2009-07-23 PC MinutesMINUTES OF THE MEETING OF THE PLANNING COMMISSION OF THE CITY OF EL SEGUNDO, CALIFORNIA July 23, 2009 Chairman Wagner called the El Segundo Planning Commission meeting to order CALL TO ORDER at 7:00 p.m. in the El Segundo City Hall's Council Chambers, 350 Main Street, El Segundo, California. Vice Chair Fellhauer led the Pledge of Allegiance to the Flag PLEDGE TO FLAG PRESENT: WAGNER, FELLHAUER, FUENTES, BALDINO and NEWMAN ROLL CALL None PUBLIC COMMUNICATIONS Chair Wagner presented the Consent Calendar. CONSENT CALENDAR Commission Fuentes pulled Agenda Item E-2 from Consent Calendar CALL ITEMS FROM CONSENT Vice Chair Fellhauer moved, seconded by Commissioner Baldino, to approve the MOTION June 25, 2009, Minutes. Motion carried (5-0). Chair Wagner presented Agenda Item E-2, Environmental Assessment No. EA- CONSENT CALENDAR 838 and Administrative Use Permit No. 09-04. Applicant: J. H. Snyder Company for EA-838, and AUP 09- - Kathleen Arndt. Property Owner: 300 N. Sepulveda Associates, LLC. 04 Address: 300-460 N. Sepulveda Boulevard. Commissioner Fuentes stated that she is concerned that a couple monument signs exceed the municipal code. Planning Manager Kimberly Christensen replied that a few years ago some significant changes were made to the sign regulations in the City overhauling many sections in the regulations. She clarified that the code had changed and that monument signs are now allowed from 6 to 20 feet in height subject to an Administrative Use Permit and Planning Commission review, where they were a►lowed by right previously. Commissioner Baldino moved, seconded by Vice Chair Fellhauer to approve MOTION Environmental Assessment No. 838 and Administrative Use Permit No. 09-04 and to receive and file. Motion carried (5-0). Chair Wagner presented Agenda Item E-3, Environmental Assessment No. EA- CONSENT CALENDAR 828 and Administrative Use Permit No. 09-01. Consideration and possible action for EA-828, and AUP 09- to allow the construction of a 740 square -foot outdoor dining area and the sale of 01 beer and wine for on -site consumption (Type 41 ABC License) at an existing Restaurant (Second City Bistro). Applicant: Scott Reed. Property Owner: Star Restaurant Holdings, LLC. Address: 223 Richmond Street. Business Name: Second City Bistro. None WRITTEN COMMUNICATIONS Chair Wagner presented Agenda Item H-4, Environmental Assessment No. EA- NEW BUSINESS — 840, Conditional Use Permit No. 09-04, and Administrative Use Permit No. 09-05. PUBLIC HEARING for To allow the construction of a 350 square -foot outdoor dining area and the sale of EA-840, CUP 09-04, and beer and wine for on -site consumption (Type 41 Alcoholic Beverage Control AUP 09-05 License) at a new restaurant (Rubio's Mexican Grill). Applicant: James Comerfield. Business Name: Rubio's Mexican Grill. Property Owner: 400 North Sepulveda Associates, LLC. Address: 400 North Sepulveda Boulevard (Gateway Center). Principal Planner Paul Samaras presented the staff report (of record.) Jimmy Comerfield, applicant Mr. Comerfield stated that he is available to answer any questions. Commissioner Newman asked how many Rubio's restaurants are in the South Bay corridor. Mr. Comerfield stated that he not able to answer but Robert Bell, a representative of Rubio's, is available. Robert Bell, representative of Rubio's Mr. Bell stated that there are seven coming to the South Bay the closest being Manhattan Beach, Howard Hughes Parkway and Marina Del Rey. He stated that this is the first Rubio's in El Segundo and the total number of Rubio's Restaurant being 191 located in a couple of states. Commissioner Newman moved, seconded by Commissioner Fuentes to approve MOTION Environmental Assessment No. 840, and Conditional Use Permit No. 09-04 and Resolution No. 2660 and to Receive and File Administrative Use Permit No. 09- 05. Motion carried. (5-0) Chair Wagner presented Agenda Item H-5, Environmental Assessment No. EA- NEW BUSINESS — 842 and Administrative Determination. 09-02. Applicant: Stephen Pugh. Property PUBLIC HEARING for Owner: Stephen Pugh. Address: 123 Eucalyptus Drive. EA-842 and AD 09-02 Principal Planner Masa Alkire presented the staff report (of record.) Commissioner Baldino moved, seconded by Vice Chair Fellhauer to continue the MOTION item to the August 13, 2009 meeting for Environmental Assessment No. 842 and Administrative Determination No. 09-02. Motion carried (5-0). None. PUBLIC HEARING - CONTINUED BUSINESS El Segundo Planning Commission Meeting Minutes July 23, 2009 Page 2 Director Carpenter stated that there are four items for the August 13, 2009 REPORT FROM meeting. PLANNING AND BUILDING SAFETY DIRECTOR Commissioner Fuentes encouraged the public to attend the high school drama PLANNING production. COMMISSIONERS COMMENTS None. OTHER BUSINESS Chairman Wagner adjourned the meeting.
