2006-11-09 PC MinutesMINUTES OF THE MEETING OF THE PLANNING COMMISSION OF THE CITY OF EL SEGUNDO, CALIFORNIA November 9, 2006 Vice Chairman Frick called the meeting of the El Segundo Planning CALL TO ORDER Commission to order at 7:05 p.m. in the Council Chamber of the City of El Segundo City Hall, 350 Main Street, El Segundo, California. Vice Chairman Frick led the Pledge of Allegiance to the Flag. PLEDGE TO FLAG PRESENT: FRICK, WAGNER, ROTOLO, FELLHAUER ROLL CALL ABSENT: KRETZMER None. PUBLIC COMMUNICATIONS Vice Chairman Frick presented the Consent Calendar CONSENT CALENDAR Vice Chairman Frick presented Agenda Item No. E-1, Environmental CALL ITEMS FROM Assessment No. 726 and Administrative Use Permit 06-08 at 301 Vista Del CONSENT Mar located in the Heavy Industrial (M-2) Zone to allow the expansion of an CALENDAR existing, unmanned, utility -mounted, minor wireless communication facility; and EA NO. 726 and Environmental Assessment No. 703 and Administrative Use Permit 06-02 at AUP NO. 06-08; 150 S. Sepulveda Blvd. a request for a New Restaurant (Alcohol Beverage EA NO. 703 and AUP Control License Type 47). 06-02 Commissioner Rotolo moved, seconded by Commissioner Fellhauer to grant MOTION the Administrative Use Permits. Motion carried 4-0. None CALL ITEMS FROM CONSENT CALENDAR Planning Manager, Kimberly Christensen, noted that the hard -copy information WRITTEN before the Planning Commissioners is one of the attachments that gave COMMUNICATIONS background history of police calls which is part of the attachments to item No. E2 Vice Chairman Frick presented Agenda Item No. H-3, Environmental PUBLIC HEARINGS, Assessment No. EA-694, and Conditional Use Permit No. 06-02 and Variance NEW BUSINESS El Segundo Planning Commission Minutes November 9, 2006 Page 1 No. 06-07. Applicant: Cingular Wireless c/o Daniel Fox at Wireless Development Resources, LLC Address: 1440 East Imperial Highway (Embassy Suite Hotel) Property Owners: LAX Granada Associates. Interim Planning and Building Director, Gary Chicots, stated that the Planning Assistant, Maria Baldenegro, would be presenting the staff report. Planning Assistant, Maria Baldenegro, presented the staff report (of record). Commissioner Rotolo inquired as to whether the Cingular proposal has a similar encroachment as T-mobile that came before the Commissioners two months ago. Planning Assistant Maria Baldenegro, stated that the T-Mobile wireless facility had a previously approved variance and conditional use permit that had expired and the recent approval had encroachments on the east and front setback facing north and 12 antennas. She stated that Cingular would encroach on the south and the west for only three additional antennas that, when combined with the existing antennas, total 43 antennas if this item gets approved. Commissioner Wagner inquired as to whether or not there were any inquires or complaints on this item. Planning Assistant Maria Baldenegro stated there were neither complaints or telephone calls on this item. EA NO. 694, CUP NO. 06-02, and VAR NO. 06-07 the modification of an existing unmanned Major Wireless Communication Facility. Commissioner Fellhauer moved, seconded by Commissioner Rotolo to MOTION approve Environmental Assessment No. 694, Conditional Use Permit No. 06- 02, and Variance 06-07. Motion carried, 4-0. Applicant, Daniel Fox, thanked Planning Assistant, Maria Baldenegro, for her PUBLIC diligent work. COMMUNICATIONS None. Vice Chair Frick closed public comment. Planning and Building Director, Gary Chicots, stated a staff report will be presented to City Council by Chair Kretzmer on November 21, 2006, on the Planning Commission's yearly activities including its goals, objectives and the past year's completed projects. Planning Manager, Kimberly Christensen, explained the upcoming schedule stating that the next Planning Commission meeting falls on the Thanksgiving holiday, but there will be items for the meeting scheduled on December 14, PUBLIC HEARINGS, CONTINUED BUSINESS REPORT FROM DIRECTOR El Segundo Planning Commission Minutes November 9, 2006 Page 2 2006. The Planning Commission meeting scheduled for December 28, 2006, could likely be adjourned, and commented if anyone on the Planning Commission were scheduling time -off for any of the forthcoming holidays, to please inform staff as soon as possible. Lastly, she briefed the Commissioners on the upcoming Housing Element update process which will be running through the next year and a half. The Council budgeted funds to pay for this which is mandated by State law and added that the last housing cycle ended in June 2005; however, due to delays in the Department of Housing & Community Development, the Regional Housing Needs Assessment (RHNA) process to determine the housing allocation of which is just getting underway. Staff recently went to a SCAG workshop meeting to discuss those issues and will be bringing reports and updates throughout the process before the Planning Commissioners as they will have a major role in the Housing Element review as the process moves forward. The document needs to be adopted by the City and certified by the State by July 2008 and is the only Element of the General Plan that has a mandated timeline for updating unlike other General Plan documents. None PUBLIC COMMUNICATIONS Commission Rotolo commented that he understood there were no issues on PLANNING the concerns stated in the letter received from Karen McBrie to the Planning COMMISSIONERS' Commissioners dated 10-3-06 regarding a new 2,750 sq. ft. garage to the rear COMMENTS of the property located at 523 W. Walnut Avenue. However, he had a concern on the type of sheet -metal siding that was going to be used and suggested that staff take a look, and possibly, make a modification of the requirement for the type of siding used.
