2007-04-12 PC MinutesMINUTES OF THE MEETING OF THE PLANNING COMMISSION OF THE CITY OF EL SEGUNDO, CALIFORNIA April 12, 2007 Chairman Frick called the El Segundo Planning Commission meeting to order at CALL TO ORDER 7:03 p.m. in the El Segundo City Hall's Council Chambers, 350 Main Street, El Segundo, California. Commissioner Fellhauer led the Pledge of Allegiance to the Flag. PLEDGE TO FLAG PRESENT: FRICK, WAGNER, FELLHAUER ROLL CALL ABSENT: ROTOLO PUBLIC None. COMMUNICATIONS Chairman Frick presented the Consent Calendar. CONSENT CALENDAR Chairman Wagner moved, seconded by Chair Frick, to approve the March 22, 2007, Minutes as submitted. Motion carried 3-0. MOTION Environmental Assessment No. EA-736 and Administrative Use Permit 06-10; CALL ITEMS FROM Applicant: La Sirena Grill & Cantina, Inc. Property Owners: Rosecrans Partners CONSENT 3, LLC; Address: 710 Allied Way, Suite D (Plaza El Segundo). Alexis Schopp gave brief staff report. Staff requests the Planning Commission revise Condition #2 to reflect the revised seating plan which would allow the maximum seating of 113 including 85 seats inside and 28 outdoors. Vice Chairman Wagner moved, Commissioner Fellhauers seconded to approve Environmental Assessment No. 736 and Administrative Use Permit 06-10 as amended. Motion carried. 3-0 MOTION None. WRITTEN COMMUNICATIONS Chair Frick presented Environmental Assessment No. 752 and Subdivision No. NEW BUSINESS - 07-02 for Vesting Tentative Map No. 061630; Applicant: Mar Ventures, PUBLIC HEARING Rosecrans Sepulveda Partners 2, LLC; Property Owners: Mar Ventures, Rosecrans Sepulveda Partners 2, LLC; Address: 710-850 S. Sepulveda Boulevard; 2003-2015 E. Park Place, 700-740 Allied Way. Planning Manager Christensen stated that the item is a request to extend the existing map which has a two-year time -frame in which to record the final maps. The plans are still in review with the County of Los Angeles so the applicant wishes to extend the approval of the previously approved vesting map. The original subdivision conditions of approval allowed up to the maximum of 20 lots and the project, as designed, only requires 19; it complies with the condition 37 of the entitlements. It also is to divide individual parcels within the Plaza El Segundo development to accommodate the various building sites on the El Segundo Planning Commission Meeting Minutes April 12, 2007 Page 1 property, as well as the streets, and the acreage below Rosecrans which has not been implemented to date, and it would allow the applicant the additional time needed to complete that process through the County, and then bring the final map to the City Council for approval and recordation. She added that the lots, its design, buildings and floor area ratios, and all the development standards are in compliance, and staff recommends approval. In addition, Planning Manager Kimberly Christensen stated that an incorrect resolution number and was revised to read No. 2621, and request by staff is for the Commission to adopt the extension of the map. The lots and the design of the lots are in compliance. Alan Mackenzie stated that the project was very complicated and has taken a long time to complete. Commissioner Fellahuer motioned to extend the time of the map for on Resolution No. 2621, Seconded by Wagner 3-0. MOTION CONTINUED BUSINESS None. PUBLIC HEARING None. REPORT FROM PLANNING AND BUILDING SAFETY DIRECTOR Vice -Chair Wagner stated that staff has done a great job in comparison to the PLANNING County of Los Angeles since it does not take ten months to get things done. COMMISSIONERS COMMENTS Commissioner Fallahuer motioned to adjourn, Vice Chairman Wagner seconded.
