2009-11-12 PC MinutesMINUTES OF THE MEETING OF THE PLANNING COMMISSION OF THE CITY OF EL SEGUNDO, CALIFORNIA November 12, 2009 Chairman Wagner called the El Segundo Planning Commission meeting to order CALL TO ORDER at 7:00 p.m. in the El Segundo City Hall's Council Chambers, 350 Main Street, El Segundo, California. Vice Chair Fellhauer led the Pledge of Allegiance to the Flag. PRESENT: WAGNER, FELLHAUER, BALDINO, FUENTES and NEWMAN None. Chair Wagner presented the Consent Calendar Chair Wagner pulled item E-1 Commission meeting minutes PLEDGE TO FLAG ROLL CALL PUBLIC COMMUNICATIONS CONSENT CALENDAR CALL ITEMS FROM CONSENT Commissioner Fuentes moved, seconded by Commissioner Baldino, to continue MOTION the September 10, 2009, Minutes to December 10, 2009 meeting. Planning Manager Kimberly Christensen read into the record the title of WRITTEN PowerPoint handouts for Agenda Items L-4 and L-5. COMMUNICATIONS Chair Wagner presented Agenda Item H-2, Environmental Assessment No. EA- NEW BUSINESS — EA- 849 and Conditional Use Permit No. 09-07. Applicant: Jeff Metcalfe, Clockworks. 849 and CUP 09-07 Address: 1661 Franklin Avenue. Property Owner(s): Novak Enterprises. Assistant Planner Bryan Fernandez presented the staff report (of record). He stated that staff recommended a minor revision to Resolution No. 2666 stating that the date listed in Section 1-A should read as follows: "October 5, 2009" instead of "April 7, 2009," and that Condition of Approval No. 10 should read as follows: "43 parking spaces maintained on -site" instead of "42 parking spaces maintained on -site". Bob Metcalfe Mr. Metcalfe stated that he would like to extend the work hours. Chairman Wagner asked Mr. Metcalfe what hours of operation he would like to request. Mr. Metcalfe stated that he would like the hours of operation to be Monday through Friday 8:00 a.m. to 6:00 p.m. and on Saturday 9:00 a.m. to 5:00 p.m. Commissioner Fuentes shared her concern about the time for vehicle drop-off El Segundo Planning Commission Meeting Minutes November 12, 2009 Page 1 and that she felt it was not early enough. Vice Chair Fellhauer stated that she visited the site and that she commended the operator on how well he ran his establishment and how clean it was. Chairman Wagner also inquired about whether the operating hours of Monday through Friday 8:00 a.m. to 6:00 p.m. and Saturday 9:00 a.m. to 5:00 p.m. is sufficient. Mr. Wagner shared his concerned that tow truck drop-off needed to be addressed by the Commission. Assistant Attorney Berger addressed the Commission, stating that the business hours of operation do not have to be addressed by the Commission and that he believes that this type of business will not be open 24 hours. Mr. Berger suggested that business hours should be generally between 7:00 a.m. to 6:00 p.m. Monday through Friday and generally between 8:00 a.m. through 5:00 p.m. on Saturday and if you add "generally" to the language in the condition, code enforcement will not need to be checking the precise time the business closes. Commissioner Baldino noted that the hours of operation are listed on the application form in Section 5. Mr. Berger stated that alternatively the Commission could just eliminate the hours by removing Condition No. 9. Commissioner Newman moved, seconded by Commissioner Baldino to approve MOTION Environmental Assessment No. EA-849 and Conditional Use Permit No. 09-07 and Resolution No. 2666 and to remove Condition No. 9 hours of operations. Motion carried (5-0). Chair Wagner presented Agenda Item H-31 Environmental Assessment No. EA- NEW BUSINESS — 851 and Administrative Use Permit No. 09-09 and Off -Site Parking Covenant MISC 09-03. To modify an existing Administrative Use Permit to allow the expansion of an outdoor dining area where beer and wine are sold for on -site consumption (Type 41 Alcoholic Beverage Control License) at an existing restaurant (The Veggie Grill) and to allow an off -site parking covenant for the use of 18 parking spaces on an adjacent parcel. Applicant: The Veggie Grill — Elizabeth Valerio. Property Owner: PES Partners, LLC. Address: 720-D Allied Way (Plaza El Segundo). Business Name: Veggie Grill. Principal Planner Paul Samaras presented the staff report (of record.) Melissa Vallerio, representative for Veggie Grill Ms. Vallerio gave a brief statement that she is available to answer any questions. PUBLIC HEARING for EA-851, AUP 09-09 and MISC 09-03 Commissioner Newman moved, seconded by Vice Chair Fellhauer, to approve MOTION Environmental Assessment No. 851 and Receive and File Administrative Use Permit No. 09-09. Motion carried (5-0). None. PUBLIC HEARING - CONTINUED BUSINESS El Segundo Planning Commission Meeting Minutes November 12, 2009 Page 2 Director Carpenter wished everyone a Happy Thanksgiving. He stated that there REPORT FROM will be a December 10, 2009 Planning Commission meeting. PLANNING AND BUILDING SAFETY DIRECTOR Commissioner Fellhauer and Commissioner Newman wished everyone a Happy PLANNING Thanksgiving. COMMISSIONERS COMMENTS Commissioner Fuentes thanked the Veterans for making it a safer place. Director of Planning & Building Safety Greg Carpenter presented, reviewed, and OTHER BUSINESS discussed information regarding the 2009-2010 Department Annual Program. Planning Manager Kimberly Christensen along with Principal Planner Paul Samaras presented a PowerPoint presentation regarding a possible Municipal Code Amendment for Parking and Loading Standards. Commissioner Fuentes was interested in what the City used for the parking comparison. Mr. Samaras stated that several cities were surveyed in the South Bay area, including Long Beach, Manhattan Beach, Redondo Beach, and Torrance, as well as the cities of Glendale, Pasadena and Los Angeles. Chairman Wagner inquired if 50 feet is a typical stall depth for semi -truck loading ramps in other jurisdiction's standards. Mr. Samaras commented that the standard varies in different jurisdictions ranging from 35 to 60 feet. Commissioner Fuentes raised concerns about the already permitted tandem parking on Palm. She stated that she believes by prohibiting tandem parking it will maintain the quality of the neighborhoods. Commissioner Baldino stated that he believed that tandem parking helped to keep housing affordable. Chairman Wagner adjourned the meeting. Motion carried (5-0).
