2009-06-25 PC MinutesMINUTES OF THE MEETING OF THE PLANNING COMMISSION OF THE CITY OF EL SEGUNDO, CALIFORNIA June 25, 2009 Chairman Wagner called the El Segundo Planning Commission meeting to order CALL TO ORDER at 7:00 p.m. in the El Segundo City Hall's Council Chambers, 350 Main Street, El Segundo, California. Chairman Wagner led the Pledge of Allegiance to the Flag. PRESENT: WAGNER, FELLHAUER, FUENTES, BALDINO and NEWMAN None. Chair Wagner presented the Consent Calendar. None. PLEDGE TO FLAG ROLL CALL PUBLIC COMMUNICATIONS CONSENT CALENDAR CALL ITEMS FROM CONSENT Vice Chair Fellhauer moved, seconded by Commissioner Fuentes, to approve MOTION the June 11, 2009, Minutes. Motion carried (5-0). Chair Wagner presented Agenda Item H2, Environmental Assessment No. EA- CONSENT CALENDAR 827 and Miscellaneous 09-01- Parking Covenant. Applicant: 300 N. Sepulveda for EA-827, MISC 09-01 Associates, LLC c/o Michael Wise. Property Owner: 300 N. Sepulveda —PARKING COVENANT Associates, LLC c/o Michael Wise. Address: 300-390 N. Sepulveda Boulevard; 400 and 460 North Sepulveda Boulevard. Vice Chair Fellhauer moved, seconded by Commissioner Fuentes to approve MOTION Environmental Assessment No. 827 and MISC 09-01 — Parking Covenant and to receive and file. Motion carried (5-0). Planning Manager Kimberly Christensen read four items into the record for WRITTEN Agenda Item H-3. COMMUNICATIONS Chair Wagner presented Agenda Item H-3, Environmental Assessment No. EA- NEW BUSINESS — 832 and Administrative Use Permit No. 09-02; To allow the sale of beer, wine, PUBLIC HEARING for and distilled spirits for off -site consumption (Type 21 ABC License) at an existing EA-832 AUP 09-02 market (Village Wine and Cigar Shop). Applicant: Abdo Diab Barakat. Property Owners: Al Marco. Address: 601 Virginia Street. Business Name: Village Wine and Cigar Shop. Assistant Planner Maria Baldenegro presented the staff report (of record.) Planning Manager Kimberly Christensen corrected Ms. Baldenegro's statement regarding signage relating to the shop. She clarified that a requirement to change the signage is not a condition of approval but the applicant has voluntarily agreed to change the signage on his own. El Segundo Planning Commission Meeting Minutes June 25, 2009 Page 1 Louis Birou Mr. Birou gave a brief statement on how well Mr. Barakat operates his place of business. Pamela Jensen, resident at 6051/2Virginia Ms. Jensen commends Mr. Barakat that he has never been caught selling alcohol to minors in the years that he's been in El Segundo and support him in his endeavor. Commissioner Newman stated that she is concerned about the signage of the shop. Abdo Diab Barakat, applicant Mr. Barakat responded to Commissioner Newman's concerns regarding the signage. He stated that the wording will change from "Wine and Cigar Shop" to "Village Market". Vice Chair Fellhauer moved, seconded by Commissioner Newman to approve MOTION Environmental Assessment No. 832, and AUP 09-02 and to Receive and File. Motion carried (5-0). None. PUBLIC HEARING - CONTINUED BUSINESS Director Carpenter stated that the July 9, 2009 meeting would be canceled but REPORT FROM that items would be scheduled for the upcoming July 23, 2009, August 13, 2009 PLANNING AND and August 27, 2009 meetings. BUILDING SAFETY DIRECTOR Commissioner Newman encouraged the public to participate in July 4th festivities. PLANNING COMMISSIONERS Commissioner Baldino encouraged the community to participate in the Aquatics COMMENTS survey on the City's web -site. None. OTHER BUSINESS Chairman Wagner adjourned the meeting. Motion carried (5-0).
