January 14, 2010
Chairman Wagner called the El Segundo Planning Commission meeting to order CALL TO ORDER
at 7:00 p.m. in the El Segundo City Hall's Council Chambers, 350 Main Street, El
Segundo, California.
Chairman Wagner led the Pledge of Allegiance to the Flag.
PRESENT: WAGNER, FELLHAUER, BALDING, FUENTES and NEWMAN
None.

Vice Chair Fellhauer moved, seconded by Commissioner Fuentes, to approve MOTION
the December 10, 2009, Minutes. Motion carried (5-0).

COMMUNICATIONS
Chair Wagner presented Agenda Item H-2, Environmental Assessment No. 852. NEW BUSINESS —EA-
General Plan Amendment No. GPA 09-01, and Zone Change No. ZC 09-01. 852; GPA 09-01 and ZC
Applicant: City of El Segundo. Address: 1916 East Imperial Highway. Property 09-01.
Owner: SATCO Inc.
Principal Planner Masa Alkire presented the staff report and PowerPoint
presentation (of record.)
Chair Wagner inquired if SATCO was to vacate the existing facilities and another
applicant comes in to lease the facilities without any changes would it be allowed
under Corporate Office Zone.
Mr. Alkire replied that if the site was redeveloped with a new building, the
building will need to meet all current zoning standards. He further clarified that if
the existing buildings were to remain and there was a change in occupancy then
the existing buildings are considered legal non -conforming.
Mr. Wagner asked what type of building would it be.
Mr. Alkire stated that that new uses would be required to meet Corporate Office
Zoning and that an industrial use could continue as a legal non -conforming
Industrial use if it occupied the space within a year.

Vice Chair Fellhauer moved, seconded by Commissioner Fuentes to approve MOTION
Environmental Assessment No. 852, General Plan No. 09-01 and Zone Change
No. 09-01 and Resolution No. 2667. Motion carried (5-0).
Chair Wagner presented Agenda Item H-3, Environmental Assessment No. EA-
855 Appeal of the Planning and Building Safety Director's Determination to Deny
a Request for Plan Check Extension for Project B1416-09 and to Require the
Project to Comply with El Segundo Municipal Code ("ESMC") Title 13 (Building
Regulations) and Title 15 (Zoning Regulations). Appellant: Mr. Shaun Cooley.
Property Owner: Mr. Shaun Cooley. Address: 624 West Mariposa Avenue.
Planning Manager Kimberly Christensen presented the staff report (of record.)
requesting a continuance of the matter to the February 25, 2010 meeting at the
request of the applicant to allow additional time to work with staff to further
analyze the submitted plans ad discuss code requirements.
Commissioner Fuentes moved, seconded by Vice Chair Fellhauer to open the
public hearing and continued the matter to the February 25, 2010 meeting
Environmental Assessment No. EA-855 Appeal of the Planning and Building
Safety Director's Determination to Deny a Request for Plan Check Extension for
Project B1416-09 and to Require the Project to Comply with El Segundo
Municipal Code ("ESMC") Title 13 (Building Regulations) and Title 15 (Zoning
Regulations)and Resolution No. 2668. Motion carried (5-0).

MOTION
Planning Manager Kimberly Christensen stated that the January 28, 2010 REPORT FROM
meeting would be cancelled and that there will be items for February 25, 2010 PLANNING AND
and possibly for the February 11, 2010 meeting. BUILDING SAFETY

Chairman Wagner adjourned the meeting. Motion carried (5-0).
