October 27, 2011
Chair Wagner called the El Segundo Planning Commission meeting to order at CALL TO ORDER
5:30 p.m. in the El Segundo City Hall's Council Chambers, 350 Main Street, El
Segundo, California.
Commissioner Baldino led the Pledge of Allegiance to the Flag.
PRESENT: WAGNER, FELLHAUER BALDINO, BARBEE and NEWMAN
None.
Chair Wagner presented the Consent Calendar
Vice Chair Fellhauer pulled item E-1 to clarify if the applicant could ask to have
her work on Kansas Street included in the City's contract for street
improvements along El Segundo Boulevard. She also wanted the minutes to
reflect that the Planning and Building Safety Director Greg Carpenter stated that
the work could not be added to the contract but we could put her in touch with
the contractor doing the work and they may be able to benefit from reduced
pricing since the contractor would already be working nearby.

Vice Chair Fellhauer moved, seconded by Commissioner Newman, to approve MOTION
the October 13, 2011 Minutes as amended. Motion carried (5-0).

COMMUNICATIONS
Chair Wagner presented Agenda Item H-2, Environmental Assessment No. 942, NEW BUSINESS —
and Administrative Use Permit No. 11-11. Applicant: Continental R-D, LLC — Toni PUBLIC HEARING for
Reina. Address: 2201, 2221, and 2231 East Rosecrans Avenue. Property EA-942 and AUP 11-11
Owners: Continental R-D, LLC.
Principal Planner Paul Samaras presented the staff report (of record.)
Commissioner Newman moved, seconded by Vice Chair Fellhauer for the MOTION
Planning Commission to Receive and File the Planning and Building Safety
Director's approval for Environmental Assessment No. EA-942 and
Administrative Use Permit No. 11-11. Approved (5-0).
None.
PUBLIC HEARING
CONTINUED BUSINESS
Planning and Building Safety Director Greg Carpenter stated that there are three REPORT FROM
items scheduled for the November 10th meeting. The first item is a modification to PLANNING AND
a previously approved discretionary approval of a Data Center at 444 North Nash BUILDING SAFETY
Street. Director Carpenter stated that the second request is for Five Guys Burger DIRECTOR
and Fries to allow outdoor dining. The third item is an item for a Zone Text
Amendment to amend Title 15 of the El Segundo Municipal Code (ESMC) to allow
mechanical equipment and other accessory structures to encroach into interior

(side and rear) yards in commercial and industrial zones.
Planning Manager Kimberly Christensen informed the Commission that there are
several items tentatively planned for the upcoming Planning Commission meeting
that are scheduled for December 81h and December 22nd meetings. She asked
the Commission if they would be willing to cancel the December 22nd meeting and
hold a special meeting on December 151h. She stated that she wanted to make
sure that there would be a quorum.
Commissioners Newman and Baldino, Vice Chair Fellhauer, and Chair Wagner
stated that they all will be in attendance for all December meetings and available
for a special meeting on December 15tn, Commissioner Barbee stated that he will
not be available for the meetings on December 81h or the special meeting
December 15tn
Commissioner Baldino stated that the Ed Foundation's "Mom's Night Out" is on PLANNING
November 17, 2011 at the Hacienda Hotel. Vice Chair Fellhauer stated also that COMMISSIONERS
the Ed Foundation's "Purity Pier Friendship Walk" will be held on Sunday, COMMENTS
October 30, 2011 at the Manhattan Pier at 9:00 a.m. Chair Wagner stated that
the Halloween Frolic will be held on October 31st at 4:00 pm outside of City Hall.
None.
Chair Wagner adjourned the meeting. Motion carried (5-0).
The meeting adjourned at 5:41 p.m.
