Vice -Chair Wagner called the El Segundo Planning Commission meeting to CALL TO ORDER
order at 7:00 p.m. in the El Segundo City Hall's Council Chambers, 350 Main
Street, El Segundo, California.
Commissioner Fuentes led the Pledge of Allegiance to the Flag.
PRESENT: WAGNER, ROTOLO, FUENTES, and BALDING.
ABSENT: FELLHAUER
None.
Vice -Chair Wagner presented the Consent Calendar.

Vice -Chair Wagner presented Agenda Item E-2, Environmental Assessment No. CONSENT CALENDAR -
798 and Adjustment No. 08-01. Applicant: Christopher Emmett. Property Owner: EA-798 and ADJ 08-01
Christopher Emmett. Address: 854 Hillcrest Street.
Commissioner Rotolo moved, seconded by Commissioner Fuentes, to approve MOTION
Environmental Assessment No. 798 Adjustment No. 08-01. Motion carried (4-0).
Vice -Chair Wagner presented Agenda Item E-3, Environmental Assessment No. CONSENT CALENDAR -
793 and Administrative Use Permit No. 08-03. Applicant: Scott F. Nicol. Property EA-793 and AUP 08-03
Owner: Willow Vista Rentals, LLC — David Wehrly. Address: 409 East Grand
Avenue.
Commissioner Rotolo moved, seconded by Commissioner Fuentes, to approve MOTION
Environmental Assessment No. 793 Administrative Use Permit No. 08-03.
Motion carried (4-0).
Vice -Chair Wagner presented Agenda Item E-4, Determination of Consistency of CONSENT CALENDAR
the Proposed 2008-2009 Fiscal Year Capital Improvement Program (CIP) with the — Capital Improvement
City of El Segundo General Plan. Program (CIP)
Commissioner Rotolo moved, seconded by Commissioner Fuentes, to approve MOTION
Determination of Consistency of the Proposed 2008-2009 Fiscal Year Capital
Improvement Program (CIP) with the City of El Segundo General Plan and
Resolution No. 2646. Motion carried (4-0).

Planning Manager Christensen stated that there is one item, revised Resolution WRITTEN
No. 2645 for agenda item H-5. COMMUNICATIONS
Vice -Chair Wagner presented Agenda Item H-5, Environmental Assessment No. NEW BUSINESS -
773 and Conditional Use Permit No. 07-07, and Lot Line Adjustment No. 08-05. PUBLIC HEARING EA -
Applicant: Fisher Property Group. Address: 101 Continental Boulevard. 773 and CUP 07-07 and
LLA 08-05.
Contract Senior Planner Trayci Nelson presented the staff report (of record.)
Commissioner Rotolo asked staff to explain the reason for the reciprocal access
and parking agreement between the two parcels.
Ms. Nelson replied that the reciprocal access and parking agreement is needed
to allow for shared access between the two parcels and to allow the hotel to use
parking spaces on the adjacent parcels.
Richard Mielbye, Fisher Property Group
Mr. Mielbye stated that there is underground parking with over 200 parking
spaces and is available to answer any question.
Commissioner Rotolo moved, seconded by Commissioner Baldino, to approve MOTION
Environmental Assessment No. 773 and Conditional Use Permit No. 07-07 and
Lot Line Adjustment No. 08-05, and revised Resolution No. 2645. Motion carried
(4-0).

Planning Manager Christensen stated that the October 9, 2008 meeting would be REPORT FROM
cancelled but that items are scheduled for the October 23, 2008 meeting. PLANNING AND
