update process which will be running through the next year and a half. The
Council budgeted funds to pay for this which is mandated by State law and
added that the last housing cycle ended in June 2005; however, due to delays
in the Department of Housing & Community Development, the Regional
Housing Needs Assessment (RHNA) process to determine the housing
allocation of which is just getting underway. Staff recently went to a SCAG
workshop meeting to discuss those issues and will be bringing reports and
updates throughout the process before the Planning Commissioners as they
will have a major role in the Housing Element review as the process moves
forward. The document needs to be adopted by the City and certified by the
State by July 2008 and is the only Element of the General Plan that has a
mandated timeline for updating unlike other General Plan documents.
