration will begin in March. Easter
Egg Hunt is in April.
• Recreation Supervisor Shawn Green reported staff is planning a Pickle Ball
Tournament in April.
b. Christopher Hentzen, Park Maintenance Superintendent
• Written report submitted
• Received an inquiry from a resident wanting to know if they are using Roundup at
Holly Kansas Park. The agreement with the contractor is they will not spray in or
around play areas at the parks. Going forward they will eliminate any weed
spraying at the small parks. Weed control will be done mechanically or by hand.
c. Darnell Jenkins, Acting TV Program Manager
• Written report submitted
• El Segundo TV covered an ESHS boys basketball game, also called Cam night. Cam is
a student who loves basketball and is not on the team. He works for the team and
interns with El Segundo TV. He was allowed to play and it was a magical night.
3. DEPARTMENT DIRECTOR REPORT — Meredith Petit
• Written report submitted.
• City Council awarded the contract for Holly Valley playground replacement.
One of the items in the contract is the option for a short fence, which will be discussed
at the next Commission meeting and encouraged the Commission to visit the park
beforehand.
Vice Chair Davis asked for a facility repair update for the plunge. Meredith
explained the heater was ordered and has been shipped. Hopefully, the install will
be complete by mid -March.

Commissioner Stolnack: The Acacia/Washington Park meeting was well attended. She saw the
architects' designs. Arecia explained the background and expense of the pool and cost
involved in keeping the pool at Acacia Park; swings got the number one vote for the park;
discussed size of trees to be installed, requesting larger trees with established canopies is
desired.; Some people expressed a desire to have speed bumps on the street; more interest
in Acacia than Washington Park; the new blue recycle barrels at Stevenson Field need to be
paired with trash cans.
Commissioner Farfan: No additional comments
Vice Chair Davis: Looks forward to seeing future decisions for aquatics and Acacia Park.
Chairperson Motta: No additional comments

L. ADJOURNMENT —
The meeting was adjourned at 7:02pm. A Special Meeting is scheduled for Wednesday,
March 13, 2019 at 6:00pm in the City Hall Council Chambers. The Regular Meeting of
Wednesday, March 20, 2019 is cancelled. The next Regular Commission Meeting is
scheduled for Wednesday, April 17, 2019 at 6:00 p.m. in the City Hall Council Chambers,
350 Main Street, El Segundo, CA, 90245.
