Chair Frick called the El Segundo Planning Commission meeting to order at 7:00 CALL TO ORDER
p.m. in the El Segundo City Hall's Council Chambers, 350 Main Street, El
Segundo, California.
Vice -Chair Wagner led the Pledge of Allegiance to the Flag. PLEDGE TO FLAG
PRESENT: FRICK, FELLHAUER, ROTOLO, WAGNER ROLL CALL

Chair Frick presented the Consent Calendar. CONSENT CALENDAR
Commissioner Fellhauer moved, seconded by Vice -Chair Wagner to approve the
July 24, 2007, Minutes as submitted. Motion carried (4-0). MOTION
Chair Frick presented Agenda Item E-2, Environmental Assessment No. 747 and
Administrative Use Permit No. 07-04. Applicant: Neil Cadman. Property Owner:
Seven Friends, Inc. Address: 225 Richmond Street. Motion carried (4-0). MOTION

COMMUNICATIONS
Chair Frick presented Agenda Item H-3; Environmental Assessment No. EA-751 NEW BUSINESS -
and Smoky Hollow Specific Plan Review No. 07-03. Applicant: International PUBLIC HEARING
Rectifier Corporation. Owner: International Rectifier Corporation; Address: 1413
Franklin Avenue and 1521 Grand Avenue.
Commissioner Rotolo recused himself from participation on this agenda Item H-3
for a potential conflict of interest reason and left the Council Chambers.
Senior Planner Woolard presented the staff report of record.
Greg Takagi - International Rectifier Representative, thanked staff for their hard
work and believes that International Rectifier is in compliance with all the
regulations.
Planning and Building Safety Director Chicots — stated that there was one

condition in the conditions of approval that requires that a franchise agreement
be approved by the City Council at their meeting June 19, 2007, so this request
is also contingent on the Council's approval.
Commissioner Fellhauer moved, seconded by Commissioner Wagner to approve MOTION
Environmental Assessment No. 751 for Smoky Hollow Specific Plan Review No.
07-03, Resolution 2624. Motion carried (3-0).
Commissioner Rotolo returned to the dais.

Planning and Building Safety Director Chicots stated that Senior Planner William BUILDING SAFETY
Woolard is leaving the Planning and Building Safety Department and he will be DIRECTOR
