Chair Frick called the El Segundo Planning Commission meeting to order at 7:00 CALL TO ORDER
p.m. in the El Segundo City Hall's Council Chambers, 350 Main Street, El
Segundo, California.
Chair Frick led the Pledge of Allegiance to the Flag.
PRESENT: WAGNER, FRICK, ROTOLO and FUENTES
ABSENT: FELLHAUER
None.
Chair Frick presented the Consent Calendar.
Commissioner Rotolo pulled Item E-1. He requested an amendment to the
October 25, 2007 meeting minutes. Mr. Rotolo requested that the minutes
include his statement that the City's consultant Al Warot provides some
projections in the Housing Element regarding infrastructure capability, and
capacity, and water availability when returning back before the Commission as
we look to increase housing in the city.

Commissioner Rotolo moved, seconded by Vice -Chair Wagner to amend the MOTION
October 25, 2007, Minutes as amended. Motion carried (4-0).

Chair Frick presented Agenda Item H-2, Environmental Assessment No. 764 and NEW BUSINESS -
Conditional Use Permit No. 07-06 Direct Buy Members Only Discounted Retail PUBLIC HEARING
Sales Showroom and Home Design Center. Applicant: Direct Buy of South Bay
c/o Peter Cassidy. Address: 606 Hawaii Street.
Contract Senior Planner Trayci Nelson presented the staff report (of record.)
Commissioner Fuentes asked the staff about whether the City gets sale taxes
with an operation like this when purchases are made from a catalog or onsite.
Planning Director Gary Chicots commented that the City should receive sale
taxes even if it's a catalog order. He stated that El Segundo should receive credit
for the sales tax purchase but this business is operated a little different because it
is a sales showroom only where you order merchandise and there is very little
storage on the property. He stated that usually once the order is made it is
distributed to your home or destination directly. Sale taxes distribution should go

the city and the rate is eight and a quarter percent for Los Angeles County and
about one percent of that goes to the City. Mr. Chicots made the comment that
the applicant can better address the question.
Peter Cassidy: applicant
Mr. Cassidy responded to Commissioner Fuentes' question regarding the sales
tax and stated that it is received at the point of sale within the state and local
jurisdiction. A member of Direct Buy is able to purchase merchandise anywhere
and ship it anywhere from any Direct Buy center in the nation or Canada.
Vice Chair Wagner questioned Mr. Cassidy whether that includes any online
purchases as well.
Mr. Cassidy answered "yes" it does.
Commissioner Rotolo moved, seconded by Commissioner Fuentes to approve MOTION
Environmental Assessment No. 764 and Conditional Use Permit No. 07-06,
Resolution No. 2628. Motion carried (4-1).

CONTINUED BUSINESS
Planning Manager Christensen updated the Commission's regarding the REPORT FROM
upcoming schedule of Planning Commissions meetings. She stated that a PLANNING AND
Special Meeting will be held next week on December 6 2007 followed by a BUILDING SAFETY
regularly scheduled meeting on December 13, 2007. She stated that the DIRECTOR
December 27, 2007 meeting will be adjourned and that another Special Meeting
will be held on January 3, 2008 for the Housing Element update. Ms.
Christensen notified the Commission that staff will be providing them with an
updated calendar schedule for the 2008 Planning Commission Meetings in their
next packet.
Additionally, Ms. Christensen gave a brief update to notify the Commissioners
about upcoming training programs through UCLA's Public Policy Program. She
provided dates and time for the scheduled training courses on January 31, 2008
and March 6, 2008. Ms. Christensen stated that she will provide more details
regarding the topics for each training course as soon as they are available.
Commissioner Fuentes congratulated Carl Jacobson for being Citizen of the PLANNING

Chair Frick made a motion to adjourn the meeting. Motion carried (4-0). MOTION
