2008-12-11 PC MinutesMINUTES OF THE MEETING OF THE PLANNING COMMISSION OF THE CITY OF EL SEGUNDO, CALIFORNIA December 11, 2008 Chair Fellhauer called the El Segundo Planning Commission meeting to order at CALL TO ORDER 7:00 p.m. in the El Segundo City Hall's Council Chambers, 350 Main Street, El Segundo, California. Chair Fellhauer led the Pledge of Allegiance to the Flag. PRESENT: FELLHAUER WAGNER, BALDINO, FUENTES, and ROTOLO None. Chair Fellhauer presented the Consent Calendar None. PLEDGE TO FLAG ROLL CALL PUBLIC COMMUNICATIONS CONSENT CALENDAR CALL ITEMS FROM CONSENT Vice Chair Wagner moved, seconded by Commissioner Baldino, to approve the MOTION November 11, 2008, Minutes, as amended. Motion carried (5-0). None WRITTEN COMMUNICATIONS Commissioner Rotolo recused himself from participating on this item. Chair Fellhauer presented Agenda Item H-2, Administrative Determination No. 08- NEW BUSINESS — 01. Applicant: City of El Segundo. Owners: Various. Address: Citywide. Administrative Determination No. 08-01 Principal Planner Paul Samaras presented the staff report (of record.) Commissioner Baldino asked if the map showed which wells are active versus those that are abandoned. Mr. Samaras stated yes that the map is color coordinated listing the active and abandoned wells. Vice -Chair Wagner moved, seconded by Commissioner Baldino to approve MOTION Administrative Determination No. 08-01. Motion carried (4-0). Commissioner Rotolo returned to the dais in the Council Chambers for the remainder of the meeting. Chair Fellhauer presented Agenda Item 1-3; Environmental Assessment No. EA- NEW BUSINESS — 805 Zone Text Amendment No. 08-02. Applicant: City of El Segundo. Owner: PUBLIC HEARING for Various; Address: All properties within the Small Business (SB) and Medium EA-805 and ZA -08-02 Manufacturing (MM) Zones. El Segundo Planning Commission Meeting Minutes December 11, 2008 Page 1 Planner Bryan Fernandez presented the staff report (of record.) Chair Fellhauer asked staff if there are any regulations relating to signage on vehicles such as florescent writing on the windshield that might be unattractive to the community. Planning Manager Kimberly Christensen stated that vehicle signage is not regulated through local regulations, but that federal requirements regulate the signs that are displayed when selling the vehicle. Commissioner Fuentes asked how the city regulates a maximum number of eight vehicles a month. Planning Manager Kimberly Christensen stated that the property owner or business owner would have approval for a limited public display area and compliance would be monitored through complaints. Commissioner Fuentes was concerned that she counted 7 automotive services businesses on her way to work and that 1 street in particular has 5 automotive services businesses on it. She commented that she would not want El Segundo to look like a used car lot. Director Greg Carpenter stated that staff is concerned about the same issue and has looked at car repair facilities in the Smoky Hollow area. He indicated that in conjunction with the issuance of a business license Planning staff would need to review and approve site plans showing where the vehicles are displayed and that they are not in required parking, setback, or landscape areas. Ms. Christensen responded and clarified in response to Ms. Fuentes question that the automobile services definition is based on automobile repair and maintenance as the primarily use. The reference to storage of tires and car parts is among the list of accessory uses. Chair Fellhauer asked whether increasing the numbers of cars allowed would require that the matter would need to come back before the Commission. Ms. Christensen indicated that a change would require coming back to the Commission. Chair Fellhauer inquired if the municipal code covers the display of banners or balloons not being permitted. Ms. Christensen stated that balloons and banners are not permitted. Commissioner Baldino moved, seconded by Commissioner Rotolo to approve MOTION Environmental Assessment No. 805 and Zone Text Amendment 08-02, Resolution 2649. Motion carried (5-0). Chair Fellhauer presented Agenda Item 1-4; Environmental Assessment No. EA- NEW BUSINESS — 786. Applicant: FB-JV 444 North Nash, LLC. Owner: Various; Address: All PUBLIC HEARING for properties within the Small Business (SB) and Medium Manufacturing (MM) EA-786. Zones. Planner Louis Morales presented the staff report (of record.) El Segundo Planning Commission Meeting Minutes December 11, 2008 Page 2 Vice -Chair Wagner moved, seconded by Commissioner Rotolo to approve MOTION Environmental Assessment No. 786, Resolution 2647. Motion carried (5-0). -` None. PUBLIC COMMUNICATIONS PUBLIC HEARING CONTINUED BUSINESS Director Carpenter wished everyone a Merry Christmas and notified the REPORT FROM Commission that the first meeting in January is cancelled. PLANNING AND BUILDING SAFETY Planning Manager Kimberly Christensen introduced the City's new Principal DIRECTOR Planner Masa Alkire to the Commission. Commissioner Fuentes wished everyone Happy Holidays. PLANNING Commissioner Rotolo invited the public to go out and visit Candy Cane Lane. COMMISSIONERS Vice Chair Wagner stated that starting December 121h the El Segundo Kiwanis COMMENTS will start Santa Sleigh. Chair Fellhauer wished everyone Happy Holidays. None. OTHER BUSINESS Chair Fellhauer adjourned the meeting.
