2012-04-12 PC MinutesMINUTES OF THE MEETING OF THE PLANNING COMMISSION OF THE CITY OF EL SEGUNDO, CALIFORNIA April 12, 2012 Chair Wagner called the El Segundo Planning Commission meeting to order at CALL TO ORDER 5:30 p.m. in the El Segundo City Hall's Council Chambers, 350 Main Street, El Segundo, California. Vice Chair Fellhauer led the Pledge of Allegiance to the Flag. PRESENT: WAGNER, FELLHAUER, NEWMAN, and BALDINO ABSENT: BARBEE None. Chair Wagner presented the Consent Calendar None. PLEDGE TO FLAG ROLL CALL PUBLIC COMMUNICATIONS CONSENT CALENDAR CALL ITEMS FROM CONSENT Vice Chair Fellhauer moved, seconded by Commissioner Newman to approve the MOTION March 22, 2012 Minutes. Motion carried (4-0). Chair Wagner presented Agenda Item E-2A, Environmental Assessment No. EA- DIRECTOR DECISIONS 963 and Parking Demand Study (PDS) No. 12-03. Applicant: Time Warner Cable FOR PARKING Regional Sports. Address: 2345 Alaska Avenue & 2352 Utah Avenue. Property DEMAND STUDIES FOR Owner: FNL/Alaska Properties. EA-963 and PARKING DEMAND STUDY (PDS) NO. 12-03 Vice Chair Fellhauer moved seconded by Commissioner Newman to Receive and MOTION File the Director of Planning and Building Safety's approval of Environmental Assessment No. EA-964 and Parking Demand Study No. 12-03. Motion carried (4-0). None. Chair Wagner presented Agenda Item H-3, Environmental Assessment No. EA- 965 Determination of Consistency of the Maple Avenue Roadway Rehabilitation Project with the City of El Segundo General Plan. Applicant: City of El Segundo Public Works Department. Address: 2700-foot Section of Maple Avenue Right - Of -Way between Sepulveda Boulevard and Nash Street. Property Owner: City of El Segundo. Principal Planner Paul Samaras presented the staff report (of record.) Commissioner Baldino inquired if this included funding by the county only. Mr. Samaras stated that the funding is part of Measure R and he does not know if the city is required to provide matching funding. WRITTEN COMMUNICATIONS NEW BUSINESS — PUBLIC HEARING for EA-965 GENERAL PLAN CONSISTENCY FINDING FOR MAPLE AVENUE ROADWAY PROJECT PAPlanning & Building Safety\0 Planning - Old\PLAN-COM\MINUTES\2012\2012 04-12 Minutes.doc Page 1 Commissioner Newman inquired about alternative means of transportation for pedestrian as well as vehicles. Mr. Samaras stated that part of the project includes pedestrian improvements. Commissioner Newman moved, seconded by Vice Chair Fellhauer for the MOTION Planning Commission to approve Resolution No. 2716 approving Environmental Assessment No. EA-965 Determination of Consistency of the Maple Avenue Roadway Rehabilitation Project with the City of El Segundo General Plan. Approved (4-0). Chair Wagner presented Agenda Item 1-4, Environmental Assessment No. EA- PUBLIC HEARING 960, Conditional Use Permit (CUP) No. 12-01, and Parking Demand Study (PDS) CONTINUED BUSINESS No. 12-01. Applicant: Marc Schramm. Address: 343 Coral Circle. Property EA-960; CUP 12-01 and Owner: Oceanside Christian Fellowship, Inc. PDS 12-01 Vice Chair Fellhauer moved, seconded by Commissioner Baldino to open the MOTION public hearing and continued the matter to the May 10, 2012 meeting Environmental Assessment No. EA-960, Conditional Use Permit (CUP) No. 12-01 and Parking Demand Study (PDS) No. 12-01 and Resolution No. 2715. Motion carried (4-0). Planning Manager Kimberly Christensen stated that the next regularly scheduled REPORT FROM meeting would be on April 26, 2012 and reviewed a list of items tentatively PLANNING AND scheduled for that meeting. BUILDING SAFETY DIRECTOR Chair Wagner congratulated Vice Chair Fellhauer for being appointed as a PLANNING Councilmember and that she is going to be missed. He stated that he has enjoyed COMMISSIONERS the time working along side her as a Commissioner. Vice Chair Marie Fellhauer COMMENTS thanked her fellow Commissioners, the Council, and staff. None. OTHER BUSINESS Chair Wagner adjourned the meeting. Motion carried (4-0). MOTION The meeting adjourned at 5:42 p.m. ADJOURNMENT PASSED AND APPROVED ON THIS '12 DAY OF APRIL 2012.
