2011-11-10 PC MinutesMINUTES OF THE MEETING OF THE PLANNING COMMISSION OF THE CITY OF EL SEGUNDO, CALIFORNIA November 10, 2011 Chair Wagner called the El Segundo Planning Commission meeting to order at CALL TO ORDER 5:30 p.m. in the El Segundo City Hall's Council Chambers, 350 Main Street, El Segundo, California. Commissioner Newman led the Pledge of Allegiance to the Flag. PRESENT: WAGNER, FELLHAUER BALDINO, and NEWMAN ABSENT: BARBEE None. Chair Wagner presented the Consent Calendar None. PLEDGE TO FLAG ROLL CALL PUBLIC COMMUNICATIONS CONSENT CALENDAR CALL ITEMS FROM CONSENT Commissioner Newman moved, seconded by Commissioner Baldino, to approve MOTION the October 27, 2011 Minutes as amended. Motion carried (4-0). Planning Manager Kimberly Christensen read into the record one item pertaining WRITTEN to Agenda Item H-4, revised Resolution No. 2708 in both a clean version and COMMUNICATIONS strike -out version of the draft ordinance. Chair Wagner presented Agenda Item H-2, Environmental Assessment No. 939, NEW BUSINESS — and Conditional Use Permit No. 11-09. Applicant: Bicoastal Restaurant Partners PUBLIC HEARING for (dba: Five Guys Burgers and Fries) c/o Richard Herman. Address: 460 North EA-939 and CUP 11-09 Sepulveda Boulevard, Suite A. Property Owners: 300 N. Sepulveda Associated — Michael Wise. Principal Planner Paul Samaras presented the staff report (of record.) Phillip Ratner, owner Mr. Ratner gave a brief statement regarding the project and stated that he is available to answer any questions. Vice Chair Fellhauer moved, seconded by Commissioner Baldino for the MOTION Planning Commission to approve Resolution No. 2707 approving Environmental Assessment No. 939. Approved (4-0). Chair Wagner presented Agenda Item H-3, Environmental Assessment No. 930 NEW BUSINESS — (T5@ Los Angeles Data Center Project — Modification to a previously approved PUBLIC HEARING for discretionary approval). Applicant: T5@ Los Angeles. Address: 444 North Nash EA-930 Street. Property Owners: T5@ Los Angeles. Principal Planner Masa Alkire presented the staff report and PowerPoint Presentation (of record.) Mr. Wangenheim gave a brief statement regarding the project and that he is available to answer any questions. Commissioner Newman asked if there were other T5 Data centers locations. Mr. Wangenheim stated that there four T5 Data center project locations. He stated that the first location is in Atlanta; the second location in a business park outside of Charlotte; and the third and fourth are in El Segundo and Dallas to be opened both in the summer of 2012. Commissioner Newman moved, seconded by Vice Chair Fellhauer for the MOTION Planning Commission to approve Resolution No. 2709 approving Environmental Assessment No. 930. Approved (4-0). Chair Wagner presented Agenda Item H-4, Environmental Assessment No. 944 and Zoning Text Amendment 11-04 (Zone Text Amendment to amend El Segundo Municipal Code §15-2-7 to allow mechanical equipment and other accessory structures to encroach into interior (side and rear) yards in commercial and industrial zones.) Applicant: City of El Segundo. Address: Citywide. Property Owners: Various. Principal Planner Masa Alkire presented the staff report (of record.) Chair Wagner inquired if someone can place mechanical equipment into a required vehicle, pedestrian or access way to a property. Mr. Alkire stated no and that the placement of mechanical equipment is required to meet all provisions of the zoning code. He stated that therefore you cannot block required access with mechanical equipment. NEW BUSINESS — PUBLIC HEARING for EA-944 and ZTA 11-04 Commissioner Baldino moved, seconded by Vice Chair Fellhauer for the MOTION Planning Commission to approve Resolution No. 2708 (as presented at the Planning Commission hearing to correct a sentence regarding architectural landscape features.) approving Environmental Assessment No. 944 and Zone Text Amendment No. 11-04. Approved (4-0). None. PUBLIC HEARING CONTINUED BUSINESS Planning and Building Safety Director Greg Carpenter stated that the November REPORT FROM 241h meeting is cancelled and that there will be a regularly scheduled meeting on PLANNING AND December 81h. He wished everyone a Happy Thanksgiving. BUILDING SAFETY DIRECTOR Commissioner Newman wished everyone Happy Thanksgiving. Commissioner PLANNING Baldino stated that the Ed Foundation's "Mom's Night Out" is on November 17, COMMISSIONERS 2011 at the Hacienda Hotel. Chair Wagner stated that the stated that the El COMMENTS Segundo Christmas parade is on December 11, 2011.
