November 18, 2010
Vice Chair Fellhauer called the El Segundo Planning Commission meeting to CALL TO ORDER
order at 7:00 p.m. in the El Segundo City Hall's Council Chambers, 350 Main
Street, El Segundo, California.
Commissioner Newman led the Pledge of Allegiance to the Flag.
PRESENT: FELLHAUER, BALDINO, BARBEE and NEWMAN
ABSENT: WAGNER
None.
Vice Chair Fellhauer presented the Consent Calendar.
None.

Commissioner Baldino moved, seconded by Commissioner Barbee, approval of MOTION
the October 14, 2010 Minutes. Approved (4-0).

COMMUNICATIONS
Commissioner Baldino recused himself from participating in Agenda Item H-2 for
potential conflict of interest due to the proximity of his residence to the site. He
left the Council Chambers.
Vice Chair Fellhauer presented Agenda Item H-2. Environmental Assessment No. NEW BUSINESS —
EA-870 and Coordinated Antenna Program (CAP) No. 10-01 for the approval of 8 EA-870 and CAP 10-01
new future wireless broad band/internet transceiver facility locations (EA-871
through EA-878). Applicant: Clearwire Wireless Broadband. Property Owner:
Various. Address: 136 Main Street, 737 Lairport Street, 216 East Imperial
Avenue, 700 North Douglas Street, 2401 East El Segundo Boulevard, 445 South
Douglas Street, 1940 Hughes Way, and 1440 East Imperial Avenue
Assistant Planner Maria Baldenegro and Bryan Fernandez presented the staff
report (of record.)
John Moreland. Core Communications on behalf of Clearwire, LLC
Mr. Moreland thanked staff and gave a brief statement regarding the project. He
stated that he is representing six of the sites and is available to answer any
questions.
Commissioner Newman asked Mr. Moreland if everything is approved tonight
what will be the time frame of completing the project.
Mr. Moreland stated that if everything is approved tonight then by the end of the
year the project should be completed. He stated that he will be able to pull

permits after the appeal period clears for six of the sites and start construction at
the start of December and be completed at the end of December except for two
sites: 1440 East Imperial Avenue and 445 South Douglas Street.
Mike Sloop, WFI representative for (Clearwire)
Mr. Sloop stated that the timing of the building permits and the construction of
1440 East Imperial Avenue and 445 South Douglas Street sites will not occur
before the end of the year. He stated that construction will begin in 2011. He
clarified that the site at 1440 East Imperial Avenue at Embassy Suites will include
relocation of all four antennas so that they are placed behind the parapet out of
site.
Commissioner Newman moved, seconded by Commissioner Barbee approval of MOTION
Resolution No. 2685, approving Environmental Assessment No. EA-870 and
Coordinated Antenna Program (CAP) No. 10-01 For the approval of 8 new future
wireless broadband/internet transceiver facility locations (EA-871 through EA-
878). Approved (3-0).
Commissioner Baldino returned to the dais.

Planning and Building Safety Director Carpenter stated that the November 25th REPORT FROM
meeting is cancelled and there will be three items for the regularly scheduled PLANNING AND

Director of Planning & Building Safety Greg Carpenter presented, reviewed, and OTHER BUSINESS
discussed information regarding the 2010-2011 Department Annual Work
Program.
Vice Chair Fellhauer adjourned the meeting. Motion carried (4-0) MOTION
The meeting adjourned at 7:44 p.m.
