Chair Wagner called the El Segundo Planning Commission meeting to order at CALL TO ORDER
5:30 p.m. in the El Segundo City Hall's Council Chambers, 350 Main Street, El
Segundo, California.
Vice Chair Baldino led the Pledge of Allegiance to the Flag. PLEDGE TO FLAG
PRESENT: WAGNER, BALDINO, NISLEY, NICOL, and NEWMAN ROLL CALL

Chair Wagner presented the Consent Calendar. CONSENT CALENDAR

CONSENT
Commissioner Newman moved, seconded by Vice Chair Baldino, to approve the MOTION
October 11, 2012 Minutes. Motion carried (5-0).
Chair Wagner presented Agenda Item E-2A, Environmental Assessment No. EA- DIRECTOR DECISIONS
980, Adjustment No. ADJ 12-05, Parking Demand Study PDS 12-07, and Smoky FOR PARKING
Hollow Specific Plan Review SHSPR 12-03. Applicant: Debi Koppel. Address: DEMAND STUDIES
110 Maryland Street. Property Owner: DPK Designs, Inc. EA-980; ADJ 12-05; PDS
12-07, and SHSPR 12-
03.
Commissioner Newman moved, seconded by Vice Chair Baldino, to Receive and MOTION
File the Director of Planning and Building Safety's approval of Environmental
Assessment No. EA-980 Adjustment No. ADJ 12-05, Parking Demand Study PDS
12-07, and Smoky Hollow Specific Plan Review SHSPR 12-03. Motion carried
(5-0).

Commissioner Nisley recused himself from participating in Agenda Item H-3 for NEW BUSINESS —
potential conflict of interest reasons because his residence is located within 500 PUBLIC HEARING
feet of the subject property and then left the dais.
Chair Wagner presented Agenda Item H-3, Environmental Assessment No. EA-
981, Variance No. VAR 12-01, Subdivision No. SUB 12-04, and Transfer of
Development Rights No. TDR 12-01. Applicant: The Boeing Company. Address:
1700 East Imperial Avenue. Property Owner: The Boeing Company.
Masa Alkire principal planner presented a PowerPoint presentation (for the
record).

Bob Ohls, Boeing Representative
Mr. Ohls clarified why the transfer of the development right was completed in
2003. The reason was to allow more "high -bay" lab production space at the
Boeing manufacturing facility located at Nash and Imperial. He gave a brief
statement and stated he is available to answer any questions.
Commissioner Newman inquired about the appearance of the new building
matching the aesthetic of the existing building.
Mr. Ohls stated that he would like to see the existing building have a make over to
match the addition in the future.
Ms. Newman inquired when Boeing was established in El Segundo.
Mr. Ohls stated Boeing was established in El Segundo in 2001.
Vice Chair Baldino moved, seconded by Commissioner Nicol, to approve MOTION
Resolution No. 2724 approving Environmental Assessment No. 981, Variance No.
VAR 12-01, Subdivision No. SUB 12-04, and Transfer of Development Rights No.
TDR 12-01. Motion carried (4-0).
Commissioner Nisley returned to the dais in the Council Chambers.

PUBLIC HEARING
CONTINUED BUSINESS
Planning and Building Safety Director Sam Lee stated that the November REPORT FROM
22nd meeting is cancelled and that there will be a regularly scheduled meeting on PLANNING AND
December 13"'. He provided a brief overview of the new case planner process for BUILDING SAFETY
the Planning Division. DIRECTOR
Commissioners wished everyone Happy Thanksgiving. Commissioner Newman PLANNING
stated that the El Segundo tree lighting is on December 06, 2012. COMMISSIONERS
COMMENTS
Chair Wagner adjourned the meeting. Motion carried (5-0).
The meeting adjourned at 6:06 p.m.
