Vice Chair Fellhauer called the El Segundo Planning Commission meeting to CALL TO ORDER
order at 7:00 p.m. in the El Segundo City Hall's Council Chambers, 350 Main
Street, El Segundo; California.
Vice Chair Fellhauer led the Pledge of Allegiance to the Flag.
PRESENT: BALDINO, FUENTES, NEWMAN and FELLHAUER
ABSENT: WAGNER
None.
Vice Chair Fellhauer presented the Consent Calendar.
None

Commissioner Fuentes moved, seconded by Commissioner Baldino, to approve MOTION
the March 12, 2009, Minutes. Motion carried (4-0).

COMMUNICATIONS
Vice Chair Fellhauer presented Agenda Item H-2, Environmental Assessment No. NEW BUSINESS —
EA-829 and Administrative Determination No. 09-01. Applicant: City Initiated. PUBLIC HEARING for
Address: Citywide. EA-829 and AD 09-01
Principal Planner Paul Samaras presented the staff report (of record.)
Commission Newman asked staff what type of filming is allowed in the City.
Assistant Attorney Berger responded that the City has filming regulations in
place which require film permits among other things. He stated that if the City
tried to control the type of content that was filmed within the City it will likely be a
violation of the First Amendment of both the federal and state constitution. Mr.
Berger commented that we can regulate the land use and the means as to when
filming can occur such as the noise and what time of day.
iKent Kidman, New Masters Studio
Mr. Kidman clarified what type of filming will or will not occur and stated that he is
available to answer any questions.

and file Environmental Assessment No. 829, Administrative Determination No.
09-01. Motion carried (4-0).
